Does anyone know of precedent for nations with have taken part in an BoF but CTE prior to qualifying? Do they still have to take part in qualification?

The nation is question, Angelastan has CTE'd and I'd prefer that they be replaced by an active nation from the wait-list for WC qualification, however, you aren't allowed to enter just the BoF so I'm unsure of what the constitution dictates in this instance.

Also, congrats to United Eastedge! Commiserations to PIS, you'll win a BoF final one day!
