Haven't we normally kept events until the year of the Olympic Games when they were removed, and vice versa? I know we didn't add golf and rugby sevens until 2016, when they were actually added.

The Olympic Charter is fairly vague on this. It simply mentions the base list is comprised of "the most recent confirmed lists of real-life Olympic events", which leaves room for interpretation as to whether a confirmed future list counts.
However, it also mentions that the extended list includes "acceptable (…) additions or omissions to be made for the next real-life Olympics" (emphasis mine), which would suggest new events can only be placed on the extended list, but that likewise events that have been removed can also be noted.

The best way may be to keep every Rio event on the base list and the new events on the extended list, but with the caveat that if new events (i.e. those added/removed for gender equality) are contested, the corresponding events that were removed to make way for them shouldn't be contested.

Per the Olympic Charter, the Olympic Council president's responsibilities include:
Identifying the most recent confirmed lists of real-life Olympic events—the “base list”—and acceptable additions to and omissions from that list (e.g., additions or omissions to be made for the next real-life Olympics, or additions for gender equality)—the “extended list.”

This is true and I've said in the past we shouldn't try to chase changes in between the RL Games when things can and do fluctuate based on stuff going on in the backrooms at the IOC and the sport federations. But at this point the programme for Tokyo 2020 is pretty firm, in part because there needs to be certainty for athletes to know what events they're trying to qualify for over the next 1 1/2 years. I am doing this with a high degree of certainty about what events will be held at the next RL Olympics. This is not like what happened with the status of wrestling and softball-baseball where decisions made were to take effect 7 years into the future and were in effect reversible.

I was not the Olympic Council president in the years leading up to 2016 and thus was not in a position to make such decisions. Those who were at the time made the decisions they did and I have no complaints about it. I hope this deals with your objection and if not, I invite you to please clarify it.

The summer events list has been updated as discussed.

And while you're there, please verify the list of Olympic Council members to ensure you are on the list if you should be (i.e., you have participated in either the 12th Summer Olympics, Novonaya & Provinsk or the 13th Winter Olympics, Prescott).

Few minor notes:

As WP points out, synchro is now Artistic Swimming.
I would recommend listing Basketball 3x3 as (1 team) rather than (1 team of 4); players can be listed in roster threads.
Women's boxing and wrestling extended lists need recommended entry limits.
The women's canoe C-2 500m sprint is (1 team of 2), not (1)

My bid has been updated to reflect the changes mentioned in my answers to questions and to include the new event list. There are also a few changes that I hadn't officially announced before:

Delegations that have skill modifiers below 50 will get half of the difference back for MMAB purposes. Specifically, if a delegation has an average skill modifier of 40, their maximum STDEV for full MMAB will be increased by (50-40)/2 = 10/2 = 5. As previously announced, delegations with 20 or fewer entries will automatically obtain full MMAB and other small delegations will have a more generous requirement to obtain max MMAB. Massive delegations will find that it is harder to get full MMAB than it has been in the past.

Another significant change involves demonstration events. Since men's baseball and women's softball are now medal events, they were removed from the demonstration event list though women's baseball and men's softball remain on the demonstration event list. Hurling and Camogie have been merged into a single sport (with men's hurling and women's camogie). This means that Underwater Hockey is now on the list of demonstration events.

I have tentatively set the entry limits for all Skateboarding, Sport Climbing and Surfing events at 2, have renamed Synchronized Swimming to Artistic Swimming and have changed the entry limits for 3x3 Basketball (to "1 team") and C-2 500m sprint (to "1 team of 2"). Since I don't believe xkoranate supports a paradigm that can produce 3x3 basketball scores, I will be creating my own scorinator for the sport. I will also be updating Must10inator to add support for the RL tiebreak rules (the 3 judges vote for whoever they think won the fight) and to add disqualifications as a rare possibility when the scorinator generates a stoppage.

I'm removed the Women's Rapid Fire Pistol since it doesn't make sense to include it now that the Men's 50m Pistol event no longer exists.

I will make those changes shortly. We have actually not in the past had recommended entry limits for the extended list events, but it's fairly obvious they would follow the pattern of other events in that sport.

While the Tokyo 2020 programme is already quite firm, there is official documentation and qualification processes in motion, and preliminary schedule, this is not the case for Beijing 2022. So I will leave this to the Olympic Council presidents of the future once we have the same kind of certainty and proximity to the 2022 Olympics.

The "normal" Olympic cycle of having the Summer Olympics in the northern hemisphere summer and the Winter Olympics in northern hemisphere winter is currently a bit out of whack. As it stands, I believe Free Republics is planning a mid-December to mid-January timeline for the Summer Olympics. It's possible the Winter Olympics could take place in perhaps April, and another Summer Olympics in say, August, to get the cycle back in order, but that will all be up to the bidders for those events. We'll get back to the "normal" cycle eventually. Maybe. Perhaps. NSSports hasn't been very good at doing things "on time" as of late.
