Hello -
I'm new to this and have bombarded Nephara with many questions, he's answered, much thanks to him for his leadership and guiding hand.
Concerning free transfers - will their quality be good? And are you able to take a free transfer midseason or between UICA cycles?
And by good, I mean having a relative chance of making the Starting 11 in say a lower-strung league such as Liga MX.

Although it isn't a hard and fast rule, the general idea is the free transfers should be of international-caliber and should be signed to a top-flight organization. The players bio should give you an idea of what they would be looking for in a team/club and, probably most importantly you'll want to sign someone that would start for said organization. Sometimes there can be a dud or two, but there should really be a reason they're wishing to play internationally.

It's also important to actually RP the team/level you're signing them to, if by "lower-strung league" you mean your nation isn't ranked very high but is competing for your Champions' Cup place then yes. But many would frown upon signing frees to teams/clubs below the top level of your pyramid. (Maybe an exception for the highest-ranked nations that have world-class second-tiers, serious emphasis on maybe.)

I think most of us RP that the transfer window takes place after the domestic regular season ends, it's easier to scorinate the league that way.

The quality of free transfers varies, like all transfers, but as 95X says, they're for top-flight or RPed second-tier sides of stronger nations. You can ascertain their strength by reading their descriptions, and also checking their league and club history - a 32-year old veteran of the Nepharim Premiership is probably going to be a better player than a 32-year old veteran of the Brenecian A-League.

How do you determine what a top league is?
And anything's better than than League RZN :P

Next how do you know how long your league should be? Currently I've set up my league to play 32 games and post each part once per week as to get somewhat generous views to my league but I notice Cosumar posts his entire league in a matter of four days.
What should I do?
And how to set it up to run in UICA off-season as it looks like I'll barely miss interfering with UICA by the skin of my teeth.

32 games is a perfectly reasonable amount. Just take it at your own pace. As long as it's all done within the ~2-3 months between UICA seasons, it's fine.

I always assume that only event hosts read my stuff, and that's entirely because they're obliged to. The effort I make to RP, do graphics etc is almost entirely a creative exercise for my own benefit, as without it I'd likely be placed in an institution.
