Signups will close at 1800 UTC (1900 UK) on Saturday, 5 October. The RP thread will be created at this point, and this thread will become the OOC discussion thread. Scorination will run daily from Tuesday, 1 October to Sunday, 13 October, with the cutoff usually in the early evening UTC.
If you've entered an Olympic Games before, you'll know how the signups work: copy list of athletes, allocate athletes to each event, assign a skill value, paste the final list into a post. The "new-style" signup is the only one that will be permitted, and it goes like this:
List the event you are entering.
On another line, add the name of your entrant, a semi-colon, the TLA (three-letter abbreviation) for your delegation, another semi-colon, then the skill modifier. It should look like this: Name;TLA;skill.
For large team events such as futsal and hockey, you should just enter your nation name. For events with teams of two, three, or four people (e.g. swimming and athletics relays, team sprint/pursuit cycling), list the names of each team member separated by a slash. Skill modifiers run from 0 to 100, with 100 being the highest. The maximum average for all entries in a delegation is 50; where this is exceeded, all modifiers will be reduced proportionately to the excess. Entries without modifiers will be taken to have a modifier of 50.

A spreadsheet has been created to help you with signups, and can be downloaded here (ODS format, will run in any spreadsheet software including the free OpenOffice.org Calc) - it automatically handles all the formatting.
There will be an adjustment for min-maxing; this will be incorporated into the RP bonus in the form of a "Min-Max Avoidance Bonus," or MMAB, which is 0.2 if the standard deviation of all modifiers is 30 or less, 0 if the standard deviation is 50 or more, and adjusts on a linear scale where it is between 30 and 50. (Regular RP bonus is weighted up to 0.8 and added to the MMAB to create a maximum bonus of 1. As only 80% of the RP bonus is actually RP-based, the weighting will be increased accordingly.) The signup spreadsheet automatically calculates the MMAB. Note that a completely random distribution of values between 0 and 100 will have a standard deviation of approximately 30.
The OOC intention of the MMAB is to prevent "gaming" the skill modifier system; the IC intention is to reflect that it is more resource-intensive to secure increased performance at the elite level than it is to do so at a merely "competitive" level (which is a reasonable analogy for the lower skill modifier values, given that they represent the low end of RL Olympic performance). It is recognised that this IC explanation doesn't hold quite as true for nations which have particular IC reasons for specialising, such as a non-human population. Therefore, if you have such an IC reason, explain it in your roster post (preferably in a spoiler-tag marked "IC justification for min-maxing" or something); it will be assessed as an RP, and up to half of the difference between your MMAB and the max MMAB can be recovered. For instance, if your MMAB was 0.1093, a suitable justification could increase that to 0.15465.
