SYNOPSIS

The Defence Procurement Agency (DPA) on behalf of the Program Management Office Combat Systems (PMO CS) is issuing the following combined synopsis/solicitation as a "request for proposal" (RFP) to all international equipment manufacturers.

Description

The trend of increasing gross weight ratings of modern combat vehicles has created a requirement for a family of high mobility heavy-duty vehicles to support the ground manoeuvre units of the Etoile Arcture Ground Forces (EAGF). A full and open competition will be held to find replacements for the current legacy fleet of:
  • Mercedes-Benz Actros MP4 with DOLL Panther semi-trailer that are used for on-road movements;
  • Oshkosh M1070F HET with M1000 semi-trailer that are used for off-road movements;
  • Liebherr G-BKF armoured rescue crane that are used for cross-country recovery operations.
The following design and performance goals have been set for this competition:

A family of vehicles sharing a common automotive platform with shared mechanical, electrical and electronic components for ease of manufacture and maintenance and a common chassis consisting of an armoured and CBRN protected climate controlled cab for 2 crew and 2-4 passengers.

That it should be configurable into a number of variants, these being primarily:
  1. as prime mover: a line haul tractor that can tow a low-bed semi-trailer for long-distance movement of ISO containers, water and fuel browsers, break-bulk cargo, tactical vehicles (i.e. tank transporter) and engineering equipment;
  2. as heavy tactical truck: cargo configured with flatrack for cargo payload or hardened single-shelter and a hooklift-type load handling system and/or semi-robotic material handling system to allow automated self-loading/unloading operations;
  3. as transport-erector-launcher (TEL): missile vehicle with integrated prime mover that can carry, elevate to firing position and launch one or more missiles;
  4. as a wrecker: with equipment for craning, winching and towing to support the recovery of damaged, disabled or stuck tracked and wheeled vehicles and able to evacuate their crews.
That it should be a multiple powered axle wheeled tactical vehicle possessing on-road and off-road manoeuvrability and excellent all-terrain cross-country mobility.

That it should use a hybrid electric drive (HED) topology consisting of high fuel economy internal combustion engine (ICE), electrical energy storage and multiple high torque traction motors in the driveline.

That it should be fully digitised with drive-by-wire technology that supports semi-autonomous and autonomous transportation operations.

That is should have the option to fit a remote weapon station (RWS) and self-screening smoke/fragmentation grenade dischargers for self-defence.

All interested offerors are encouraged to submit company information, product literature and other pertinent information for consideration. Special emphasis will be placed on those vendors that supply detailed text descriptions and blueprints/visualisations as part of their proposals. Text only and image only submissions will be rejected.

Only proposals from vendors in compliance with General Assembly Resolution #399 "Responsibility in Transferring Arms" will be considered.

All proposals received timely will be considered by the Agency. The final deadline for submissions is Monday 13 September 2021.

SDI Land Systems is writing to you that we are formally submitting our HTTS Heavy Tactical Truck System in response to your request for proposal for a family of high mobility heavy-duty vehicles. The HTTS was designed for the requirements of the Arcaenian Heer for a modern heavy truck system and possess a combination of mobility, payload capacity, and modularity which meet or exceed all Etoile Defence Procurement Agency requirements.

Mobility: As per the RFP requirements the HTTS is equipped with a hybrid-electric drive system combining a diesel engine, energy storage system, and hub-motor drive system. The HTTS employ's SDI's diesel-electric series hybrid drive system which includes a 1,000 PS V8 turbodiesel engine, 730 kW compact permanent magnet AC generator, lithium-ion battery energy storage system, and 10x10 twin-speed hub motor drive system with all-wheel steering and torque vectoring capability. The HTTS includes a fully digital 'steer by wire' system and features both conventional wheel steer and skid steer with the ability to steer in place like a tracked vehicle. Each wheel is mounted to an independent suspension arm with in-arm hydro-pneumatic suspension with variable 0.15-0.60 meter ground clearance. The variable height in-arm hydro-pneumatic suspension also allows the vehicle to tilt forward and backwards or to either side in order to assist loading and unloading operations. The HTTS has a road range of some 1,000 kilometers and is capable of fording 1.5 meters of water unprepared, crossing ditches 2.5 meters wide, and negotiating vertical obstacles 0.6 meters in height.

Protection: The HTTS features a crew cabin constructed from welded 600 BHN ultra-high hardness steel (UHHS) armor with structurally integral silicon carbide (SiC) ceramic armor panels and an integral spall liner which provides the vehicle with 360º protection against 7.62mm caliber armor piercing ammunition and 155mm shell fragments. The vehicle also includes an integral V-hull which is intended to resist 10 kilogram TNT equivalent blast anti-tank mines. Although not currently offered as an option the modulairty of the vehicle's construction offers the possibility to fit additional armor if the Etoile Arcture Ground Forces seek a higher level of protection. the HTTS also includes as standard a pressure-swing absorption NBC filtration and overpressure system and an automatic fire extinguishing system fitted to the crew cabin and engine compartment. Self defense is provided by the ability to mount an SDI Scanfire remote weapon station which can accommodate 7.62 mm and 12.7 mm caliber machine guns or a 40 mm automatic grenade launcher. SDI is also offering to integrate other remote weapon systems should the customer desire their own RWS of choice be fitted to the vehicle. The HTTS can also mount two banks of eight 6.6 cm smoke grenade launchers for self-obscuration purposes although like with the RWS SDI is willing to work the customer to fit any propriety or off-the-shelf smoke grenade or softkill APS system that the customer wishes to fit to the vehicle.

Modularity: As per the RFP requirement the HTTS can be configured for multiple roles and is available in base variants including a cargo version (HTTS-C) equipped with an Intelligent Load Handling System (ILHS) which allows for the automated loading and unloading of containers, modules and flat racks weighing up to 20 tonnes onto the FTTS, a wrecker version (HTTS-W) which includes a 360 °rotating extendable crane and winches capable of recovering other wheeled and tracked versions weighing up to 50 tonnes, and a heavy equipment transporter (HTTS-HET) which is designed to be used with an 8-axle, 64 wheel semi-low loader trailer with hydraulic steering and suspension which can accommodate vehicles or payloads up to 85 tonnes in weight. In addition the HTTS is also used as the chassis for SDI's RS 90 Rocket Artillery System and ERADS ballistic missile defense TEL vehicle, either of which we suggest adapting to meet the RFP requirement for a transport-erector-launcher (TEL) vehicle.

Autonomy: In addition to featuring a full Integrated Driver Assist System (IDAS) system the HTTS include's SDI's Autonomous Navigation System (ANS) which enables both an and off-road autonomous driving and robotic convoy operations. The ANS employs an expansive suite of sensors including liDAR, stereo camera systems, and differential GPS which combined provide path-planning and terrain perception capability for navigating in complex environments in order to enable unmanned, autonomous logistics operations. The ANS also enables robotic convoy operations by allowing one or more unmanned HTTS vehicles to follow a manned HTTS or other vehicle both on or off road as a method of reducing the manning requirements of large vehicle convoys.

After reviewing your public RfP for a "High Mobility Tactical Truck", we have concluded to propose M&A Armaments' TPV Heavy Support Truck as our entry to your competition.
The TPV, standing for Tažkek Povoše Vuzel (Heavy Support Vehicle), was designed in 2014 and approved for use by the Danlinian Ministry of Defence in 2015, and since then has served as a multi-role heavy tactical truck, and used for roles such as but not limited to logistics vehicle, maneuverable artillery carrier, and Anti-Aircraft weapons systems carrier. This flexibility in tactical use is brought upon thanks to the TPV's over 10-ton carrying capacity and 110 km/h max road speed.
The TPV is considered one of the topmost reliable vehicles in the Danlinian MoD's disposal, and after requesting them to the MoD approved the TPV's service version be exported worldwide as part of M&A Armaments' product catalog.

As to your concerns for the company's compliance with the World Assembly's resolution on Responsibility In Transferring Arms, while the world assembly does not hold power in the region from which we operate, I can assure you that we do comply with its terms especially in our worldwide ventures.
