DBC31 Update:

Thanks to my careful calculations, 27 of the signed-up nations have auto-qualified for the 40-team group stage, meaning there are 13 spots available from the remaning 30 signed-up nations. So, here's what I'm going to do: There will be ten groups of 3 teams, playing each other once. The winner of each mini-group will go through to the 40-team stage proper, as well as the top 3 runner-ups. As there are only two games to decide this, undoubtedly there will be teams tied (on Points, Goal Difference, Goals Scored) and some form of super-quick paper-scissors-armchair play-off to determine who qualifies.

Yes, this means that 13 of the 40 qualified teams will have proper Matchday RPs to be able to sink their teeth into, but this doesn't prevent the other 27 teams from posting whatever they're into anyway.
