Background: Esgaroth Habitats is a joint Allanean-Menelmacari space venture, which has already successfully supplied habitats and habitat technology to multiple nations. Its first product, the Kalpana Orbital Habitat, has been a success with clients, and now it is bringing a new product, the Wohnrad-class orbital habitat.

Like the Kalpana class, the Wohnrad]-class orbital habitat makes use of deliberately basic technologies - artificial gravity is provided through rotation, radiation shielding is provided using over nine million tons of regolith, and power and sunlight are provided by means of a mirror. There are no gravitics, no beam weapons, no fusion reactors: all of the technologies are reliable, traditional, tried and tested.

Technological description: The Wohnrad-class habitat is an enclosed toroid habitat, or in other words it is shaped as an enormous wheel with six spokes. The wheel rotates (normally, at a speed of 1 rpm), providing persons living on the wheel’ (who live, work, and play on the internal surface) with approximately Terran-standard gravity. (The outer surface of the 'wheel' does not rotate.) The six spokes connect the ‘wheel’ to its ‘hub’, where near-zero gravity is maintained. Docking modules and certain industrial facilities are maintained here. A solar mirror connected to the hub (and non-rotating, related to the wheel) provides the wheel with sunlight via an inward-facing transparent ‘roof’ as well as ample electric energy.

The resulting space provides living area to between 10,000 and 20,000 humanoids depending on the amount of greened ‘park’ area that is desirable. Larger numbers of humanoids can be housed if spartan conditions are acceptable, however we at Esgaroth Habitats strongly recommend against such measures. The regolith mix is selected to be usable for planting a range of Terran-like plantlife, but can be adjusted for other planets.

Defenses: While, as designed, the habitat is not a military station, and cannot be expected to be used in direct void combat against primary combatants, it is armed with 8 CIWS turrets and 8 missile launchers located around the circumference of the torus, and an equal number mounted around the hub.k. The missiles are designed to engage light combatants and incoming missiles and cannot be meaningfully used against most primary combatants. The CIWS turrets are effective against light combatants, incoming missiles, and space debris.

OOC:
So, as a brief summary of the background to this: this ‘design’ is inspired by real-world NASA feasibility studies and according to the engineers who came up with it, is probably feasible within our current knowledge of physics and materials science. The fanciful bit that makes it, at least, PMT, is the necessity of transporting the vast quantities of materials in orbit. Further, in this context, while the design itself is within our real-world conceptions of physics and technology, the nations that are building it in-universe are quite a bit more ‘fanciful’ ones.
