The Civil Aviation Authority of the Republic of Ruccola has decreed that Arugula International Airport will now adopt an open skies policy to facilitate international flows of people, goods and services, and that all foreign carriers operating to the airport are exempt from the system of bilateral agreements that currently govern international air services and its associated limitations.
Arugula International Airport is the nation's pre-eminent aviation hub, with an annual passenger throughput of 107.4 million in the past calendar year. It serves the capital, which has a population of 35 million and is the commercial heart of the country, and is geographically located at the centre of Ruccola. With this in mind, the Ruccola Airports Authority wishes to extend an invitation to all international carriers to begin service to Arugula.
