An Inquiry from The Institute for The Works of Religion

To Swat Valley Slaves Ltd,

I am writing to you on behalf of the government of His Holiness, the Pope Soter II of Rome. I am inquiring about your selling of indentured labor and the possibility that we may enter into a long term contract with your merchants for said labor. As many know by now, our nation is recovering from the egregious sacking of the Eternal City, and the resulting civil war. Six hundred thousand people have died and more than a third of the city is in total ruin. Nearly half. We are doing our best to rebuild the city, but as you can imagine our labor pool is currently quite shallow. On top of this, the architectural plans laid out by the Gonfaloniere and ex-king of Rumagna are ambitious to say the least. He envisions a city of green and art, whilst I must find the means to make those dreams a reality. We have the money. The enormous swell of tithes after the sack has ensured the Vatican Bank's coffers are flowing and will flow for some time. The issue is, as I said, labor. And time. Time most especially. This project, if not done expediently, could take decades...and one cannot leave one's capital city in ruins for decades.

This is the reason for this inquiry into your business. You seem to sell laborers in small batches. A cursory look at previous orders sees few being ordered at once. By the dozens or hundreds. This endeavor will require thousands. Our nation already has a thorough institution of servile labor. Yet the scale of this project will require more than we could possibly reasonably conscript from our own Equatorial Guinea colony and reclaimed Caribbean islands. To put it in perspective, it took Emperor Peter I 18 years and 500,000 serfs to construct Saint Petersburg. We intend to rebuild Rome as a modern ecological city in a decade. Utilizing labor practices that make our obraje system some of the fastest manufacturers in the world...with the highest turnover. It is horrific but must be done for the rebirth of Rome.

This is our offer. We want an continual flow of labor. As many as possible, on a semi-annual delivery schedule. As long as most of the cargo is sufficiently able to perform upon arrival, we will pay your determined price.

Following up on an earlier statement, the Naturalist Federation has voted to enact the following measures;

All naval patrols are hereby commanded thus

All ships hailing from Swat will be searched, and any passengers that are to be trafficked in other nations (hereby referred to as slaves) will be seized.
This shall apply to all ships from Swat, regardless of designation.
This shall apply to all ships from Swat entering the waters of the Naturalist Federation.
All slaves are to immediately be freed, and repatriated to their country of choice should such an action be feasible.
All of those who are caught trafficking are to be extradited back to Swat.

All cooperatives are hereby commanded thus

All trade to Yusufzai Swat and any nation it trades it engages in human trafficking with is to be halted.

So say we all. May your health be as plentiful as the justice in your hearts.
