It depends on what you mean by change government; if you're referring to your NS gameside government (aka what you see when you first login), the way you answer your issues will change your government over time. Mostly it comes with experience learning how certain issues affect your stats over time. Of course, if you are roleplaying in the forums, you can have whatever government you want, since you can roleplay a government irrespective of what your gameside stats are.
