Essentially? This. Though, I don't like the idea that's been put forth about randomly killing characters off based on a glorified RNG.

My suggestion would be to ignore the tech level issue entirely, and simply limit the available weapons.
A rule roughly along these lines, for example, would likely suffice:
"Firearms and futuristic weapons are banned; any competitor using one of these weapons will be immediately and automatically disqualified. If in doubt about what constitutes a 'futuristic weapon', then please ask in the relevant discussion thread."

The competition would actually pit regions against each other in a non-military, non-raiding way. The region that wins the competition would get a trophy which would be required to be shared among ALL the members of that region, as well as the right to state in a signature that your region is this year's champion. I haven't worked out the tech levels, though I'm thinking that the levels would increase as the competition progressed, so that everyone would be on the same tech level (this is just an idea, right now). The geographical locations would also change, in order to better challenge each competitor. In essence, each regional participant not only has to survive foreign regional competitors, but also nature.
In the movie (and probably the book, too, though I have never read it), only one person from a given district could claim victory. In this competition, I'm aiming for both the male and female competitors from a region to win. If only one of them survives to the end, however, special dispensation would be given.
In short, regional competitors must prove their skills at surviving the elements, foreign rivals, and their own selves by demonstrating tactical skill, strategic thinking, survival skills. Think of it like Hunger Games and Survivorman rolled into one.

So, we're still going to have teens being killed? This is going to be incredibly interesting, asking for volunteers
Also, are we going to have a sponsorship mechanic in-game? I think it would be worth it, but it may crud up a bunch of stuff.
