Should a customer be less than fully satisfied with the service provided, RMI is prepared to offer a full refund of any currency transferred on that contract, as well as a ten percent (10%) compensatory bonus.*

Of course, in today's society it may be very difficult for a discerning consumer to separate quality private security firms, such as RMI, from other less... capable competitors. While other firms might offer bargain-basement prices, RMI will never stoop to deploying what might generously be labeled the “dregs” of society, equipped with little more than the clothes on their backs, to operate on behalf of our clients. While Risk Management may charge more than some of our competition for certain services, we feel much more comfortable asking our clients to pay slightly more for competency and quality, rather than spending a great deal more cleaning up after mistakes.

Rest assured, potential client, that your hard-earned funds will be wisely-invested in Risk Management. RMI recruits exclusively from the top tier of the Salzland Defense Force Special Forces, the Salzland Defense Intelligence Agency, Salzland national law enforcement personnel and, of course, private contractors. When a customer places his, her or its trust, treasure or lives in RMI's hands, they do so with the full confidence that absolutely no corners were cut in the selection of their case officers. Nor is any expense spared in ensuring that each operative acting on behalf of RMI receives the best equipment and mission-oriented training that money can buy.

It is only fair that we note that Risk Management Incorporated reserves the right to publicize certain operations conducted by its personnel, for business expansion and recruitment purposes. RMI will not publicize covert or clandestine operations, nor will it publicize an operation that a client specifically stipulates remain confidential in the contract for service. On behalf of Risk Management Incorporated, I humbly thank you for your contract proposal. It would be a great honor not only for RMI, but personally as well, to come to a business agreement with yourself on behalf of Energizia Incorporated. It is our sincere hope that this relationship be long lasting and prosperous for all involved.

I am happy to address the inquiries that you have attached to your contract proposal. I will begin with the High Value Asset protective details that would (presuming you find our offer to be acceptable) be assigned to safeguard Energizia's CEO, CFO, COO and their respective families. The typical security package that RMI would offer for such individuals is designed to be flexible, in order to respond to a variety of threats.

The base layer of protection for a High Value individual will generally consist of anywhere from four to six armed personnel in close proximity (within six feet) of the protected person. These individuals are, to be frank, those who are expected to take a bullet for their asset if and when necessary. In order to properly provide security at this most vital level, RMI will exclusively provide veterans of the Salzland Defense Force (SDF) Special Forces. Each individual, a veteran of two four-year tours of duty before their selection to the Special Forces, has seen combat on at least two deployments. Each has been honorably discharged from the service, each has received various commendations during their careers (including but not limited to awards for valorous service above and beyond the call of duty), each retains 'Expert' level qualifications with a variety of small arms, and each has received extensive unarmed combat training both during and following active-duty military service.

The next layer of security will be a basic crowd-control and fire support service, typically provided by anywhere from twelve to twenty four additional armed personnel. Each individual selected for this operation will be a veteran of either the SDF Special Forces, or the SDF Marines. Each has a minimum of two four-year tours of duty, and each will have seen combat at least once while on active duty. These individuals will be deployed both to screen the High Value Asset from potential attacks, as well as to provide support firepower and aid in the evacuation of the asset, if necessary.

The third and final layer of security is aimed at providing heavy support, as well as long-range capabilities to the HVA protection detail. From counter-sniping to heavy suppression to anti-vehicle and light anti-aircraft duty, the eight to sixteen personnel assigned to this detail represent the eyes and long arms of the detail. Each marksman assigned has served as a certified sniper in either the SDF or the Salzland Civil Defense Forces' National Police Marksman Team. Heavy weapons details have also been certified at the 'Expert' level in their respective fields.

In the interests of preventing family members from being smothered by excessive security, details assigned to those individuals would logically be scaled down. The likelihood of a hypothetical CEO's daughter requiring a team armed with Javelin anti-tank missile launchers, for example, would likely be low enough to justify their exclusion from the detail. Where possible, security arrangements will also be co-ordinated with local police forces to ensure that additional supplemental coverage is available for HVAs (though extreme care will be maintained to prevent compromising sensitive security information).

As far as facility security, a similar layered strategy would be employed. Marksmen and heavy weapons (where permitted by local law and regulations) would be stationed at locations where they could best detect, identify and neutralize threats before damage is done to their respective facilities, while at the same time avoiding the creation of an oppressive atmosphere for potential customers and employees. We are confident that the open display of armored vehicles, missile launchers and numerous manned checkpoints would likely cause Energizia to project the wrong sort of image to its clientel.

Outside of HVA protective details, each individual assigned to provide security for Energizia has served at least one active-duty tour with the Salzland Defense Force before being honorably discharged (with roles filled as one would logically expect; e.g. pilots drawn from Air Force veterans, etcetera). We are more than happy to comply with your own security concerns, and will forward prospective employee identifications as an attachment to this message. At this time, RMI feels that an initial deployment of 2,600 personnel, along with a three hundred man reserve force (to be broken up between the varying operational zones) will be more than sufficient to meet Energizia's current security needs. Additionally, as these personnel will be expected to live in the nations (or facilities, depending on the deployment) that they are assigned to, we expect that Energizia will recoup significant public relations (and in some cases direct economic) benefits through their hirings of RMI personnel through our personnel investing their pay in the surrounding communities.

Equipment used in the field will vary depending on what type of coverage is being provided. Each RMI member on duty will be expected to wear an 'Interceptor' bullet-resistent vest, with members in "hazardous" duty zones required to include ceramic strike plates with their vests. Personnel will field a variety of small arms, ranging from Colt .45 caliber handguns through Heckler and Koch sub-machine guns and assault rifles, all the way to the aforementioned Javelin anti-tank missile launchers and Stinger anti-air missiles. These weapons will be provided and maintained by RMI.

I would note that at this time, RMI is investigating upgrade programs for its arms and equipment, including whether an upgrade to the Lyran Protectorate "Dauntless" body armor might be available. Such upgrades will be priority routed to personnel assigned to Energizia Incorporated, at no additional cost to Energizia. At this time, RMI is happy to accept payment in the form of NationStates Dollars (NSD) delivered through wire transfer or hard currency, or payment in the form of precious metals (with a small surcharge to cover conversion fees).

Risk Management also has multiple other concerns with your company's proposal, though they are not concerns that RMI feels will be profitable to air at this time.

We are happy to formally enter into a contract with Energizia Incorporated, running from FY 2010 through FY 2022. While normally our own, company-funded security force is capable of dealing with our protection needs, it has in recent months become strained by the sheer size and amount of many of the UDI factories and installations. Therefore, it has been requested by many of our security personnel that a third-party security force should be brought onboard to help beef up security and fill in the cracks.

Location and Date Service Will Be Performed: Various UDI Factories, Plants, Offices, and Raw Material Entrypoints throughout the world. The contract will last a minimum of 6 months, with the option of bringing on Risk Management Incorporated Personnel as third-party, full-time contractors of the security force. Crews/Personnel will be rotated regularly to allow time away with family and friends, as well as providng for rest and relaxation. Each contractor will also be allocated an additional salary and benefits on top of his Risk Management compensation, so as to maintain a high level of workplace morale during "long hauls."

We request that such a contract is not made openly aware to the public. If our customers or, in worse cases, potential enemies see us hiring third-party security consultants, they're believe we're weak or have security problems and could therefore damage our image as a company.
