This is an official statement made on behalf of the Kingdom of Albatan to express interest in purchasing examples of the XD-5 “Harpy” Stealth Unmanned Combat Air Vehicle for use by the Royal Albatanian Armed Forces and Albatanian Air Patrol. Such an order will account for 50 airframes totaling $2,100,000,000 NSD and will be intended to cover both operational and training usage, as well as research into artificial intelligence and development of our country’s own unmanned aerial platforms.

Ideally, our nation would like to seek more than a one-time purchase. We see great possibilities for the XD-4 to form the basis of a new, fully autonomous Albatanian air force. Such an ambitious project would require the ability to produce the Harpy domestically, which is unnecessarily restricted under current Lauzanexport company policy. If your firm is able to grant a bulk order discount on our initial drone purchase and help to facilitate license production of less sensitive Harpy components in Albatan, we believe it will be possible to secure a long term strategic partnership to both of our benefits.

I am returning this message to you in regards to the XD-5 "Harpy" program, as well as the current stances of the Lauzannean government on exports.

Due to the Spring War, legislation was passed to direct all arms manufacturing companies and groups away from new export orders and to only fulfil domestic needs, mainly because at the time the LDF was still barely equipped with modern weapons. However, the War has been over for several months now and the recent combat performance of many Lauzannean arms and vehicles has attracted considerable interest.

There is currently work being done on re-certifying all prior weapons companies with export permissions, allowing for sales of the Harpy internationally starting in December.

I have contacted both Novograd Aviation and Alyuka Electric, the suppliers of the airframes and engines respectively. They have agreed to a technology transfer past the first 50 airframes delivered, including production of the AE-110 engine.

We hope that this deal is acceptable to you.

Pursuant to the December 2020 report released by the Sejm Defense Commission("Rethinking the Commonwealth's Defense: A new strategy for the Multipolar Era"), we would like to inquire about the possibility of purchasing some number of Admiral Ardelean-class FFGs, Pikarel-class corvettes, and Beluga-class SSGs -- we are currently considering perhaps 2, 4, and 4, respectively -- over the next several years to supplement and to some extent replace our antiquated Oliver-Hazard-Perry class frigates and Dolphin-class submarines. Some adjustments may be requested at a later date.

Note that should you agree, we are unable to provide the full value of the order up-front due to budgetary limitations. However, we can absolutely provide payment in installation format, especially as our budget rises and older ships are retired, freeing up money for modernization.
