Yeap, the charter permits 270 for the host overall, and 140 for his/her master delegation. I distributed it into 4 puppets for IC reasons. This was made because IRL Olympics, the host nations gets more quota at each event... I had initially planned to get a higher average limit (say 0.6) but it would be even more unfair. That's why the 270 thingy was made.
Puppet nations are allowed, up to 2 of the same user. If this is made, there will be a limit of 210 entries for the three or two nations. Bear in mind that you must specify the master nation. (No delegation can surpass the 120 entries limit).

That's here. When I was redacting the OP of this thread, I based myself on the signups threads of the past Olympics, and I copied that (no more than 2 puppets) part. But, through the rules of the Youth Games, you can have as many puppets as you want. I apologize for the mistake... But there are no other puppets than mine here.

But then you should only get two puppets to make it fair for the rest of us and there is no exemption to the puppet rule for you, or else then keep the sign-ups open so we can put in as many puppets as we want.

I would open the signups again if it made sense:
1. The games were already kicked off
2. No nation apart from me has at least one puppet. So, now, you want to put more than two? That would be something very weird.
