The Safingrad Conference (Elparia Only)

[Konzask]

The Safingrad Conference is a conference where nations of the Berisnky continent in Elparia can send representatives and delegates to discuss the economic, diplomatic and even military future of the continent.

The brisk cold of the early Konzaskan afternoon fills the air, as all eyes are on the central government building in Safingrad as the historic conference prepares to begin. crowds of citizens and journalists alike are all crowded outside the building, waving various flags, mixes of the Konzask tri color, the Quangsuh star covered flag, or blank red flags, with journalists doing their best to get inside while police keep the roads clean as many wait in anticipation for the arrival of the Quangsuh delegates. Finally, after nearly a year of heated tension and bitter rivalry, cooperation has finally begun leaving many excited and dying from anticipation. A few reporters are let in to the large building while Konzask representatives patiently await the arrival of foreign delegates

The Quangsui Motorcade of black SUV's pulls outside the central government building and Sukegei exits the leading vehicle along with three other delegates, that being Uriko Yong, the current delegate to Konzask before being pulled from the Embassy, Wan Hong, the Vice-President of the Xianshui Shikou and Feng Chun, the President of the Dashan Shikou. All three made their way from the motorcade flanked by various security, both from Quangsuh and Konzask. Sukegei stops and waves at the reporters and gathered crowd, flashing a grin before energetically making his way to greet the Konzask representatives followed closely by the other Quangsui Representatives, all donning their new Government Badges, replacing the gold and red Tangshi pin.

The Quangsuh Representatives would be guided into the main government building, flanked by OKN agents stationed in the government building to ensure security within the conference. A few reporters were also allowed in to publicize the meeting. They would be guided to a moderatly lit meeting room, centered with a large circular pine table and chairs with three Konzaskan representatives waiting patiently, that being the head of the National Assembly Valery Sablin, Delegate to Quangsuh Pavlina Evgenieva and vice president Andrey Lukanov. The men would greet the Quangsuh representatives with standard pleasantries, before guiding them to their seats, each with a pre made cup of Konzaskan coffee. Plavina herself seemed to be the most prepared out of the three, taking off her glasses before stating the simple remark "It's a pleasure to finally meet with representatives from our eastern neighbor on pleasant terms"

Sukegei was first to take a seat, quickly followed by the three other representatives. "A pleasure indeed, at last our governments have come to their senses..." he chuckles slightly before taking a sip of the coffee provided.

Sukegei then motions to the table

"I thought Ylevemaa would also be attending this event? Were they not invited?"

The representative to the left of Sukegei stifled a chuckle, coughing to cover it up followed by a glare from the senior diplomat.
Sukegei's facial expression quickly changes to his characteristic staunchness as he addressed Plavina directly

"I trust your government has a plethora of things to discuss, so, where should we begin?"

At the mention of Ylevemaa Plovina sighed "They were, however they regretfully seem to have ghosted us"

Next to speak was vice president Andrey Lukanov, shifting his papers around. "I suppose cutting to the chase would be the optimal way to officially start this meeting. With Quangsuhs rather pleasant change in government, it has allowed us to asses the situation of Berinsky economically and militarily in a more accurate and progressive sense, and as you are aware, Berinsky as a hole is rather, lacking in economic strength and stability. As such for this day of the conference we would like to negotiate further joint economic programs, projects, as well as a rather interesting, beneficial program that potentially could be economically beneficial for all nations of Berinsky"

Sukegei's brow narrows

"So it seems that way, but I fear that much of the world hasn't been playing close attention to how Hao spent his money..." He motions to one of the Quangsui representatives, Wan Hong, the Vice-President of the Xianshui Shikou, who pulls out a folder and hands it to Sukegei who pulls out the first sheet and reads aloud

"The gross spendings of the Peoples Republic of Quangsuh under the leadership of President Hao far exceeded the quotas set by the Communist Government, in comparison to the funds available to the Tangshi, from taxation alone. In addition to this, the redirection and concentration of funds into core projects under the supervision of Hao left many areas under the aid of government spending underfunded and dilapidated, such as the Educational industries, public transportation, social services, general infrastructure and healthcare. As you can see, the previous governments preferred to 'wow' the world with extravagant events such as military showcases or hugely expensive displays of the 'wealth' my nation produced. Obviously, we now know that the funds were either stolen from other sectors that desperately required them or were personally funded from Hao. Of which we calculated there to be $201 Billion TSD worth of currency in his net worth, of which my government has now confiscated to be properly distributed."

The representative who had handed Sukegei the file, Wan Hong nodded and chipped in:"In short, the Quangsui Federation must focus its funds on repairing the damages done by decades of neglect, we do however, expect that after reorganizing our spending on things such as the military we should quickly be on track to fix our money woes, a Berinsky economic and military alliance would greatly take the pressure off our government and thus, at your help, will see the people of Quangsuh taste the fruits of freedom for the first time."

Andrey Lukanov nodded "That is understandable, and like in the civil war, Konzask can aid in this matter with loans if it is absolutely nessicary. Lukanov would shuffle his papers "However we do believe our proposals will aid Quangsuh in their goals. Obviously, further trade deals, and mutual Quangsuh, Konzask investment plans are more then likely on the table, the biggest, most 'effective' proposal from Konzask would be what we call the 'Berisnky Union'. This union would effectively be a joint economic and defensive alliance between Konzask and Quangsuh, open to all nations on Berinsky. Members would be able to take part in joint infrastructure construction, joint investment plans, further trade agreements, basing rights and more. Member nations would also have open borders with one another. How this alliance would function will be discussed here, after all it would be fairly one sided to leave Quangsuh out of the creation process. Especially with one of the KCP's biggest approved talking points on this alliance, the possibility of a mutually used currency between all member nations, the Beuro. Of course this is not a make or break for the alliance, however it is something that can increase the speed of economic growth and development of all nations in Berinsky, as well as slash down inflation".

Feng Chun, President of the Dashan Shikou replies to Andrey Lukanov

"The prospects indeed sound greatly beneficial to our nations success, however a Union will require more members, as I believe a union between purely us two will not be sufficient to guarantee success. Although, we are not saying we reject your offer, but we urge time to be taken into account."

Sukegei interjects

"I believe the biggest issue with a Union is the matter of trust."

He awkwardly shifts in his seat and rearranges his government pin

"It is no secret that many nations across Elparia are upset with the occupied territories in New Russia, believe me when I say my government is trying its best to resolve this issue, but in the past, and quite possibly at present Konzask and Quangsuh could once again be competing over New Russia."

[Konzask]

Lukanov responds "A union must start somewhere, and although the amount of nations currently may be small but the size of both our nations are great. We effectively control most of the continent, and a continental economic and defensive alliance would at a maximum as of now be able to gain 3 members. Fact of the matter is both our nations at this current moment are either viewed with disdain, or have a vastly negative aura surrounding them and there is nothing either of us can do to change that without our nations pulling a full 180 on their principles. Such a union would ensure security, limit negative foreign influence as well as ensure there will be no more bloodshed on Berisnky. This union would also effectively end any competition over New Russia as well."

[Quangsuh]

Yi Sukegei responds: "We all agree on the notion of a Continental Union, especially with the disputed land in New Russia. We feel like co-operation between your nation and our Federation could be quite beneficial, so, the Federal Tangshi, on behalf of all Federal Subjects supports a Berinsky Union."
Feng Chun shuffles some papers and speaks to Lukanov:

"While a Union sounds profitable we must take caution with unifying too quickly, a sudden change in currency could be disastrous as our currencies are vastly different in power."

Lukanov nods "Of course of course. The idea of the Beuro as of now simply remains an idea. If it were agreed upon it would be implemented after solidification of the union and after it's stability is guaranteed. It is also great to hear the support. However now I believe we should discuss both immediate actions to put into effect, as well as possible long term ones. There's nothing "extreme" in our recommended immediate actions. Increasing exports and imports from both our countries, opening borders, joint infustructure project, perhaps a couple bullet trains across the mainland and highways, a defensive military agreement and promoting tourism in one another. In the long term there's the possible prospect of a single continental currency, the ability to limit what nations can be present on Berisnky in joint decision making, further military agreements and cooperation, various councils within the union for economics, religion, human rights...effectively similar councils that we see in the UN, however these will actually be made to do their job, further economic cooperation and such. Those however are long term ideas, that can be modified, discussed and changed when they come up again in the future."

Sukegei nods in approval and recieves several nods of approval from the rest of the Quangsui delegation.
"Then it is settled, the Berinsky Union shall be created as soon as possible to ensure the safety and continuing security of the peoples native to Berinsky. We also agree on the introduction of the Beuro, something that would make trade between our nations significantly easier." Quangsuh is now committed to bettering the lives of its citizens, and all who value our goal to further the quality of life. Hence, we discuss the situation of Wadiya. I know that officially our union is not declaired, but the 5 million people who depend on Quangsuh are being threatened, by Hellifjordish imperialism and neighboring invasion. As the BU we must make it clear we will not stand by idly if the defenseless are attacked. In turn we will support you in any action you deem fit for dealings with Entaria."

The 3 representatives nodded in agreement, as Lukanov spoke "I am the sure the KCP will be overjoyed with Quangsuh's decision, with Konzask economic planners within the party who will be immediately directed towards joint infustructre plans and programs, as well as future joint economic development, with official moves to create and instate the Beuro on our set to begin as soon as the news reaches the upper echelons of the party. In terms of Wadiya, Quangsuh does not even have to ask to ensure the Red Army and Crimson Navies full support in the defense of the nation, as the KCP already promised to protect Wadiya from foreign invasion around a few weeks prior. Considering future military coordination is practically a given, I believe that concludes our conference"
