World Cup 90

There is one bid to host the 90th World Cup:

Members of the World Cup Committee, listed here, except those bidding, may vote on the World Cup with a single ballot which lists their votes in order of preference according to the constitution. The options to be listed are: to accept the bid from Vilita/Baker Park, or to re-open nominations. Or, an alternative option to the list is to officially abstain. Please note this is not an option that comes after the other options; either you vote with a list, or you abstain.

All votes should be sent, via telegram, to Silver Beach. Any votes not sent via telegram, or not sent to this nation, will not be counted.




World Cup Constitutional Amendments

There are two separate amendments up for vote, proposed by Poafmersia and seconded by the required number of people(3 WCC members).

The following changes in the KPB will be implemented:
1. KPB of points obtained, divided by the maximum number of games played, with no multiplier, will be awarded for participation in a Baptism of Fire for the last 3 cycles.

2. 1.5 participation points, multiplied by the relevant multiplier for points earned from participation in the World Cup proper, will be awarded to teams who make it to the playoff stage of a World Cup qualifier, but fails to make the World Cup proper.


#1 is Amendment 1, #2 is Amendment 2.

Members of the World Cup Committee, listed here, except those bidding, may vote on both amendments to the WCC Constitution. Each Amendment should be voted on single-handedly.

The options for each amendment are as follows

Aye/Yes to accept the proposed amendment to the Constitution, or
No/Nay to reject the proposed amendment to the Constitution.

All votes should be sent, via telegram, to Nyowani Kitara. Any votes not sent via telegram, or not sent to this nation, will not be counted.




Voting on all issues from now until Wednesday, December 8th, at 11:59 Eastern Standard Time. You are, of course, still allowed and encouraged to ask the bidders any questions throughout the voting process. And, of course, are still encouraged to debate the amendments as they are up for a vote.

World Cup Constitutional Amendments

There are two separate amendments up for vote, proposed by Poafmersia and seconded by the required number of people(3 WCC members).

Presidential Nominations

Any user who is a member of the World Cup Committee (listed here) may nominate one other member for the position of World Cup Committee President, to serve the World Cup 91-93 term.

If any users suspect they may be nominated, but do not wish to stand for election, please let me know via telegram and you will not be listed as a candidate for election regardless of your number of nominations. It is also recommended to let people know publicly(via the World Cup Discussion Thread) so users can nominate people who are willing to serve in the job, to the best of their knowledge. Any users receiving two or more nominations will be put forward as a candidate when the actual vote occurs, concurrent with the Cup of Harmony host vote. All nominations should be the name of a single nation only.

All nominations should be sent, via telegram, to Nyowani Kitara. Any nominations not sent via telegram, or not sent to this nation, will not be counted.

If there are any errors or oversights with regards to the current membership list of the WCC, please notify Banija via telegram immediately.

We are also going to set the same date for Cup of Harmony host bids.

Nominations for WCC President remain open from now, until Monday, January 24th, at 11:59 PM Eastern Standard Time (which is to say, two weeks from now). This shall also serve as the host bid deadline for Cup of Harmony 82.

Nomination criteria: 1.3.1 "Any WCC user may nominate any one other user for the position and any user receiving more than two nominations will be considered a candidate." to "Any WCC user may nominate one other WCC member for the position. Any WCC member receiving more than one nomination will be considered a candidate."

3. Baptism of Fire entry criteria: "A nation must not have previously participated in a WCC-sanctioned Baptism of Fire" to "A nation must not have previously participated in any WCC-sanctioned tournament."

4. Presidential elections: create a new article "Any candidate running for WCC President is to provide a brief statement on the intentions and plans they intend to carry out if elected. This should be limited to only what WCC Presidents have direct control over, such as (but not limited to) the timing of votes and signups."

5. World Cup size: "It will always consist of 32 teams (including the co-hosts), who have been whittled down by the Qualifying Process to turn scores of hopeful countries into thirty relieved ones and countless disappointed ones." to "It will always consist of at least 32 teams (including the co-hosts), who have been whittled down by the Qualifying Process to turn scores of hopeful countries into at least thirty relieved ones and countless disappointed ones."

6. Definition of 'timely roster': "Posting a valid, timely roster or squad list in each of the most recent two completed World Cup's official Roster threads grants membership of the WCC. This must then be renewed each Cup to maintain membership." to "Posting a valid roster or squad list in each of the most recent two completed World Cup's official Roster threads before the end of the World Cup Finals group stage grants membership of the WCC. This must then be renewed each Cup to maintain membership."

7. Getting nominated: "Any user can decline to receive nominations." to "Any user can decline to receive nominations. Any user who has been nominated can request to be removed from the ballot before voting commences. If there is only one candidate for President, that candidate will become the President. Otherwise, the WCC will vote on which of the candidates should be the President. There shall be a grace period of not less than 72 hours between nominations being published and voting commencing to allow for any withdrawals of candidates."

8. Succession in case of missing WCC President: 1.3.1 "If the President is unable to fulfill his/her duties, then the interim President shall be the first available person of: the Vice-President, the candidates in the most recent presidential election (sorted by highest vote total), the members of the EWCC (sorted by earliest WC hosted), and the hosts of the Baptism of Fire tournament and Cup of Harmony (sorted by earliest tournament hosted). If two or more eligible successors are equal in any of these criteria, then they shall be sorted in alphabetical order." to "If the President is unable to fulfill his/her duties, then the interim President shall be the first available person of: the Vice-President, the candidates in the most recent presidential election (sorted by highest vote total), a host of the most recently completed World Cup, a host of the most recently completed Cup of Harmony, a host of the most recently completed Baptism of Fire. If two or more eligible successors are equal in any of these criteria, then they shall be sorted in alphabetical order. If this does not yield a valid President, the WCC tournaments of the previous cycle will be considered in the above order (WC-COH-BOF)."

There are two bids to host the 80th Baptism of Fire.

Drawkland/West Barack and East Obama ('Sonnel Superbid')

Members of the Executive World Cup Committee, listed here, except those bidding, may vote on the Baptism of Fire with a single ballot which lists their votes in order of preference according to the constitution. The options to be listed are: to accept the Mertagne bid, to accept the Drawkland/WBEO bid, or to re-open nominations. Or, an alternative option to the list is to officially abstain. Please note this is not an option that comes after the other options; either you vote with a list, or you abstain. Make sure to explicitly discern your BoF bid from your WC bid given the potential Drawk mixup.

All votes should be sent, via telegram, to Ko-oren.

While Mertagne hasn't reached a clear majority in first-preference votes (7 out of 14), the RON option drops away, reallocating their votes to their second preferences. Only one such ballot named a second preference, which was the Mertagne bid:

Presidential Nominations

Any user who is a member of the World Cup Committee (listed here) may nominate one other member for the position of World Cup Committee President, to serve the World Cup 94-96 term.

If any users suspect they may be nominated, but do not wish to stand for election, please let me know via telegram and you will not be listed as a candidate for election regardless of your number of nominations. It is also recommended to let people know publicly(via the World Cup Discussion Thread) so users can nominate people who are willing to serve in the job, to the best of their knowledge. Any users receiving two or more nominations will be put forward as a candidate when the actual vote occurs, concurrent with the Cup of Harmony host vote. All nominations should be the name of a single nation only.

All nominations should be sent, via telegram, to Ko-oren. Any nominations not sent via telegram, or not sent to this nation, will not be counted.

If there are any errors or oversights with regards to the current membership list of the WCC, please notify Ko-oren via telegram immediately.

We are also going to set the same date for Cup of Harmony host bids.

Nominations for WCC President remain open from now, until Tuesday, February 21st, at 22:00 PM CET (which is to say, two weeks and one hour from now). This shall also serve as the host bid deadline for the Cup of Harmony.

Therefore, Ko-oren, Farfadillis, and Banija will stand for election as WCC President.

Members of the World Cup Committee (listed here), except those nominated, may vote in the WCC presidential election a single ballot which lists their votes in order of preference, according to the WCC's constitution.

All votes should be sent, via telegram, to Golgothastan. Any votes not sent via telegram, or not sent to this nation, will not be counted.

If there are any errors or oversights with regards to the current membership list of the WCC, please notify Ko-oren via telegram immediately.




Cup of Harmony 85

There are two bids to host Cup of Harmony 85:

Cardenao/Zwangzug

World Cup Constitutional Amendments

There are 3 amendments up for vote.

1) To be added to 2.1: "When bidding for a WCC event, the exact same bidders are not permitted to submit multiple bids for the same tournament".
2) 2.2.1.i to be amended to: "A nation must not have previously participated in a WCC-sanctioned Baptism of Fire".
3) To be added to 2.1: "A user hosting a WCC event shall not scorinate any match in that event involving a nation they control."


Members of the World Cup Committee, listed here, may vote on amendments to the WCC Constitution. Please read each proposal carefully.

The options for each individual amendment are as follows:
Aye/Yes to accept the proposed amendment to the Constitution, or
No/Nay to reject the proposed amendment to the Constitution.
You may also abstain from voting - you may even choose to vote on some amendments but not on others. Make sure to indicate clearly which amendments you vote for and if you vote Yes, No, or if you abstain to each individual amendment.

All votes should be sent, via telegram, to Ko-oren. Any votes not sent via telegram to this nation, will not be counted.

Therefore, Ko-oren is re-elected as WCC President, and Banija is elected as WCC Vice President. Their terms shall continue/begin immediately after the World Cup 93 Final, and shall end immediately following the World Cup 96 Final.




Cup of Harmony 85

Round 1 - 24 votes
Graintfjall - 11
Zwangzug/Cardenao - 9
RON - 4

With 24 votes cast, a bid needs 13 votes to win. No bid clears the bar. Going by the exact definition of constitution article 2.5, RON can't be eliminated as an option; only the bid with the fewest number of votes can be eliminated. And with that, we're going to round 2.

Round 2 - 23 votes
Graintfjall - 16
RON - 7
(no further preferences listed) - 1

The WCC has selected the Graintfjall bid to host the 85th Cup of Harmony. All administration is hereby handed over to them. Congratulations!

Baptism of Fire 81

There are two bids to host the 81st Baptism of Fire. The votes are gridlocked; per the constitution I must remove the option with the fewest votes, which will either lead to a situation with no bid with a majority, or will definitively gridlock the second round. To prevent a situation where any result will leave a bitter taste and to make sure we have a proper majority supporting a bid, I will extend the voting period for the BoF - so this only applies to the EWCC.
