It should generate valid signups for your bid, with the caveats that the demonstration events from my bid last year are not in your bid and that CH made a few changes to the official event list to reduce entry limits for some events (which were to have been ignored by my now-withdrawn bid). While I'm unaware of any bugs in the program, it is unsupported and everybody who uses it should be aware that certain "antivirus" programs may block it from saving your signups. It also only works on Microsoft Windows (though it may or may not run on Windows emulators for other OSes).



Anyway to alter it for us purely mobile phone players. I never touch my computer anymore as i do everything by phone . ☺

I believe it also works on open office, but I'll check some other free programs just to be sure. In a pinch, I can edit the signup sheet for the purposes of this Olympiad.

Just raising this for discussion again in case there's any further comment - and perhaps a willingness on the part of our potential hosts to exempt 'small' teams (however defined; see below for some hypothetical thresholds) from the MMAB.

That is a very fair point, and one I noticed when I hosted the Winter Olympics just a few months ago. If Kelssek/Vekaiyu do decide to bring back the MMAB, I wouldn't mind this exemption.

The problem is that Visual Basic code does not run on anything other than Windows and cannot be ported to any other operating system. Short of reverse engineering Microsoft's programming language and writing a Visual Basic compiler for mobile phones (which would be a violation of Microsoft's intellectual property rights and also extremely difficult), its not possible to get that particular program to run on mobile phones (or even Linux or OS X). In short, the only way to make it run on another platform is to completely rewrite the program from scratch in another language, which would likely require at least an entire day or 2.

I may or may not look into fixing and updating Kytler's spreadsheet from the IX Summer Olympics and making it publicly available on Google Docs (depending largely upon whether I decide to sign up for the Olympics or not).

Given that mobile traffic is the majority of web traffic these days (except during times when most people are at work), I do recognize the importance of making NS Sports-related tools that can be run off of a phone (especially scorinators, since the current lack of viable mobile scorinators limits the pool of potential tournament hosts to people who have regular access to a traditional PC).

Their is a compiler on sourceforge it seems. Would this be illegal then?

Republica, Republica District, Free Republics's bid for the Games of the XII Olympiad

The Republica Olympic Organizing Committee (ROOC) submits the following bid for the Games of the XII Olympiad:

Host City

Republica, located in the Republica District, is the capital of the Federation of Free Republics. It is a vast city spanning 753.1 square miles and home to an estimated 19 million people yet it is still not the largest or the most heavily populated city in the Free Republics. The city is the home of the Federation government, including a legislative building the size of a gridiron stadium and a Consul's Mansion that towers over the rest of the city. Yet, Republica is also a popular business hub due to the almost complete absence of any local government, the functions of which are mostly taken on by the Federation Government. The city has excellent low-cost public transportation, subsidized by the Federation government and politically untouchable despite substantial outcry on the part of the public, and just about every amenity imaginable. The nearby military base (Fort Capital) is the only military base in the Free Republics that is shared by both the Army and the Air Force, both of which are always ready to defend against acts of terror at a moment's notice.

Host Nation

The Free Republics are a vast federation of Republics, spanning 3 continents, that pride themselves on being, from their perspective, the freest nation in the multiverse. In most of the Free Republics, you are free to do almost anything, so long as you have the money to pay your own way. Laws do very greatly between Republics, so be sure to read up on the local laws before entering a Republic. Republics are forbidden from restricting a number of basic freedoms, such as the absolute freedom of speech, the right to carry open or concealed firearms in public and the right to due process. Laws do exist against crimes such as theft and murder and there are laws against non-consensual assault, but one should keep in mind that the Free Republics defines consent in a broad manner. The Free Republics has faced political turmoil in recent years, with two administrations coming to power that ignored the federation's Constitution and violated many fundamental rights but under the leadership of Consul Nicholls, most of their laws have been repealed and the Free Republics is in the process of returning to normalcy.

The Free Republics has previously hosted a number of major international sporting events including the X Winter Olympics, two World Bowls, a World Cup, a Cup of Harmony, two editions of the Sporting World Cup and a Rugby Union World Cup, among many others. The OOC user behind the Free Republics has hosted two other multi-sport events, the BoF, 3 WBCs, a WCoH, an IBC, a CR, a CE and many other tournaments.

Venues

In the interest of avoiding the kind of cost overruns that have bankrupted other Olympic host nations, ROOC proposes to primarily utilize existing venues for the Games of the XII Olympiad. The Opening and Closing ceremonies would be conducted at the Gem of the Oceans Stadium, which has hosted many tournament finals and other major events over the years. For events that cannot fit in the Gem of the Oceans Stadium for space reasons, we would utilize other existing venues in the Republica region, a full list of which will be provided at a later time. Many of these venues will be existing college or high school venues that will be upgraded by ROOC to Olympic standards. We have even received permission to utilize our massive legislative building for various events. While there are no oceans near Republica, we propose the use of the nearby Lake Rydia, a massive 47,327 square mile lake located just 51 miles to the north of Republica, for events such as beach volleyball, swimming marathon, sailing, rowing and canoeing. Furthermore, we propose that the shooting events take place at the Fort Capital Shooting Range,

Timing

If my bid is selected, I will start the Games of the XII Olympiad around the 1st of July and it will conclude around the beginning of August, running for approximately one month. A more detailed schedule will be announced at a later time but no scorination of any kind will take place before the Opening Ceremony or after the Closing Ceremony.

Scorination/RP Bonus

The latest version of xkoranate, as of the opening ceremony, will be used for most events with the exceptions of Baseball, Softball, Boxing and Mixed Martial Arts (MMA). Those events will use Baseinator and Must10inator, which are scorinators designed by me to more realistically scorinate baseball and to support scorination using the Must-10 scoring system used for boxing and MMA. I will be releasing a new version of Baseinator prior to the opening ceremony which supports a number of innings constant and will produce a constants file that produces appropriate scores for softball.

For gridiron, I will use the modified version of SQIS that I created after World Bowl XXXI (with IFAF overtime rules). This version is an adjustment of my previous modification of SQIS for gridiron, which was designed to reduce the number of blowouts. For association football, I will utilize the modified version of SQIS that Legalese created for World Cup 68. For field hockey, I will use Barunia's modified version of the standard scorinator that utilizes penalty shootouts as the only tiebreak (in accordance with the change in RL field hockey's tiebreak rules). For 7ball, I will utilize Drawkland's xkoranate file. For traditional pentathlon, I will use the scorinators for the 200m dash, javelin, discus, triple jump and wrestling. For squash, I will use the tennis scorinator modified for 5 sets, first to 11 points, win by 2 (i.e. exactly as proposed by Ceni last year). For cheerleading, dodgeball, eSports and performance wrestling, I will create suitable xkoranate files. I will be utilizing the auto racing option in xkoranate to scorinate horse racing, using the same settings that I've used for previous horse racing competitions. All scorinators and xkoranate sport files will be publicly released prior to the start of the Games of the XII Olympiad.

The RP bonus will be weighted, with cumulative RP worth 30 percent of the bonus and the current day's RP worth 50 percent. Both the cumulative and daily bonuses will be scaled, relative to the highest scores obtained. The other 20 percent of the bonus will consist of a min-max avoidance bonus (MMAB) based upon the standard deviation of a delegation's skill modifiers. Therefore, whomever has the highest cumulative RP bonus will obtain .30 points of RP bonus for cumulative bonus (plus their daily bonus and signup/roster bonus), with everybody else being awarded cumulative bonus based on their cumulative score relative to the highest score. Likewise, whomever has the highest daily RP bonus score will be awarded .50 points of bonus for daily bonus (plus their cumulative bonus and signup/roster bonus), with everybody else's daily bonus being awarded based on their score for that day, relative to the highest score. Rosters and national information will count toward daily bonus for the matchday after they are posted and, therefore, also toward the cumulative bonus. The host delegation will receive an entire point of RP bonus for the entirety of the Games (conditional upon my team sports rosters being posted before the first scorination and my signup receiving a full MMAB). This is done to simulate the home advantage effect that exists in the RL Olympics. Host bonus will only apply to the Republican delegation and not to any additional delegations that I may elect to enter. RP bonuses will be adjusted accordingly, via a spreadsheet, for Must10inator and Baseinator.

Event List

The full base list and extended list will be contested as medal events, with alterations to achieve full gender equality. Furthermore, several demonstration events will be put forward as part of this bid, including auto racing, baseball, softball (which are separate sports because ROOC regards the past exclusion of women's baseball and men's softball as sexist), caid (Gaelic football), camogie, chess, cheerleading, dodgeball, eSports, footy (Aussie rules football) gridiron, horse racing, hurling, korfball, lacrosse, netball, rugby league nines, sevenball, squash, traditional pentathlon, ultimate, mixed martial arts (MMA) and performance wrestling (professional-style wrestling) and will be scorinated by me. Other demonstration events may be put forward and I will consider including them if there is sufficient interest. I also reserve the right to add additional demonstration events should I desire to do so.

All team sports events shall utilize the Casaran system format for their initial stage, which is made possible by my creation of the CasaranScheduler program, which automates the vast majority of the process of determining the schedule for the following matchday. The only thing left for me to do after the program outputs the schedule is make the necessary adjustments to avoid rematches (and the program helpfully identifies those for me while providing me with a complete list of each team's opponents).

Signups

If this bid is selected by the Olympic Council, the signup thread will open shortly thereafter and will remain open until roughly 24 hours prior to the opening ceremony.

Only so-called "new-style" signups (ie. signups in the xkoranate input file format) will be accepted. The standard skill modifiers consisting of all whole numbers from 0 to 100 will be used, with the standard average skill limit of 50. To aid with the signup process, I will release a new Signup Creator program written in HTML and (client-side) Javascript. I will attempt to find free web hosting for it somewhere but it will also be made available for download, for the benefit of those who prefer to run it directly on their own computer.

The entry limit will be 1000 entries and 5 delegations per user. The technical maximum for medal events is 579. The current technical maximum for demonstration events proposed as part of the bid is 129 and demonstration event signups will count toward the entry limit. However, nations will not be able to utilize demonstration event entries to raise medal event entries above the average skill limit as all the average skill of all medal event entries and the average skill of all entries, whether medal or demonstration, must be 50 or less. All puppet entries must be declared. Puppets will be treated as separate entities, for RP bonus purposes. Unified Teams, consisting of more than 1 nation/entity competing as a single delegation, will be treated as a single nation for RP bonus purposes, with RPs by any of their component entities counting toward their bonus. For the purposes of the medal table and team events, athletes from Unified Teams will be permitted to participate as a team even if they are from different nations.

Why are you pulling a Ross Perot, bidding, dropping out, and reentering? That didn't work out so well for him. (Though I'm sure your explanation is better than being afraid of secret political agents disrupting your daughter's wedding. Perot didn't set a high bar in that regard.)

Edit: If it's ok with Commerce Heights, can we have a extension of a few days to ask questions of this bid Before voting opens?

Edit 2: thought today was the 13th for some reason. Nope, that's tomorrow. So we do have 24 hours. That's better than if voting opened now. I trust CH's judgement on this.

I feel that an extension would be less than ideal based on my proposed schedule and the proposed schedule of the other bid. Bid deadlines are supposed to be bid deadlines, even if somebody puts forward a bid at the last minute.

I've re-entered my bid because I was having second thoughts about my decision to withdraw and I didn't want to have any regrets. If my bid is selected by the Olympic Council, then you will get the exact Olympics advertised in that bid and hosted by me. While I understand if people are skeptical about voting for my bid based on what happened last year, I feel like the only way I (and everybody else) will ever move on from what's happened in the past is if I actually complete the one tournament I didn't complete.

We've got 24 hours until the bid deadline, I don't see the need for an extension unless others do. I had thought you had almost literally put the bid in at the last minute and the deadline had already passed. I'll remember to check the calendar before I do that next time.

I happen to like the Casaran format (I think most people know this) and I have written a program that will allow me to scorinate Casaran tournaments nearly as quickly as tournaments that have group stages so its technically. I will be releasing it as soon as I can boot into Windows and write a .bat file to run it so that everybody can download it and test it out for themselves prior to voting.

I actually used the Casaran format for the King Paulus XV Memorial Games (the America's Cup style yacht race event), so this wouldn't be the first time I've used it in a multi-sport tournament (and I didn't have the benefit of a computer program to do most of the scheduling work back then).

I have a few questions, Free Republics.

Given your penchant for submitting and then withdrawing bids, are we going to see this one seen through? Further to this, given the nature of those withdrawals, how will you put both voters' and competitors' minds at rest that if they vote for you we won't see something like this occur mid-event? I don't doubt your hosting ability but your reaction to pertinent questions has not always been the most reasonable, if there is another fall-out mid-event will you react in an appropriate manner?

Furthermore, how will you put minds at rest that your obvious personal vendettas will not affect you hosting this event? I don't mean from a perspective of you altering results or anything of that nature, but the atmosphere in NS Sports has not been great lately and I would argue that you (and others), have been a major contributing factor to this. Will you put what has gone on behind you in order to host a smoothly run event, how will you do this?

I will say that in my time on NS I personally haven't had any bad dealings with you and that you are a fantastic host, but I feel the questions raised will be important to many people including myself.

Believe it or not but I don't have any personal vendettas against anybody. I'd forgotten about that but that decision was based on his actions in NSCAA (the withdrawal controversy) and the WBC (trying to use mods to stop other people from RPing). Both of these controversies happened on consecutive days and I was elected host while that was still fresh in everybody's memory. While my fears of a third controversy were unfounded (Musterfield had already quit NS), they were very real at that time and my decision was based on avoiding problems in that tournament, not my personal feelings toward Musterfield.

Which is reasonable. How would you handle a similarly disruptive user if you were elected host? (And this question is for the other bidders as well).

If at all possible, I'd try to get them to stop being disruptive and continue participating in the Olympics but I'd be willing to eject (or zero out skill and/or RP bonus) if absolutely necessary. If there was significant disagreement with a decision to eject (or remove skill and/or RP bonus), I'd reverse the decision. I feel that, if a host takes such extreme action as effectively kicking somebody out of an event, they need to have a very strong justification for such a decision (strong enough that almost everybody agrees that you're justified in taking such action).

I see this as akin to the situation of seriously violating RP etiquette which we discussed earlier on. RP bonuses getting zeroed out would be a possible sanction. A more extreme situation could mean zeroing out skill modifiers or actually removing a nation's athletes, but that's more difficult to do and I trust it would never come to that. This is just me speculating on hypotheticals but I imagine a situation that drastic would also be the kind of thing where mods get involved for forum rule violations.

I think Arch made a compelling case that small delegations should be exempted from MMAB and that it should be scaled for other size delegations, so I'll exempt delegations of 1-20 entries from MMAB.

Under the MMAB system that has been in use since Kytler introduced it, an STDEV of 30 or less has been worth max bonus (for reference, the limit of the STDEV as the number of fully min-maxed entries approaches infinity is 50). I'm not certain about exact numbers here but I would be open to something along these lines:

1-20 entries: Full MMAB for any STDEV
21-50 entries: Full MMAB for STDEV of 40 or less
51-100 entries: Full MMAB for STDEV of 35 or less
101-250 entries: Full MMAB for STDEV of 30 or less
251-500 entries: Full MMAB for STDEV of 25 or less
501+ entries: Full MMAB for STDEV of 20 or less

I'd also be inclined to make some sort of an adjustment to this scale for delegations with skill averages below 50 (maybe subtracting half of the difference from their STDEV?)

Partial MMABs would, of course, be calculated based upon the relative distance between 50 and the limit (for full MMAB) of that delegation's STDEV and adjusting that number to a 0-0.2 scale.

Free Republic thank you for including a number of really great demonstration events in your line up bid. some which are included in other games like the Commonwealth Games that often get overlooked.
