[ Out of character statement: I am intending to make this process extremely simple sounding, and less complicated than it should be in real life, because I understand, from personal experience of interaction with others in NationStates, that not many players know heaps about NationStates financial/economic stuff, or are much interested in it, unless it benefits their nations directly; which, by the way, will be in this case.

As the Bank of Yohannes storefront brochure said, Bank of Yohannes investments, projects, operations, branches, whatever, in your nations are taxed accordingly by your government (I am talking to people who have invited the Bank of Yohannes to operate in their nations). From the moment that this official government letter is published, your government, quasi-corporate ruler, parliament, dictatorial regime, whatever, will be richer, proportional in value to the amount/extent of Bank of Yohannes branches or investment projects you have envisioned/wanted to exist in your nation.

Say, for example, if you have posted in this thread before my government made this letter, like for one example [ Kettu here ], then the Government of Kettu, or one of his local or regional economy (if he wanted it to be that specific) will be richer the moment my letter has been posted here. By how much richer will Kettu be? That is up to how big he want the Bank of Yohannes to operate in his nation. If, say, the Bank of Yohannes has $15 trillions' worth of investments and projects, funds, etc. in his nation in any form or shape, then his nation (Kettu) will be richer by $1.7 trillion. What he wants to do with that money? or how he want to distribute it? or how he wanted that $1.7 trillion in extra wealth to be played out in his nation? Up to him, not me. But his nation, government, whatever, will be richer by $1.7 trillion the moment I posted such letters as this.

So if you have agreed to link your economy with the Bank of Yohannes (by posting in this storefront, through our interactions in older RP threads, telegram, whatever), congratulations. You (your government, nation, whatever) are now richer by billions, trillions, I don't know. Only you can decide the extent of how small or big you wanted the Bank of Yohannes to exist in your nation, and thus only you can decide how much richer you want to be.

Also, I am not to be blamed, if say, some military hungry government got $1.8 trillion in 'payout money' or investment return or taxed return whatever, and then decided to spend that $1.8 trillion to wage wars or use that money to strengthen their military. I am not responsible for any of that. My job is simply to give money to those who have agreed to connect their economies/nations with me.

Article II - The Historical Background Leading to the Constitution

(I) Recording, for the purpose of future interests of NationStates observers, that the concept of the Bank of Yohannes was founded in the Out of Character date of, the 12th of October, the day of Thursday, and the year of 2010, in Wellington, New Zealand.

(II) Noting that this bank concept was founded in full thank you to the existence of a previous bank concept, by the name of Freidlichen, made by the owner of the honourable nation state 'Leistung', and another previous bank concept, by the name of Eagle Incorporated, made by the owner of the honourable nation state 'New Azura', prior to the founding date of this storytelled bank concept in NationStates.

(V) Affirming the following to be true:

1. The owner of the nation state of Yohannes has so far neglected the interests of many other honourable nation states having interests connected with the financial services and banking concept of the Bank of Yohannes, as it was originally envisioned in the month of December, the year of 2010.

2. The owner of the nation state of Yohannes has, gradually since the year of 2010, departed from the original purpose of creating this bank concept in NationStates, from that of Neutral Diplomacy, and the peaceful creation of wealth, irrespective of Out of Character or In Character biases, in the storytelling realms of NationStates, and thus;

3. The owner of the nation state of Yohannes has failed to uphold the sanctity of this banking concept, which was founded in 2010 for the benefits of not just the owner but most importantly other friendly participants and neutral observers of the institution.

(VI) Hereby adding into the superimposition and limitation described in Article I above, the following articles:


Article III - The Freedom of Speech of Nation States Players in this Storefront Thread

(I) This constitution guarantees the rights of speech of participants, of this bank institutional concept. This includes the right, to criticise the owner of the nation state of Yohannes, hereby to be shortened as the 'owner', openly in this thread, in Out of Character or In Character, in full view of every other players of the NationStates international communities, for the purpose of open, uncensored, freedom of speech, and the continuing goal of ensuring this banking concept shall be fair and equitable to everyone, and shall never be a corrupt one.

(II) This constitution guarantees the rights of speech of observers, of this bank institutional concept. Article IV - The Freeform, Open Story, Non-Binding Nature of the Bank of Yohannes

(I) This constitution shall hereby superimpose into written and recorded purpose, the Freeform, Open Story, Non-Binding Nature of the Bank of Yohannes.

(II) This constitution shall primarily, hereby, carefully, defined: 'Freeform', meaning the owner of this bank concept shall never be able to, or can not, or are restricted from, imposing, or forcing, or pushing for, the existence of certain storylines, or canon, or details, no matter how minor or insignificant it may be, relating to the Bank of Yohannes, upon participants or observers of this bank concept in the National & International Diplomacy game of NationStates, that are personally disagreeing with the forementioned details.

(III) This constitution shall secondly, hereby, carefully, defined: 'Open Story', meaning that of open-book, open-ended storyline, flexible, non-binding in Out of Character nature; that participants and observers of this banking concept are free to delete, to retcon, to disapprove of, to reject, or to shove aside, things connected to this banking concept in the National & International Diplomacy game of NationStates, as far as the interests of storyline progression of their individual, roleplayed nation states are concerned.

(IV) This constitution shall thirdly, hereby, carefully, defined 'Non-Binding', meaning that any Out of Character demands, or wishes, or inclinations, or wants, of participants and observers of this banking institution in the National & International Diplomacy game of NationStates, shall override, in importance, over that of any In Character canon, in so far as it may relate to their In Character history with the Bank of Yohannes, and the nation state of Yohannes.

(V) That in conclusion, the above shall be made into reality by the posting date of this constitution, and that any further addition to this article may be made to preserve the sanctity of this constitution, or further the goal of distancing the Bank of Yohannes concept from Out of Character corruption, or In Character exploitation for the benefit of the owner.


Article V - The Out of Character and In Character Rights of Participants in this Storefront Thread

(I) This constitution guarantees the inviolable rights of Participants in this storefront thread. For the purpose of this article, 'Participants' shall include those posting in this thread, acknowledging certain In Character connections, whether they be diplomatic or commercial, with the nation state of Yohannes, and thus the Bank of Yohannes.

Article VI - The Neutrality of the Nation State Yohannes with Participants of this financial services and banking concept in NationStates

(I) This constitution shall hereby superimpose into written and recorded purpose, the Neutrality, whether it be Out of Character or In Character, of the Nation State Yohannes with participants of this financial services and banking concept in NationStates.

(II) This article shall primarily, hereby, carefully, defined: 'Out of Character', meaning the owner of this bank concept shall never be able to, or can not, or are restricted from, voicing, or communicating, or influencing, their opinion, whether explicit or otherwise, to Participants of this financial services and banking concept in NationStates. The scope of this line includes how Participants are running their nation states in the National and International Diplomacy game of NationStates, with one example such as whether their nation state is being played in a realistic manner or not. This constitution shall see to it such things as that one example are none of the business of the owner of this bank concept.

(IV) This article shall secondly, hereby, carefully, defined 'Participants' as identical to the definition of 'Participant' described under Article V, Line I, above.

Her Majesty's Fifty-Third Parliamentary Select Committee on Foreign Investment has instructed that that shall be made into reality, further taken into account, and in good faith, and reverence, to His Majesty the King. I am therefore instructed with informing your good office that our institutional network of businesses in Zjaum has been officiated, after a brief voting session this morning by the members of parliament representing Her Majesty's electorates. In full faith of, and listed in particular, under Article I and Article III, of the Constitution of the Bank of Yohannes, the commercial existence and businesses of our agglomerated products, subsidiary activities, or cross-border partnership passive activities in Zjaum shall benefit her local and regional economies - from ensuring good standard of local and regional employment opportunities, to the resulting indirect flow of wealth for the extended community. Through our international banking and investment operation, the Bank of Yohannes and its subsidiaries offer a comprehensive service.

As reviewed and approved before the Fifty-Third Parliament of Her Majesty, the Multiregional Operation Office shall hereby officiate the following particulars:

    1. The Bank of Yohannes and the officiated bank(s) of the Government of Zjaum, private or otherwise in nature, shall co-operate commercially, acting in equal cross border partnership.

    2. The Bank of Yohannes patrons shall be able to access the services of the banking institution(s) officiated by the Government of Zjaum, as they would with Bank of Yohannes branches, subdiaries, or equal partners, and vice versa.

    3. A regulated, minimum set of fees or penalties, or possibly the non existence of fees, shall be made into reality during the above transactions, except under circumstances identified and listed in particular by the laws and regulations of both nation states.

    4. An aggregated volume of ten to twenty-eight per cent of all primary financial profit coming from any direct subsidiaries of our corporate institution and investment group, shall be registered under the name of the Government of the nation state Zjaum, under the jurisdiction of the aforesaid nation, for the benefit of her people.

    5. The Bank of Yohannes shall abide by your domestic corporation and business tax rate, regulations, local or regional, under council authority or national, and that binding reality shall be extended for eternity, in so far as this contract shall exist, in good faith of Article III of the Constitution of the Bank of Yohannes.

    6. Our branches will be established in your preferred registered locations, as discussed privately between representatives of your government and the Bank of Yohannes, and that binding nature shall only be deleted by the express wish, and full sovereign authority, of your government.

    7. The Bank of Yohannes will be eligible to use your officially accredited institutional services and produce instruments of finance, trade, and commerce through these institutions within the boundary of Zjaum.
In full faith of your government and in reverence to His Majesty the King of Zjaum, the above shall be made into reality by the posting date of this letter, and that any further addition to the above particulars may be made to preserve the sanctity of this agreement, or further the goal of supporting the local and regional economies of Zjaum, for her people. In this, authority of ultimate, binding nature shall rest on your laurels.

Thank you for your letter, dated 17 December, past Year of our Lord, and the following application submitted by your representative, addressed to Ms Kayla Syrén-Williams, Financial Advisory Councillor of the International Private Banking Office. I am writing as the official aide dealing on behalf of Ms Williams.

I am of the understanding, written for official purpose, that Ms Syrén-Williams has noted and accepted accordingly your primary requirement regarding fund allocation in the direction of Greater Dienstadi regional natural resources extraction and management sector. Further, the natural resources extraction and processing sector in the region of Greater Dienstad is currently good, if not relatively booming, in comparison to the past three decades. The Right Honourable Sir Matthew Alexander Gilligan, Chairman of the Bank of Yohannes, and Ms Kayla Syrén-Williams had seen to it that the registration of your International Private Banking account were officiated under the supervision of parliamentary select committee this morning. I am happy to inform you that thus, the existence of the following account as recorded, 'The Hamilton Holdings Group, LLC', number 420, has been made into reality.

As reviewed and approved before the Fifty-Third Parliament of Her Majesty, the International Private Banking Office shall hereby officiate the following particulars:

As accepted by your lead negotiator, through our international banking and investment operation, the Bank of Yohannes and its subsidiaries offer a comprehensive service and opportunities.

As reviewed and approved before the Fifty-Third Parliament of Her Majesty, the Multiregional Operation Office shall hereby officiate the following particulars:

    1. The Bank of Yohannes and the officiated bank(s) of the Government of Res Sadacindland, private or otherwise in nature, shall co-operate commercially, acting in equal cross border partnership.

    2. The Bank of Yohannes patrons shall be able to access the services of the banking institution(s) officiated by the Government of Res Sadacindland, as they would with Bank of Yohannes branches, subdiaries, or equal partners, and vice versa.

    3. A regulated, minimum set of fees or penalties, or possibly the non existence of fees, shall be made into reality during the above transactions, except under circumstances identified and listed in particular by the laws and regulations of both nation states.

    4. An aggregated volume of ten to twenty-eight per cent of all primary financial profit coming from any direct subsidiaries of our corporate institution and investment group, shall be registered under the name of the Government of the nation state Res Sadacindland, under the jurisdiction of the aforesaid nation, for the benefit of her people.

    5. The Bank of Yohannes shall abide by your domestic corporation and business tax rate, regulations, local or regional, under council authority or national, and that binding reality shall be extended for eternity, in so far as this contract shall exist, in good faith of Article III of the Constitution of the Bank of Yohannes.

    6. Our branches will be established in your preferred registered locations, as discussed privately between representatives of your government and the Bank of Yohannes, and that binding nature shall only be deleted by the express wish, and full sovereign authority, of your government.

    7. The Bank of Yohannes will be eligible to use your officially accredited institutional services and produce instruments of finance, trade, and commerce through these institutions within the boundary of Res Sadacindland.
In full faith of your government and in reverence to His Royal Highness the Grand Duke, the above shall be made into reality by the posting date of this letter, and that any further addition to the above particulars may be made to preserve the sanctity of this agreement, or further the goal of supporting the local and regional economies of Res Sadacindland, for the welfare of her people. In this, authority of ultimate, binding nature shall rest on your laurels.

Thank you for your letter of interests, dated the 14th of January, Year of our Lord, in which you expressed the resolute commitment of your government regarding institutional presence of the Bank of Yohannes in Kettu, to the office of Ms Alice Katyamula-Halstenfortein, Foundation Operation Councillor of the Multiregional Operation Office. I am writing as the official aide dealing on behalf of Ms Halstenfortein.

The Bank of Yohannes is pleased to support and facilitate any capital expansion programmes undertaken in the commercial shipping industry in Kettu. As highlighted and explained by our representative during our discussion last week, this sector is currently one of the most unexplored in the Kettuan economy, with quite attractive growth provided the right condition and opportunities are met. We have seen to it that a concerted effort by shipbuilders, capital providers, and commercial shipping institutions of Kettuan and Yohannesian origins, private or otherwise, can be realised by at least five years' time from now, with the first of many scheduled meetings to start next week. Favourable conditions, good logistics, readily available markets, additional investment incentives, supported by an accommodating, business friendly regime over time should result in a healthy shipping industry in Kettu.

Further, I would like to reiterate the Yohannesian parliament's commitment to support the good cause of commerce and trade in Kettu. Disregarding economic pressures in some regions of the international communities of nation states, I am pleased to emphasise that the tabled data set of Yohannesian foreign investment in Kettu for the Year of our Lord has been showing a relatively healthy number, with volume of recirculation concentrated under various mid-growth investment arms remaining steady. The participation of our institution in the recent fundraising programmes of your government, through the addition of various market and trade instruments to bolster the finance of your government last year, meant investors in Yohannes and the Greater Dienstad region are having second thought about neglecting Kettu as one of many such lands of opportunities internationally. A healthy increase in confidence for at least the next three years, if you will.

Kia Ora, Te āheitanga katoa, Takawaenga e whakahonoretia ana. Thank you for your letter of interest, dated the 15th of January, Year of our Lord, and the following application submitted by your representative, addressed to Ms Alice Katyamula-Halstenfortein, Foundation Councillor of the Multiregional Operation Office. I am writing as the official aide dealing on behalf of Ms Halstenfortein.

It gives me great pleasure, on behalf of the Bank of Yohannes, to inform you that your set of requirements and demands has been accepted by the Board of Councillors of MOO. As highlighted and explained by our representative during discussion held in your embassy last week, there were some reservations in part of Ms Halstenfortein regarding the nature of closed end funds in Torontonian Canada. As you would know, both closed and open end funds require the support of reputable management advisors if they are to make the gains promised to investors, of both Torontonian Canadian and Yohannesian origins alike. During our meeting held last month, Ms Halstenfortein did express doubt regarding choice of management firms on the part of your government, namely Torontonian Canada Financial Incorporated.

There were some Torontonian Canadian news which gave the impression that the procedures that firm undertakes in pricing certain closed end funds, namely Forest Loggerhead Value Fund as the most prominent, were done inappropriately. The controversy also revealed diversification related issues, with past CEF regulation board in your government involved in scandals regarding lobbying by fund managers. This lack of structural feasibility is worrying, as it meant that the CEF regulation board of past years, prior to correction by your government, did intentionally neglect certain issues within the CEF sector of Torontonian Canada for the purpose of corruption. Whilst such may benefit big CEF firms in your nation, as you would know the citizens investing with these companies were rather less than impressed.

Another point raised by Ms Halstenfortein during our second meeting was the inadequacy of inverse leveraged exchange traded funds in Torontonian Canada. Leveraged inverse ETFs are generally designed to counter the extant Torontonian Canadian ETF index. As you would know through briefings yourself, it brought benefits by allowing for more diversification and sometimes allows regulation authorities to identify less than stellar practices by index overseers. Their risk, however, are correspondingly higher due to their short term nature, and are therefore more prone to outside influence. Ms Halstenfortein has acknowledged that several major brokerage firms in Torontonian Canada had voiced issues regarding lack of warnings and financial regimes in places as checks issued by the Torontonian Canadian Securities and Exchange Commission. Whilst equal body in Yohannes would very well serve Yohannesian investors, she believe that your investors would be rather less fortunate. As such, some form of resolution must be put in place, ideally to be finished by six years from now, if our partnership with relevant institutions in Torontonian Canada are to take place smoothly.

In spite of the first and second negotiation drawbacks written above, the parliamentary Select Committee on Foreign Investment has noted the generally positive work of your government in ensuring the existence of an almost excellent trading regime, with proper checks and balances in place to prevent even minor frauds. Torontonian Canada is a market with a great potential for trade, business and investment for Yohannesian companies, and vice versa. The major banking institutions of Torontonian Canada and Yohannes will therefore stand to benefit to act as capital providers for these future activities. It is also with that in mind that Ms Halstenfortein did issue her invitation to Your Excellency last week, making clear our interest in having Your Excellency present in our Annual Foreign Investment Conference next month.

With that being said, I am happy to inform you that Her Majesty's Fifty-Third Parliamentary Select Committee on Foreign Investment has officiated the expansion of our network of businesses in Torontonian Canada, after a brief voting session yesterday by the members of parliament representing Her Majesty's electorates.

In full faith, and listed in particular under Article I and Article III, of the Constitution of the Bank of Yohannes, the consolidation of our businesses and the commercial presence of our agglomerated products, subsidiary and cross-border partnership activities in Torontonian Canada will further benefit her local and regional economies - from ensuring good standard of local and regional employment opportunities, to the resulting indirect flow of wealth for the extended community. As accepted by your lead negotiator, through our international banking and investment operation, the Bank of Yohannes and its subsidiaries offer a comprehensive service and opportunities.

As reviewed and approved before the Fifty-Third Parliament of Her Majesty, the Multiregional Operation Office shall hereby officiate the following particulars:

    1. The Bank of Yohannes and the officiated bank(s) of the Government of Torontonian Canada, private or otherwise in nature, shall co-operate commercially, acting in equal cross border partnership.

    2. The Bank of Yohannes patrons shall be able to access the services of the banking institution(s) officiated by the Government of Torontonian Canada, as they would with Bank of Yohannes branches, subdiaries, or equal partners, and vice versa.

    3. A regulated, minimum set of fees or penalties, or possibly the non existence of fees, shall be made into reality during the above transactions, except under circumstances identified and listed in particular by the laws and regulations of both nation states.

    4. An aggregated volume of ten to twenty-eight per cent of all primary financial profit coming from any direct subsidiaries of our corporate institution and investment group, shall be registered under the name of the Government of the nation state Torontonian Canada, under the jurisdiction of the aforesaid nation, for the benefit of her people.

    5. The Bank of Yohannes shall abide by your domestic corporation and business tax rate, regulations, local or regional, under council authority or national, and that binding reality shall be extended for eternity, in so far as this contract shall exist, in good faith of Article III of the Constitution of the Bank of Yohannes.

    6. Our branches will be established in your preferred registered locations, as discussed privately between representatives of your government and the Bank of Yohannes, and that binding nature shall only be deleted by the express wish, and full sovereign authority, of your government.

    7. The Bank of Yohannes will be eligible to use your officially accredited institutional services and produce instruments of finance, trade, and commerce through these institutions within the boundary of Torontonian Canada.
In full faith of your government and in reverence to the Office of the Torontonian Canadian Head of State, the above shall be made into reality by the posting date of this letter, and that any further addition to the above particulars may be made to preserve the sanctity of this agreement, or further the goal of supporting the local and regional economies of Torontonian Canada, for the welfare of her people. In this, authority of ultimate, binding nature shall rest on your laurels.

It is our goal to make sure we in the Bank of Yohannes do all we can to meet the expectation of your good office, and do better still in the future. I am also writing to thank you for so generously giving up your time to come and brief the members of parliament of the Foreign Investment select committee on the growth of exchange traded funds in Droigs for the last twenty years. I was surprised, as you would of course understand, that the nature of exchange traded funds in Droigs during their formative years were somewhat similar to the generally known natures of a mutually traded fund. You informed us of the minimum conditional capital policy of the Droigsan government, which ran the contrary to how these funds were run in Yohannes. Another would be the disparity of capital gains and the higher than expected ratio of operating expenses to return, which meant that initial readjustment must be made to ensure the proper integration of these funds for Yohannesian investment purpose. As discussed with your representative, all the above must be addressed properly and fixed accordingly before partnership with Droigsan institutions can commence. I know, however, that my negotiation team and Ms Williams herself will wish to join me in thanking you for your patience and hard work in briefing us for the whole three days.

I am thirdly informing you that Ms Williams did note the fact regarding possible expansion of around 174 billion in Yohannesian Quertz russling value in capital in various mutual funds, concentrated under equity, socially responsible, and finally Droigsan bond investments. Sir Matthew Alexander Gilligans has instructed me to assure you that we in the Bank of Yohannes will see to its proper regulation for the next eight years, with Her Majesty's Foreign and Trade Office acting as second line mediator to ensure effective bilateral effort by both nation states.

Thank you for your letter, dated 02 March, past Year of our Lord, and the following application submitted by your aide, addressed to Ms Kayla Syrén-Williams, Financial Advisory Councillor of International Private Banking. I am writing as the official aide dealing on behalf of Ms Williams.

I am of the understanding, written for official purpose, that Ms Williams has accepted the first requirement voiced by your lead negotiator. During our meeting last week, you requested that all the primary institutions dealing with related investment to your account must diversify selection to no less than three schemes for each of registered notable Yohannesian equity mutual sector funds, with ratio of upper mid cap shares to large cap shares be limited in proportion to small cap shares. I am informing you that Ms Williams has set aside at least seven per cent of capital allocated from your registered net assets for this purpose, with seven industrial regional companies - all under the VMK umbrella - having expressed their interests to be included.

I have to, however, inform you that Ms Williams must humbly reject the second requirement voiced by your delegation during our third meeting. She believed that setting aside capital in the direction of government debt securities and gold reserves of the current generation of emerging nation states is too much of a high risk move to make. Looking at the International Incidents, diplomacy, and economy board, listed under World Assembly news happening internationally, Ms Williams believed that the majority of emerging nation states lack the characteristics required for future success under their belt, namely; lack of attention span, in terms of how their government conduct diplomacy, lack of proper and sound economic policy, too much of an attachment to ruinous cold war style of diplomacy leading to low domestic market confidence and lack of growth, and most importantly, the inability to grasp the fact that the position of these governments are not as good as they think they are. Ms Williams had decided instead to invest a proportion of your capital towards the more mature, developed nation states.

I am personally of the opinion, however, that with time these emerging nation states would blossom diplomatically, mature politically, and prosper economically, and by then the reallocation of capital towards these nation states can happen. Ms Williams, however, believes that that time is not now. Secondly, the nature of sector involved for the bulk of New Visayan related investment, that of the utilities, meant that the above risk will be increased further, provided Ms Williams did follow the suggestion of your lead negotiator. The organisation and maintenance of public utilities requires exceptionally large amount of capital as initial investment. Adding to that is the need to ensure funds are delivered annually to maintain proper activities. We believe that such financial capital condition meant that healthy, comparatively non high risk return can only be delivered by directing your fund towards the markets of more mature, developed nation states.

I am also informing you of Ms Williams' acceptance of your third requirement, acknowledging the importance of urban development by the creation of a joint controlled regional council development funds in New Visayan Islands and friendly states. We believe that in doing so, local and regional governments will find the ability to raise more fund for the purpose of infrastructure development and maintenance, whilst we in the Bank of Yohannes can do our part in supporting the local economies of host nations. It will further support the creation of well paid jobs in New Visayan Islands and additional market instruments possibly created pending the successful integration of these new investment vehicles.

Finally, I am happy to announce that the Fifty-Third Parliament of Her Majesty has reviewed and approved your application, allowing for the International Private Banking Office to hereby officiate the following particulars:

Addressed to the Excellency, Envoy Extraordinary and Minister Plenipotentiary in Yohannes, in full representation, the Government of Argentinstan,

Kia Ora, Te āheitanga katoa, Takawaenga e whakahonoretia ana. Thank you for your letter of interest, dated the 14th of March, past Year of our Lord. I am writing as the official aide dealing on behalf of Ms Alice Katyamula-Halstenfortein, Foundation Councillor of Multiregional Operation. Ms Halstenfortein has received and processed your submitted application, and would like to thank you for your time and patience during our Ardenfontein negotiation and meeting last month.

In saying that, I am pleased to inform you that we have accepted your first proposal, namely the establishment of fifteen passive foreign investment institutions affiliated with our partner institutions in Argentinstan. You have briefed us on the state of Argentine financial taxation, and we have to come to understand that the primary purpose of the establishment of these institutions is to prevent corrupt investors from exploiting the Argentine tax system. I want to make it known, however, that we in the Bank of Yohannes do not and will not judge the way your government conduct its business. We are here to simply trade and engage in commerce peacefully, and will steer clear of any criticisms on the way our host nation states are being governed overseas, no matter how ludicrous or run contrary to Yohannesian taste it might be. These fifteen passive investment institutions will abide by your government regulation and guidelines. Annual profit, volume of trade, and sector exchange will be recorded together under our institutional name in Argentinstan, to ensure our good name are kept and no less than stellar business practice due to lack of oversight.

Ms Halstenfortein has also agreed to your second condition, with the Bank of the Atlantic providing some low risk investment vehicles through its offering of the Argentine government certificate of national deposits to Yohannesian investors, in return for the unrestricted access of Argentine local and regional markets for Bank of Yohannes and subsidiary operations. Voicing the opinion of Ms Halstenfortein, I am confident of the guarantee and security of Argentine market instruments at present. We are sure that the Argentine government will have under its belt the good will of Yohannesian investors for the next eight years. Whilst there must be some differences between the way international securities are treated and taxed in Argentinstan to Yohannes, further discussion will be held in three days' time with your embassy regarding that structural differences, and until then we are sure that everything will run as originally planned by our respective delegates.

Regarding the way Yohannesian certificate of national deposits are run in Argentinstan, I have made clear last week to your lead delegate that we in the Bank of Yohannes are more than willing to adopt the interest rate, maturity date, and minimum capital threshold of the Bank of the Atlantic. Noting, however, that longer term deposit certificates in Argentinstan have by average slightly higher interest, some minor adjustment will have to be made to prevent confusion between cross border investors of both nations. We believe in the value of cross border partnership, in pursuit of mutual prosperity.

Additionally, we welcomed the recent decision by your government to set aside regulation and reduce commercial lending restriction for foreign banks having less than 5 billion assets in NationStates or Universal Standard Dollars currency in Argentinstan.     1. The Bank of Yohannes and the officiated bank(s) of the Government of Argentinstan, private or otherwise in nature, shall co-operate commercially, acting in equal cross border partnership.

    2. The Bank of Yohannes patrons shall be able to access the services of the banking institution(s) officiated by the Government of Argentinstan, as they would with Bank of Yohannes branches, subdiaries, or equal partners, and vice versa.

    3. A regulated, minimum set of fees or penalties, or possibly the non existence of fees, shall be made into reality during the above transactions, except under circumstances identified and listed in particular by the laws and regulations of both nation states.

    4. An aggregated volume of ten to twenty-eight per cent of all primary financial profit coming from any direct subsidiaries of our corporate institution and investment group, shall be registered under the name of the Government of the nation state Argentinstan, under the jurisdiction of the aforesaid nation, for the benefit of her people.

    5. The Bank of Yohannes shall abide by your domestic corporation and business tax rate, regulations, local or regional, under council authority or national, and that binding reality shall be extended for eternity, in so far as this contract shall exist, in good faith of Article III of the Constitution of the Bank of Yohannes.

    6. Our branches will be established in your preferred registered locations, as discussed privately between representatives of your government and the Bank of Yohannes, and that binding nature shall only be deleted by the express wish, and full sovereign authority, of your government.

    7. The Bank of Yohannes will be eligible to use your officially accredited institutional services and produce instruments of finance, trade, and commerce through these institutions within the boundary of Argentinstan.
In full faith of your government and in reverence to the Office of the Argentine Head of State, the above shall be made into reality by the posting date of this letter, and that any further addition to the above particulars may be made to preserve the sanctity of this agreement, or further the goal of supporting the local and regional economies of Argentinstan, for the welfare of her people. In this, authority of ultimate, binding nature shall rest on your laurels.

It is our goal to make sure we in the Bank of Yohannes do all we can to meet the expectation of your good office, and do better still in the future. Thank you for your letter, dated 14 March, past Year of our Lord, and the following application submitted by your aide, addressed to Ms Kayla Syrén-Williams, Financial Advisory Councillor of International Private Banking. I am writing as the official aide dealing on behalf of Ms Williams.

May this letter serve as recognition and appreciation of the services provided by your lead negotiator and your office, on behalf of the Government of Argentinstan. Your embassy has been a regular collaborator with our institution during the past four years. The scope of your services comprised assisting visiting Bank of Yohannes regional executives and directors in their daily translation and meetings with potential Argentine counterparts; from managing local and regional branches, researching and briefing about local subsidiary and partner institution projects, and supporting our cultural and community initiatives in Argentinstan’s major cities, where we operate and conduct business in.

In light of this background, it should come as no surprise to you that certain Argentine financial funds have been going through their fifth year of high marks, with inflow of capital coming from primarily United Nations of Europe regional nation states, and Bank of Yohannes related activities acting as one of many catalysts to this spectacular growth. During our meeting in your embassy last week, Ms Williams has voiced her concern regarding the rate at which funds are pouring out of the Argentine energy market, which came following the higher than regular number of incidences, lately, where countless energy exporting nation states abroad are experiencing destabilising coup d'états.

As you would know, our international communities of nation states are populated with comical governments having equally comical policies, and as such hundreds of coup d'états could be observed regularly every month by looking at the World Assembly International Incidents news board. Ms Williams is still, however, shocked by the rapidity at which capital are being poured out of energy related investment arms for the last three months. Against this background, Argentine, Yohannesian, and United Nations of Europe regional investors have wisely diverted their focus instead into the booming Argentine financial and banking sector, led by the Bank of the Atlantic.

Ms Williams also recognises that the State Bank of Argentinstan, one of our institutional partners, has successfully raised 15 billion in NationStates/Universal Standard Dollars currency through its fundraising programmes last year, with the majority of that amount used to fund commercial operations and the establishment of new branches regionally. Our primary investment arms are looking to sell up to 10 per cent of our stake in that company, and are more than willing to offer it to either the Bank of the Atlantic, the Government of Argentinstan, or friendly governments in United Nations of Europe.

In closing, Sir Matthew Alexander Gilligan has reviewed and approved your application, before the Fifty-Third Parliament of Her Majesty, and the International Private Banking Office shall hereby officiate the following particulars:

The foreign investors of New Transeurasian and Yohannesian origins concerned, shall see to it that, at the very least, 57 per cent of funds available for circulation, of those currency value set aside for investment purpose from net assets directly or indirectly linked with the number account, be distributed towards the industrious enterprises of information technology, including but not limited to the production and distribution of computer hardware, software, electronics, semiconductors, internet, telecom equipment, and e-commerce, research and development funding; hereunto placeholder of future activity, with primary nation of investment destination that of New Transeurasia, and secondly Yohannes and nations of the Greater Dienstad and the North Pacific regions, and finally that overseas nation, out of many,of reputable economic history in any of biographically well detailed regions.
