Yes. I figured that a nation which sticks around long enough to warrant a vote can be counted on to participate enough to warrant a puppet, and it also makes the punishment for having multiple puppets actually do something.

The original proposal has been edited to account for Babbage's comment. Looking at it, it seems like it might just be easier to say "Puppets may not join the World Bowl Committee regardless of participation," although I'm not sure if it matters.

I don't think we ever had one, did we? We should probably fix that. I propose we simply follow the existing World Cup model with some modifications:

A player who controls a nation which is a voting member of the World Bowl Committee may enter one additional nation in the tournament, a "puppet."
* The player must sign up separately with both nations and clearly identify which nation is the master and which is the puppet.
* The nations are treated as separate entities that happen to be controlled by the same player. Posts by one nation count only for that nation.

Looking for seconds/amendments/discussion/etc.

Edit: Babbage Islands pointed out third bullet should also prevent players from getting additional Committee votes.

I find the whole matter of signing in with a puppet and announcing the puppet's master in that post to be followed by the master nation logging in separately to confirm to be superfluous.

I can understand why it was originally put in place, but let's not complicate matters or waste the bandwidth.

I suppose separate posts don't NEED to be required, but it still makes it clear that a puppet is signing up. I don't feel strongly either way so I'd like some other input on that.

Are there any more objections/suggestions to the puppet proposal?

I think it's a good idea to have the separate posts. But if say, Taeshan signs up Kosovoe as well in one post, then telling him he must do it separately is just a bit of annoying red tape. If the master/puppet relationship is well known such as that instance, then the one post should be fine.

Considering what happened in the previous World Bowl, I must ask Dancougar how you plan to assign teams to groups once the pots are in place.

I'd prefer not revisiting Qazox's totally random group draw ever again.

The pots are drawn by ranking, so teams 1 through N go in the first pot, teams N+1 through 2N go in the second, and so on, and then a group is made by drawing one name out of each pot.

The deadline for bid submissions for the tenth World Bowl cycle has passed, and there is also a proposed ruling on puppets to consider. The following nations are, by my count, the eligible voters. If your name is not on this list and you think it should be, please let me know so I can investigate. Conversely, if you see a name on this list that you think shouldn't be there, do the same.

I. Hosting Duties for World Bowl X

There are two bids to consider for the host of World Bowl X. The winning bid will be the one receiving the most votes out of those cast. Each nation that is a voting member may cast a vote for the host except for the candidates, Dancougar and Free Austin. As the president of the WBC is not eligible to vote, I request that vice president Cassadaigua take over tiebreaking duties if they are needed.

Options:
1. Approve Dancougar bid
2. Approve Free Austin bid
3. Reject both/reopen bidding
4. Abstain

II. Hosting Duties for Baptism of Iron

There is one bid to consider for the Baptism of Iron, the tournament for newcomers held before the World Bowl. All WBC members are eligible to vote except for the candidate, Sarzonia.

Options:
1. Approve Sarzonia bid
2. Reject bid/reopen bidding
3. Abstain

III. Proposed Ruling on Puppets

The World Bowl Constitution does not have a provision for the admittance of puppet nations to the field, and although there is precedent in World Bowl VIII to make up numbers, the question was raised during current signups and this is an attempt to create a basic set of guidelines. The body of the proposal up for vote, after revision, is as follows:

A player who controls a nation which is a voting member of the World Bowl Committee may enter one additional nation in the tournament, a "puppet."
* The player should clearly identify which nation is the master and which is the puppet when signing up. It is encouraged, but not required, for each nation to have a separate sign-up post.
* The nations are treated as separate entities that happen to be controlled by the same player. In-character posts by one nation count only apply to that nation.
* Puppets may become non-voting Committee members.
* A player may enter at most one puppet per tournament. If it is determined that a player has entered more than one, all of that player's puppets will be withdrawn and the main nation will have its Committee membership reset. Should the infraction be discovered after the tournament has already begun, the course of action will be determined by the hosts and Committee.


This will become a part of the working ruleset if 2/3 of the votes cast are in favor.

Options:
1. Accept proposal as stated
2. Reject proposal as stated
3. Abtain

Voting on all three items will run from now until 11:59 eastern time on Wednesday, March 31.

I'm curious, but why does almost every proposal submitted have group stage games being played in the participating countries rather than the host? How did this trend get started?

In my case, because it seems unrealistic to have your teams decamp to Free Austin for months on end. I did think about having all the group stage games played in Free Austin too, but I figured that having international matches gives a little more scope for RPing: people can describe their stadiums and cities, RP culture clashes, etc.
How did this trend get started?

Dunno, but probably inspired by the football World Cup, where this is the standard practice for the qualifying stages.
