Right, think this is best put simply and to the point really.

I'm going to have a break from NS, I'm not sure how long or short that will be and whilst I won't be missed as much as the likes of ASMV and Wight (as I've simply never had as big an impact), I sure will miss some of the fun I have had on here just as much as they probably have.

Good luck to everybody in future competition and endeavours, I'll likely see some of you on IRC from time to time but I don't have time for NS anymore with simply too much going on. Thanks all!

The one hitch mentioned - how to deal with the CoH - is one where it might be worth remembering that the WCC Pres can set the CoH vote at any time he/she wishes (within obvious reason). As such, if a four-host bid of this nature wished to take a shot at it, but made the bid contingent on getting the CoH as well (considering this isn't exactly a "SuperBid" scenario where the hosts are proposing double-duty), then that seems like a risk the hosting team should be willing to take, and something that the voters would consider.

So basically, if someone were to try this for the next cycle, they'd be at the mercy of PIS and the voters - which is, well, normal anyways.

FWIW, as President, my own response to a 4-way bid getting voted in for the start of qualifiers would be that said vote would be a tacit acceptance of the CoH hosts by the voters. A further CoH host bid would only then be triggered by a rival bid, the posting of which would trigger an immediate "CoH bids end and voting starts in ____ days" cut-off. There would also be a deadline for rival bids of halfway in qualifying.

DBC31 Update:

Thanks to my careful calculations, 27 of the signed-up nations have auto-qualified for the 40-team group stage, meaning there are 13 spots available from the remaning 30 signed-up nations. So, here's what I'm going to do: There will be ten groups of 3 teams, playing each other once. The winner of each mini-group will go through to the 40-team stage proper, as well as the top 3 runner-ups. As there are only two games to decide this, undoubtedly there will be teams tied (on Points, Goal Difference, Goals Scored) and some form of super-quick paper-scissors-armchair play-off to determine who qualifies.

Yes, this means that 13 of the 40 qualified teams will have proper Matchday RPs to be able to sink their teeth into, but this doesn't prevent the other 27 teams from posting whatever they're into anyway.
