For a RL example, we don't see 5 umpires from Saudi Arabia calling games in the World Baseball Classic so we wouldn't see 5 from, let's say, Colmark right now. However, maybe we should come to a clearer definition of longevity.
We would probably make a limit of 5 and base the number allowed for each nation on the number of tournaments participated in. First we would need to know who, actively, have been in the most WBC's and then create tiers from there.

Anyone up for another running of the Keisler Cup? I know, I know, the World Cup. But signups starting now could have the Keisler Cup begin after qualifying for that.

BTW, on umpires, whatever happens with that list, it should be unofficial, and it remain the prerogative of RPers to decide who called their games.

Maybe I should mention to some of the newer people that this a U-21 & U-16 (and maybe a U-13) tournament for baseball.
