Ikruchystan would like to purchase 15 hawk fighters for initial testing and development. Would it be possible to pay in cash for ten and make a trade for the other five?

Our Air Force is currently holding trials to update and replace it's current fleet. With that in mind we would like to purchase:
Four (4) F-30 Hurricaine fighters at $4,000,000 each
Two (2) S-5 Shadow UAVs at $6,000,000 each
Total: $28,000,000

With a view to purchase another twelve (12) F-30s once trials have been completed for a total of $48,000,000
