There shall be voting on four items:
1) Cup of Harmony 59 Host VoteThere are two bids to host the 59th Cup of Harmony:
GolgothastanValanoraVoters are instructed to do the following:
List, in order of most preferred to least preferred, your preferences amongst the three options, which are: Accept the bid of Golgo, Accept the bid of Valanora, and Reject all bids and re-open the bidding process. Voters may list any and all of these three options, though any option beyond the second preference is, by definition, irrelevant, as is any preference beyond rejecting all bids and re-opening the process.
In short:
-If you prefer one bid over another, but are okay with either bidder hosting, vote the preferred option as your first preference, and the other second.
-If you prefer one bid over another and do not feel the other bid is acceptable, vote the preferred option as your first preference, and re-open bids as your second.
-If you feel neither bid is acceptable, make re-open bids your first and only preference.
-If none of these are acceptable, return a blank ballot, which will not be counted.
The option that receives a majority of the first preference votes will be declared the winner. If no option achieves this, the bid with the fewest votes will be eliminated, and the second preference votes from the ballots affected will be added to the tallies to see if the remaining bid or the option to re-open has more votes, the winning result holding. Other situations will be accounted for as needed.
2) The Host Voting Prohibition Amendment of Cycle 67The following proposal, submitted by Equestrian States, and reaching the needed nominations to make the floor, is up for approval:
Proposed: to amend 4.2.i as follows, with the amended text
bolded:
4.2 Definitition of: "The (E)WCC may vote..."
i) When a vote to select a Hosting bid is initiated by the President, a majority of those voting shall be required to decide the outcome. Users that have submitted a hosting bid are not permitted to participate in voting for the event they have placed a bid for. Voters are instructed to cast a single ballot listing their hosting preference, along with the order in which the other options, including the option to re-open bids, should be considered. If no option receives a majority of the first preference votes cast, the bid with the fewest number of votes shall be eliminated, and the ballots cast in that direction re-counted using their next preference. The mechanics of the vote shall follow the mechanics laid out by article 1.5 (Elections), with a focus on clauses i,ii,iii,iv, and vi, with the exception that the option to re-open the process for new bids may not be eliminated by any result but another option receiving a full majority.
Voters shall vote AYE to accept this proposal, and NAY to reject it. Blank votes may be submitted for those who wish to not vote on this provision. The proposal shall be accepted if more votes are cast in the affirmative than in the negative.
3) The Cup of Harmony Host Eligibility Amendment of Cycle 67The following proposal was submitted by Andossa Se Mitrin Vega, and is now up for approval:
Amend 2.2.2 to read as follows, with the amended text

Any nation that has previously participated in a World Cup and is participating in the current edition of the World Cup may bid to host the Cup of Harmony
Voters shall vote AYE to accept this amendment, and NAY to reject it. Blank votes may be submitted for those who wish to not vote on this provision. The proposal shall be accepted if more votes are cast in the affirmative than in the negative.
4) The Host Eligibility Consistency Amendment of Cycle 67The following proposal was submitted by Legalese, and is now up for approval:
THAT the WCC Constitution provision 2.2.2 shall be amended as follows:
"Any nation that has previously participated in a World Cup and is signed up for the current edition of the World Cup may bid to host the BoF."
Further, THAT the WCC Constitution provision 2.3.2 shall be amended as follows:
"Any nation that has previously participated in a World Cup, and participated in its most recently completed edition, may bid to host the World Cup, except if the user has co-hosted the previous World Cup."
The Above Amendments shall only be enacted upon the approval of the WCC, as well as the concurrent approval of The Cup of Harmony Host Eligibility Amendment of Cycle 67.
Voters shall vote AYE to accept this amendment, and NAY to reject it. Blank votes may be submitted for those who wish to not vote on this provision. The proposal shall be accepted if more votes in the affirmative than those in the negative, provided that the same holds true for the The Cup of Harmony Host Eligibility Amendment of Cycle 67
The members of the World Cup Committee as of the end of the 66th Cycle, as listed
here, are eligible to vote. Note that WCC membership is dependent on the criteria from WCs 66 and 65 for this vote - WC 67 replaces 65 in the criteria after the cycle is completed with the Cup of Harmony 59 and WC 67 final games.
All votes should be sent by TG to
Novapsolu. TGs to no other nation by that user will be accepted. Legalese reserves the right to accept votes by IRC, though does not expect to be on #nssport during the voting period, and recommends that TG be preferred. At any rate, no vote should be considered accepted without acknowledgement from the vote-taker, though I warn it will not be immediate (RL and all that).
