Hi, everyone! I'd like to present the El Idilio Commodity Exchange (EICEX), a project that builds on the Currency Exchange Rate Valuation Organisation. The idea came from the question "how can I get the value of gold in NSD?" — but it evolved into something bigger: a registry for commodity trade between nations.

Instead of making a thread for each nation or company, users would be able to simply post offers and agreements in one place. The exchange would register admissions, offers, and agreements and handle basic oversight, giving all participants transparent access to commodity prices and a unified marketplace. However, negotiations would happen elsewhere (e.g. my national buildings). It's designed as a socialist-aligned organization, so decision-making power would stay with member states through the Coordination Council.

I've drafted the General Regulations below. The Council would have the autonomy to set policies, admit members, and handle disputes — so this could run without my constant involvement.

I'd like to know if you're interested and think this could work for the community. Feel free to give feedback on the regulations or ask questions.

El Idilio Commodity Exchange General Regulations of the El Idilio Commodity Exchange Article 1 — Purpose The El Idilio Commodity Exchange (EICEX) is an international organization for the solidarity-based trade of commodities in El Idilio, Brezzia. It is open to participants that respect workers’ rights, environmental sustainability, and economic transparency. Article 2 — Participants A participant is any entity admitted to conduct or facilitate transactions. The following entities may participate in trade: governments; public institutions; state-owned enterprises; cooperatives; and collective economic organizations; public banks; and public transport companies. Participants shall fulfill their obligations under the relevant agreement and shall be subject to the enforcement and appeals procedures established by these Regulations. Private companies may not participate directly but may trade through an intermediary participant. The intermediary shall bear full responsibility before EICEX for the private company’s compliance with the relevant agreement and these Regulations. No government shall act as an intermediary for private companies. Article 3 — Structure A Coordination Council of the EICEX shall establish policies, admit new members or observers, suspend or expel participants, and amend these Regulations. Each government shall represent its State as either a member or an observer of the Coordination Council. A member is entitled to propose policies and vote in the Council. Each member may cast only one vote. An observer is entitled to speak before the Council but not to vote. Only States shall be members or observers. Ordinary decisions of the Coordination Council shall require a simple majority of the votes cast, provided that at least five members vote. Amendments to these Regulations, as well as temporary measures or exceptions to them, shall require a two-thirds majority of the votes cast. Article 4 — Trade and Agreements The EICEX shall facilitate trade in energy, metals, agricultural products, and other commodities approved by the Coordination Council. Participants may offer services related to trade through the EICEX, including: banking accounts and payment services; transportation and delivery of commodities; storage and handling of commodities; and other services approved by the Coordination Council. Each agreement shall specify: the commodity or service; the parties; the quantity, where applicable; the price or fee; the quality or grade, where applicable; the time and place of delivery or performance; and the payment terms and exchange rates. All agreements shall use the International System of Units as the metric system for quantities and the numi as the unit of account for prices. A Research Officer shall be appointed by the Coordination Council from among its members to publish periodic indicative price lists. Article 5 — Payments and Deliveries Payments shall be made in Brezzian tarì and other officially valued currencies, e-numi, or through the direct exchange of commodities. Commodities may be delivered immediately or on an agreed date. Article 6 — Guarantees Participants shall demonstrate that they are able to fulfill their obligations under the relevant agreement. Participants offering commodities shall demonstrate that they own or control the commodities they offer. Sensitive commodities may require certification of the following: origin; intended use; environmental impact; or working conditions. Article 7 — Enforcement A Supervisory Authority composed of at least two supervisors shall be designated by the Coordination Council from among its members every six months. It shall register agreements, examine admission requests, and certify sensitive commodities. A supervisor may impose sanctions proportionate to violations of these Regulations, including warnings, fines, and the suspension or cancellation of agreements. Serious or repeated violations may result in the suspension or expulsion of a participant, subject to confirmation by the Coordination Council within fifteen days. A supervisor in office may not vote in the Coordination Council, serve as an arbiter, or be elected to a consecutive term. Article 8 — Appeals A participant may appeal an agreement or sanction within thirty days. An Arbitration Committee composed of three arbiters randomly selected from among the members of the Coordination Council shall be temporarily formed to hear the appeal. Arbiters may suspend the agreement or sanction pending the outcome of the appeal. The Arbitration Committee shall resolve disputes and seek negotiated settlements within fifteen days. If no settlement is reached, it may issue a final and binding decision. It shall be disbanded once the dispute has been resolved or a decision has been issued.
