National Rail has elected to extend the East Rail Line (Riverfort-Portsville Railway and Victoria City Branch, as the alignment is officially known) from the current station at Admiralty (platform facing southwest) one (1) station westwards towards Central as the new down terminus for the Victoria City Branch as either double-line or single-line, with a preference to double-line extension.

Feasibility studies have concluded 2 perspective locations:
    1. Underground near the intersection of Upper Albert Road, Caine Road & Arbutnot Road (known as "Albert Road Station")
    2. Underground of Caine Road between the intersection with Peel Street & the Shelley Street Escalator (known as "Central South Station")

For both stations, a tunnel to MTR's Central Station, served by the Tsuen Wan Line and Island Line must be provided in the form of underground pedestrian walkways within the paid area. Additionally, washrooms must be provided in the paid area, and if possible the unpaid area as well. These exits are advised for the two perspective stations:
    1. For Albert Road Station:
    • Government House of the Commonwealth of Oswain (Upper Albert Road)
    • Peak Tram Garden Road Station (Garden Road)
    • Canossa Hospital (Robinson Road)
    • Portsville Zoological & Botanical Gardens (Garden Road)
    • Queen's Garden (Hornsey Road)

    2. For Central South Station:
    • SoHo (Staunton Street)
    • Chancery Lane Gallery
    • Lan Kwai Fong
    • Sun Yat-sun Museum (Caine Road)
    • Robinson Road
    • Conduit Road

Stations and tunnels must be constructed via tunnel boring. Cut-and-cover is strictly prohibited, while explosives must be used with extreme caution due to the nature of cityscape nearby. Stations are expected to be more than 50 meters below ground.

The technical details of the route are as follows:
  • Train Model: Hyundai Rotem R-train EMU (10-car)
  • Electrification: 25 kV 50 Hz AC
  • Line Speed: No lower than 70 km/h.
  • Signaling: main system Trainguard MT CBTC, fallback TBL-2, optional compatibility TVM-430
  • Train frequency: 36 trains per hour double line, 15-20 trains per hour single line
