By the Order of the Dread Sovereignness
The Great and Eternal Realm has established a Union dedicated to both the promotion of trade and prosperity of the Voidfaring Realms. The Union is open to all Realms, regardless of political organization or economic preference, so long as they are capable of traversing the stars. The Emerald Union will not allow members whose space program has just begun, nor powers that have not yet expanded beyond their own solar system.
The Emerald Union will abolish all tariffs between her members, foster preference of trade between the members of the Union, and allow said Realms to unite in opposition to external threats to their economies. The property of foreign corporations, guilds, and religious organizations will be respected, so long as they do not subvert internal institutions of any of the members. Investment upon great infrastructure projects will be fixed at a percentage of the total economic power of that realm, with the greater realms bearing more of the cost than those realms with a handful of colonies versus hundreds.
There shall be no official currency, with currencies being allowed to compete with another through market forces. There shall be no regulation enforced by the Emerald Union upon developing regions until they reach the status of a Great Power. It shall be taken for granted that technology meant for peace shall be exchanged freely, so that the living standards of all might increase.
No Realm shall be allowed to extort favors from those members which are weaker, and a permanent council will be established to resolve disputes that shall consist of the most righteous members. All are equal and there shall be no interference to promote any utopian vision upon her members, though a Union Parliament shall be established that shall be based upon population. This Assembly shall only deliberate upon external threats to the trade zone and shall be allowed to draw up a Charter that shall be binding upon all members.

OOC: This is not a military alliance, nor are the members bound to protect one another in the event of a third party lest it involve the economic interests of the whole Union.
