That's likely at least a month or two away (maybe 3). There was a rumored host bidder before the Summer Olympics, but I'm not sure if he still wants to bid. Either way, Winter Olympic bids usually don't go up this early (mine went up around the end of October 2014, iirc, and I posted it earlier than usual).

Very good, to me. And I'd like to use this opportunity to point out again I'd be in favour of and participating in a Diamond League-esque tour.

All this merriment has reminded me that there hasn't been that much discussion on a possible Winter Olympics bid yet...

I know there's still plenty of time for the Winter Olympics to be held but I would like to see who might be considering a bid for the next Olympics. Perhaps now might be the time to start formulating bids?

XII Winter Olympics - Prescott, Electrum - Bidding City

IC Information

The city
The EOC, has come to the conclusion that it will want to host the next Winter Olympics again, and once again it will be held in Electrum's second largest city, Prescott. Founded by settlers who braved the wintry and cold weather of the foothills of the Wilderness Mountain Ranges, Prescott is a cosmopolitan city nestled in the mountains. The town's namesake is Jess Prescott, the first female settler to form her own town out in the Electrum north. Prescott chose the location for its proximity to the redwood forests which surround the city, making for an excellent source of building material (shelter) and heat.

Modern Prescott has a very large and active night scene, with bars and taverns being the most popular in the Blue District, with alcohol being produced in the vineyards to the south of Prescott, taking advantage of the high altitudes and fertile soil. The large mountains are where the tourists go and spend their time at Prescott, with the main ski towns actually a further 80-90km north/north-west of the main city, close to the Great Lake. The main form of transportation between these towns and Prescott are through buses or private automobiles, as the weather is not conducive to other kinds of public transportation. The road network is fairly good, however 'shortcuts' to the ski towns are unsealed and rocky. The facilities are all brand new, as the same facilities will be reused from the last Winter Olympic Games held in Prescott, just an edition ago.

The nation
Electrum has co-hosted the Games of the X Olympiad with New Gelderland, its neighbour to the south. Electrum is a nation of 40 million people in Rushmore, with borders with Valladares (via the Junin Enclave), Eura, Rhodesiah, Rio Oscuro and New Gelderland to its South. It is known for its vast international commerce and love for all things sport. It is also known for its strict pacifism and anti-war stance, the nation being founded by refugees who happened upon some no man’s land in Rushmore. Its capital and largest city is Centralis, on the mouth of the renowned Eridanus River. Other major centres include Agri, Hamilton, Port Grenville, Kale, Auras, Prescott, Somer and Warburton-Fairleigh. Prescott is a two hours flight from Centralis.

OOC Information

Experience
Electrum has hosted six tennis tournaments with complex draws, the 22nd Rugby World Cup, World Bowl XXVI and co-hosted three basketball tournaments (WHS2 and IBC 15/16) with Mizuyuki. Electrum also co-hosted the 76th World Cup with Ceni. Electrum was also the president of the International Basketball Organisation for some time. In terms of multi-sport events, Electrum has hosted the Multiverse Games, the XI Winter Olympics, and co-hosted the Games of the X Olympiad with Ceni/New Gelderland.

Format and dates
The tournament will last for eighteen days, following the Pyeongchang schedule (with minor adjustments) very closely. All extended list events will be medal events in Prescott. Demonstration events from the previous games I hosted will be included, and I will score those demonstration events myself as well -- mainly reflecting additions from Pyeongchang. The tournament is tentatively scheduled to start and finish in the last two weeks of February, or early March.

Scorination Details

All events will be scorinated using xkoranate 0.3.3, using files and documentation which can be found here.

As per the last Olympic Games, MMAB will be utilised. The RP Bonus will have a 20% weighting to the MMAB, 40% for the day's roleplay, 40% for the cumulative roleplay. Multiple posts submitting during one day will be counted as one larger roleplay for the purposes of RP Bonus. The host bonus will be lower than what I have previously used in previous Olympic Games.

There will be a limit of 200 entries for one delegation, and a delegation can either be one nation or a unified team. Each OOC user will be allowed to have two delegations, with a combined total of 300 entries (not including automatic entries), which is the same as last time.

If you have any questions, queries or concerns, please ask them. Also perhaps we should be submitting some amendments re the discussion in the previous few pages to put up for a vote at the same time as this bid.

Looks like a good bid. No obvious flaws. Probably should go ahead and put it up to vote soon in the interest of avoiding further delays. If anybody else was interested, they'd have put forward a bid already.

Considering it was an issue when Commerce Heights hosted, will Gregoryisgodistani athletes be allowed to compete under their full names, titles included (since those are part of their names) with appropriate capitalization?

For clarification, I will point out that Gregorygodistani military only have their rank as their name if they are officers (General, SuperGeneral, etc.) In which case they are also government VIPs and have real names. Otherwise, they are just Soldier whatever. So a Private and a SuperPrivate (equivalent to Private First Class) would both have the title Soldier for their first name.

However, members of the military reserve, which includes every able bodied person between three and 103 years old, keep their original title when called up in times of war.

I don't believe I would alter the names of athletes, unless if their names were really long and made the results too cumbersome to read.

Ooops... meant to post on this account. Anyways, according to §1.3.1 of the Olympic Charter:

In the event that the President is unavailable to perform his or her responsibilites, the Vice Presdent shall assume the role of President. Both the President and Vice President may appoint successors, to assume the role of President when both the President and Vice President are unavailable; successors appointed by the President will supercede those appointed by the Vice President.


I telegrammed CH a week ago and pinged him on IRC to no response. I will set a deadline of 48 hours from this post for entries for other bids, and then 120 hours after that for voting on bids (in total, one week). This is to avoid any further pushback of the schedule that I have proposed. I will also call on a member of the Executive Committee to supply an account to collect votes.

Essentially if it can be ignored by other, uninvolved nations then it is fine. If there really was a disruptive violent situation such as the one in the Games of the IX Olympiad where it cannot be avoided by other nations, then it will be punished accordingly and harshly. Anything that happens within the boundaries of Prescott and Electrum should be able to be ignored by other nations -- if anyone has further questions about a possible violent RP line then it would be best to telegram me before writing about it. Exercise common sense and people should be fine.

Is anyone fine with me copying their old Olympic signups and changing the names? It would really, really, really make things easier with getting the averages right, and I actually want to enter the winter Olympics this time.

The only problem with that is that its a year out of date and it only runs on Windows.

Given that I'm now running Linux as my primary operating system and that I don't even have Visual Studio installed on my current computer, I'm probably not going to be be releasing any new versions of that program.

I intend to write a replacement in HTML and Javascript at some point (and stick it on a free web host somewhere) but that's not happening for this edition. I'm too busy with RL at the moment to do that.

I could, potentially, release the Signup Creator's source code if somebody else wanted to update it (and was familiar with modern Visual Basic).

Is there any program or spread sheet we can use then to check our point totals for our athletes? I don't program, so I can't make one up as suggested.

I've posted my old signup checking spreadsheet to my Google account and made it publicly editable. All you need to do is clear columns A-C then copy and paste your signup into the spreadsheet anywhere in column A then select "Data - Split Text to Columns" and choose semicolon as the separator. Assuming you've placed every semicolon correctly, it should tell you your average skill modifier, total skill modifier, number of entries, MMAB and standard deviation (as long as nobody deletes anything from columns E and F).

You might want to not make it publicly editable and force people to save a copy to their own account. Otherwise if two people use it at once, that's bad.

Edit: Is Visual Basic the same as VBA? I know VBA

Quick question - why does a standard deviation of 27 have the same MMAB as a standard deviation of 4?
