I. Introduction
The Hoofball Association of the Equestrian States and the Imperial Football Association of Mizuyuki would be honored if the members of the World Cup Committee vote to approve this bid to co-host the upcoming 61st Cup of Harmony.
The Equestrian States is no longer the new nation in the sports community that it once was. First appearing in the Baptism of Fire prior to World Cup 58, the Equestrian States has competed in every World Cup since, as well as participating in six Cups of Harmony. For a long time, the Equestrians did not have much success in the World Cup, failing in its first six attempts at qualification and coming up one goal short in the playoffs on three occasions. Since then, however, the Ponies (as the national team is known throughout the multiverse) have qualified for the World Cup four times, reaching the second round once while hosting the tournament's 67th edition. In other major competitions, the Equestrian States has seen considerably more success, making regular knockout stage trips in the World Baseball Classic, World Bowl, and World Cup of Hockey, as well as claiming victory in the 27th Di Bradini Cup.
The Celestial Empire of Mizuyuki, however, are the oranges to Equestrian States' apples. Situated in the region of Aeneas, this self-professed technocratic nation has prided itself at being at the forefront of scientific progress for many a year. However, in recent years its sporting achievements have been nothing to sniff at, either; two successive qualifications in WC66 and 67 tell its own story, while only two last-gasp goals prevented them from making it three in a row at the last World Cup. In absolute terms, however, success has been difficult to come by; the only footballing honours that Mizuyuki have bagged are the now-defunct Market Cup and the regional Aenean Cup.
II. Format
Our preference will be for 32 teams and eight groups of four. However, we will be very willing to take on 40 nations and eight groups of five, if we feel that number more accurately reflects the amount of nations who have met our standards for inclusion in the tournament. A 48-nation format could be considered as well, but 32 or 40 are the most probable numbers.
The tiebreakers used will be: Points, H2H Points, H2H Goal Difference, Overall Goal Difference, H2H Goals For, Overall Goals For, Cointoss* (in that order).
The final will be held in the Equestrian States, with third place match being played in Mizuyuki. Should one, or both, of the co-hosts have to also participate in the Cup of Harmony, the other co-host will scorinate the games involving that nation. (In other words, at no time, would one of us scorinate our own games).
* - The winner of the toss would be decided OOCly by a playoff between the tied teams with rank and RP bonus being taken into account for the scorination.
III. Scorination & RP Bonus
Xkoranate will be used with the SQIS formula. RP bonus will be cumulative throughout the tournament.
RP bonuses will be awarded based on quality, which, of course, takes precedence over quantity. Originality and initiative will also be rewarded, as will interaction and astute information usage in RPs. Don't expect to get much of a bonus if your opponent's posted a roster and you don't make any use of it in your match report RP.
IV. Experience
The proposed co-hosts have each successfully hosted at least one WCC competition in addition to a number of other tournaments. If selected, there would be no shortage of experience.
Equestrian States has hosted a number of events, most notably the 67th World Cup and 57th Cup of Harmony alongside Cassadaigua. Elsewhere on NS Sports, the user successfully hosted the 25th and 29th World Baseball Classics, 21st World Cup of Hockey, and the 29th Di Bradini Cup. Other, less well-known tournaments the user has hosted include Market Cup VI, Quidditch World Cup 5, and all four editions of the Equestria Cup.
Mizuyuki co-hosted the 60th Cup of Harmony with Kinitaria as Kazamatsuri, which represents their first taste of WCC hosting. The user has also taken up hosting responsibilities in a smattering of other tournaments, including the recently-concluded World Hoops Showcase II (co-hosted with Electrum) and the International Firestorm Cup.
