SYNOPSIS
The Defence Procurement Agency (DPA) on behalf of the Program Management Office Combat Systems (PMO CS) is issuing the following combined synopsis/solicitation as a "request for proposal" (RFP) to all international equipment manufacturers.
Description
The trend of increasing gross weight ratings of modern combat vehicles has created a requirement for a family of high mobility heavy-duty vehicles to support the ground manoeuvre units of the Etoile Arcture Ground Forces (EAGF). A full and open competition will be held to find replacements for the current legacy fleet of:The following design and performance goals have been set for this competition:
- Mercedes-Benz Actros MP4 with DOLL Panther semi-trailer that are used for on-road movements;
- Oshkosh M1070F HET with M1000 semi-trailer that are used for off-road movements;
- Liebherr G-BKF armoured rescue crane that are used for cross-country recovery operations.
A family of vehicles sharing a common automotive platform with shared mechanical, electrical and electronic components for ease of manufacture and maintenance and a common chassis consisting of an armoured and CBRN protected climate controlled cab for 2 crew and 2-4 passengers.
That it should be configurable into a number of variants, these being primarily:That it should be a multiple powered axle wheeled tactical vehicle possessing on-road and off-road manoeuvrability and excellent all-terrain cross-country mobility.
- as prime mover: a line haul tractor that can tow a low-bed semi-trailer for long-distance movement of ISO containers, water and fuel browsers, break-bulk cargo, tactical vehicles (i.e. tank transporter) and engineering equipment;
- as heavy tactical truck: cargo configured with flatrack for cargo payload or hardened single-shelter and a hooklift-type load handling system and/or semi-robotic material handling system to allow automated self-loading/unloading operations;
- as transport-erector-launcher (TEL): missile vehicle with integrated prime mover that can carry, elevate to firing position and launch one or more missiles;
- as a wrecker: with equipment for craning, winching and towing to support the recovery of damaged, disabled or stuck tracked and wheeled vehicles and able to evacuate their crews.
That it should use a hybrid electric drive (HED) topology consisting of high fuel economy internal combustion engine (ICE), electrical energy storage and multiple high torque traction motors in the driveline.
That it should be fully digitised with drive-by-wire technology that supports semi-autonomous and autonomous transportation operations.
That is should have the option to fit a remote weapon station (RWS) and self-screening smoke/fragmentation grenade dischargers for self-defence.
All interested offerors are encouraged to submit company information, product literature and other pertinent information for consideration. Special emphasis will be placed on those vendors that supply detailed text descriptions and blueprints/visualisations as part of their proposals. Text only and image only submissions will be rejected.
Only proposals from vendors in compliance with General Assembly Resolution #399 "Responsibility in Transferring Arms" will be considered.
All proposals received timely will be considered by the Agency. The final deadline for submissions is Monday 13 September 2021.
