I will know be taking nominations for WBC Council President.

Any candidate who receives two nominations for President will be officially placed on the ballot. All Council members except Anglatia, being recently admitted to the Council, and Nova Anglicana, being the term-limited president, may be nominated for president. Anglatia and Nova Anglicana may still submit nominations.

With 7 hours to go until the deadline, I have received 8 nominations for president, with only one nation currently receiving two nominations. If, at the deadline tonight, I have received no additional nominations, I will extend it until 20:00 EST on Sunday, December 4th in the hopes that we will be able to choose between at least two candidates. Currently there are five nations who have not submitted a nomination; please do so by tonight, or if you can't, by Sunday the 4th.

Secondary tournaments in a sport with a major tournament rarely make it past 10 iterations, I think. The exception is football/soccer, where a lot of secondary tournaments (diBradini cup, regional tournaments) have been going for a long time. Tertiary tournaments in soccer meet the 10 iteration limit (Friendly Cup, which I ran for a while, was an example of this).

On a different note, could Nova please prepare a list of people who will be eligible for the Council if they RP and post a roster in the upcoming WBC, and people who will be removed from the Council if they don't? The President tYpically does this with the assistance of the host(s) and it would be useful for whoever takes over for you. On yet another note, I'm glad to see so many people get at least one nomination. It shows we have a lot of capable members.

Greg, on the question of people who will be removed from the Council, I'm going to refer you to this post. This also has a list of people who RP'd and rostered for WBC 37. After some discussion on Discord, I have decided to put forward an amendment to clarify the meaning of the Council Eligibility portion of the Constitution, which currently reads as follows:

Section 1: To be an eligible member of the Council, a nation must have participated (meaning post a roster and at least ONE RP) in the previous 2 Classics and be approved by a simple majority vote of the current Council. (ie: if there are currently 10 or 11 voting members are on the council, then 6 members would have to approve, etc.) This is to limit the number of members of the Council to the truly active participants.

Section 2: To maintain membership, a nation must fulfill at least one of the following criteria:
Clause a. Hosting (or Co-hosting) a Classic, (if possible), within the next 3 Classics.
Clause b. Participate (meaning post a roster and at least ONE RP) in the subsequent Classic.

Section 3: If a Member of the Council fails to maintain its membership (by failure to fulfill any of the above criteria), it shall have 1 Classic to retain membership (by fulfilling any of the above criteria). If the Member does not do so, then it shall not be eligible for membership on the Council for a minimum of one Classic.

Section 4: Any previous hosts of the Classic within the last three WBCs are also eligible, pending a simple majority vote of the current Council.


I propose that the above be changed to read as follows:

Article I: Council Eligibility

Section 1: To be eligible to become a member of the Council, a nation must have participated in the previous 2 Classics or have hosted at least one of the previous 3 Classics.

Section 2: Following each Classic, the Council shall vote on whether or not to admit any nations that are eligible to become members of the Council. A simple majority vote in favor shall be required to become a member of the Council.

Section 3: Nations that do not participate in two consecutive Classics shall be removed from the Council, unless they have hosted one of the three most recent editions of the Classic. Nations that are removed from the Council due to inactivity may regain membership through the process laid out above.

Section 4: For the purposes of this Article, a nation that posted a roster and at least ONE RP in an edition of the Classic has "participated" in that edition.

I propose that the above be changed to read as follows:

Article I: Council Eligibility

Section 1: To be eligible to become a member of the Council, a nation must have participated in the previous 2 Classics or have hosted at least one of the previous 3 Classics.

Section 2: Following each Classic, the Council shall vote on whether or not to admit any nations that are eligible to become members of the Council. A simple majority vote in favor shall be required to become a member of the Council.

Section 3: Nations that do not participate in two consecutive Classics shall be removed from the Council, unless they have hosted one of the three most recent editions of the Classic. Nations that are removed from the Council due to inactivity may regain membership through the process laid out above.

Section 4: For the purposes of this Article, a nation that posted a roster and at least ONE RP in an edition of the Classic has "participated" in that edition.

Section 5: For the purposes of this Article, multiple nations operated by the same OOC user are regarded as a single nation.

That's how we've been intepreting it in the past, but the exact language is gibberish. So if someone doesn't RP or post a roster for two straight cycles, but then hosts the third, they stay on the Council? Because that's how a literal interpretation of the current language would read. But then how do we know they'll host the third after the first two? It really doesn't make sense, which is probably why we interpreted it the way we did. Anyway, seconded.

Edit: Just noticed Section 4, which would seem to clarify it is indeed the previous three. But best to make it clear.
