The City of Perth
The city of Perth was founded in 1829 by Britannic colonists, the second colony in what would become Western Australia. Perth is located on the western coast of the Australic continent, along the Swan River and by the shores of the Indian Ocean. It is named after the city of the same name in Scotland, with its chief port of Fremantle named after the captain of the HMS Challenger, Captain Charles Fremantle, who declared the seizure of Western Australia by the Britannic Empire upon his arrival to Swan River.

Perth remained a small agricultural city for several decades until the gold rush era, which saw a massive boom in population and in the city's prominence as a centre of trade. Unlike many instances of gold-rush prosperity, Perth managed to maintain its prominence and continued to grow. Perth is, at present, a city of just over 1.6 million, and Fremantle is considered one of the preeminent entrepots of the southern hemisphere.

The Fremantle International Transportation Hub
The Fremantle International Transportation Hub is the nation's primary port for cargo and international passengers, located in (and comprising most of) the ~30 sq km port Commune of Fremantle. In addition to housing the approx. 110,000 citizen-residents of the Commune of Fremantle, the Hub, and its various amenities, are the source of employment for over 96% of working residents, thus making it the largest employer in the state.

The primary fixtures of the Hub are the Fremantle International Entrepot and the adjacent Fremantle Rail Terminus. The F.I.E. is the largest airport and seaport in the nation, whilst the F.R.T. is the largest train station in the entire southern hemisphere, and connects to the national high-speed rail network that provides for the majority of domestic passenger and cargo transport. It is from here that almost all travellers and imports first arrive to be quickly dispatched by rail to their final destinations, and from here that most anyone and anything leaving the country departs.

In addition, the Hub also boasts high-rise accommodation for travellers, a consular district, the Curtin Plaza Gardens, an array of heritage-listed sites, and is adjacent to the Fremantle Naval Base.




Open For Business...
At present, the Fremantle International Transport Hub is open to the negotiation of new routes, primarily for passengers though with options for cargo, via both aircraft and ship. The Hub maintains routes to most of Eurasia, both by air and sea, but does not service, at present, North America, the Philippines, Indonesia, or the American occupied Pacific islands. As such, nations of Africa, South America, and Eurasia will find it easier to establish routes, though a nation of any continent - even those well beyond the pale - may lodge an application.

Note that any airline/sealine/etc may apply for routes to and from Perth, and to lease a hub, but by convention all domestic flights are handled by our flag carrier, the Australic National Civil Air Service (ANCAS), with land transport handled by national rail services. Furthermore, any airport hub must employ, outside of flight crew, citizens or dual-citizens of Australia, possessing membership with the Federal Consolidated Syndicate for Transport or its subsidiaries.

...With a Few Caveats
Australic trade law is highly protectionist; the nation practices autarky in many sectors and most non-personal imports are highly tariffed. Furthermore, international enterprise is generally forbidden, with only citizens and dual-citizens allowed to conduct most domestic trade. Australia can be a difficult market for international business, but exemptions and reductions do exist:

  • Any good not otherwise produced domestically in Australia faces far fewer restrictions and tariffs. Some things just can't be made in Australia, and it seems counterproductive to protect a nonexistent industry from foreign competition.

  • Goods with recognised cultural significance are also exempt from most tariffs and restrictions. After all, if its not from the region of country, then its just sparkling product.

  • There are no restrictions on passengers or personal mail (correspondence and gifts), both of which can enter and exit the country free of tariffs and most trade restrictions.

  • Finally, goods with a certifiably non-exploitative production chain face very few, if any, restrictions or tariffs. As one of the primary concerns regarding imported goods is the use of capitalist labor exploitation in their production, if it can be evidenced that goods were produced in a collectivised, socialist manner then that removes a large barrier to trading them.

Current Routes:
There are, at present, 33 routes that originate and/or terminate in the Fremantle International Transportation Hub. Most of these routes are operate by airlines or merchant marines, though there are some routes that utilise more unique methods of transport - such as interstellar spaceships or interdimensional portals. There are no routes to the F.I.T.H., or Australia as a whole, by land, as Australia is an island nation.

Routes 1-16 are reserved for domestic flights between Perth and Australia's state and territory capitals. All of these services are operated by the Australic National Civil Air Service (A.N.C.A.S.) in its capacity as the sole domestic air service, and it transports passengers & postage.

Route 17 runs between the Stalliongradic Trade Compound in the F.I.T.H. and various locations in the Soviet Republic of Free Stalliongrad as it utilises interdimensional portals. The Stalliongrad State Department for Transportation oversees this route, which is primarily used to trade steel, machinery, utility vehicles, grain, fresh produce, oil, rubber, and wool.

Routes 18-20 are those that run between Perth and three major cities within the The Democratic States of Ezmwalia - Kwenkoseve (℅ Kwenkoseve Int. Airport), Mbejeve (℅ Mbejeve Int. Airport), and Mōledyeve (℅ Mōledyeve Int. Airport). All three of these routes are operated by A.N.C.A.S., as well as two Ezmwalic carriers - GawMbassi (for passengers) and EZ-Air (for postage and goods).

Route 21 runs between Perth and Maksiwood City (℅ Saperetia Intl.) in the Kingdom of Saperetia. The route is operated by the kingdom's flag carrier, SapAir, and is used only for the transport of passengers and postage.

Route 22 runs between Perth and Qadesia (℅ Qadeisa-Samrat Gantari Atmaja Irawan Intl.) in the Samratnian Empire of Bayi. The route is operated jointly by A.N.C.A.S. and the PPK-Royal Bayinese Airlines and is used to transport postage as well as imported and exported homegoods.

Route 23 runs between Perth and Hagate (℅ Irewal Intl.) in the Commonwealth of Ionida. The route is operated by Ionida's national carrier, Ionida AirLink, and is utilied for passenger services as well as the import of Ionidaic Soda - the chief national export and a signature product of Ionida.

Route 24, upon its completion, will be an interstellar route between Perth and the planet of Jescar (Thar-es, Scieni Core) of the Shovaar-Scieni Allied States. The Muvai Shipping Co. will operate the route, which will be used to transport postage, passengers, and both imports and exports of manufactured goods, homegoods, and foodstuffs (excluding meats).

Routes 25-31 operate between Perth and seven locations within the Royal Palmyrian Commonwealth - Aragon (District of Corazon), Naga City (Camarines, Bicol Federal Rep.), Vigan City (Ilocos Norte, Ilocano Federal Rep), Bacolod City (Hinilawod, Visayan Federal Rep.) Cebu City (Cebu, Visayan Federal Rep.), Zamboanga City (Islamic Rep. of Sultan Osmalik), and Pt. Mindanao (S.W. Ranao, Islamic Rep. of Mindanao). The routes are all operated jointly by Operated by the Palmyrian Merchant Marine Co., Palmyrian Chartered Airlines, A.N.C.A.S., and several private Palmyran carriers - with the exception the route to Pt. Mindanao, which is operated exclusively by the Palmyrian Merchant Marine Cooperative. All routes between Perth and Palmyra are authorised for the transport of postage and passengers, as well as bulk, RORO, refrigerated non-containerised, and containerised cargo.

Route 32 runs between Perth and Andreusville in Southeast Marajarbia. The route carries passengers, fuel, fresh produce, metal, and telecommunications equipment between the two nations and is operated by the Southeast Marajarba Trade Company. This route is under investigation by the Federal Consolidated Syndicate for Transport's Committee for Commerce and Trade for facilitating potential breaches of Australic anti-speculation legislation, though no instances have been uncovered as of yet.

Route 33 runs between Perth and Dove City in the Democratic Republic of Islamic Holy Sites. Like Route 32, the route is operated by the Southeast Marajarba Trade Company, and transport along the route is authorised on an individual basis as opposed to being authorised through any multilateral trade agreement - as such, tariffs are high.

Route 34 runs between Perth and Trolleborg City (via the Trolleborg International Airport) in the Republic of Trolleborg. The route, operated dually by A.N.C.A.S. and Trolleborg Wings, is certified for basic passenger and postage transportation only.

Route 35 runs between Perth and Kerrai Torres City (via the Marlon Brutus - Kerrai Torres City International Airport) in the United Socialist States of Dherelance. This route is operated dually by A.N.C.A.S. and the Dherelancic national air carrier, DherelanSky, and is certified for passenger & postage transportation as well as the import of Dherelancic seafoods and traditional textile products.

Furthermore, the Federal Consolidated Industrial Syndicate (F.C.I.S.) has determined, through a thorough inquiry, that the Samratnian Empire of Bayi's industrial regulations and workers' rights are congruent enough with those of Australia to allow for the trade of the specified goods with limited restrictions and tariffs.

Furthermore, the Federal Consolidated Industrial Syndicate (F.C.I.S.) has determined that, as per the assertion of the Ionidaic application, the importation of the nation's signature soda beverages shall be allowed with limited restrictions and tariffs in accordance with the 2° provision for such cultural goods.

The F.C.I.S. wishes to enquire, however, as to the flavours available for Ionida's soda, and whether it is exported under a single brand, or multiple brand names. Clarification would also be appreciated as to what city or area the Irewal Intl. Airport is located.

Once these queries have been addressed, this application will be finalised and fully approved.

We indeed have many soda flavours! Soda is very important in Ionida because it's one of its chief exports. The most popular flavour is Darkness Grapefruit, although Terrifyingly Tangy Orange is catching up. They're all exported under the Boom! Taste moniker (blame the PR representative for the name, not the Department).

Irewal Int'l Airport is located in Hagate. Hagate is an important communter town very near Chauss.

Following the further clarification provided by the Ionidaic Ministry of Culture, the Ionidaic application has been approved in full.

Australia's soda industry is generally divided between the states, with each state's Beverage Syndicate (subsidiary to the State Consolidated Industry Syndicates) maintaining several regional brands and flavours. Unique Australic flavours include Lemon Lime & Bitters, Portello, Passiona, and Lemon Myrtle Lemonade - as well as all the usual flavours. Grapefruit flavour, however, is very uncommon here, and thus Ionida's 'Darkness' Grapefruit may uncover a niche audience of Australics.

The F.C.I.S. must also note the Cabinet Minister for Consulic Affairs' request to have Ionida classified as a 'soda republic' as a joke, referencing the term 'banana republic'. This was denied by the secretariat.

The assurances of the S.S.A.I.A. towards mutual and peaceful cooperation are appreciated and returned in kind by the Commonwealth and its allies.

The F.C.T.S. welcomes the additional clarification as to the makeup of Shov Scieni foodstuffs and would certainly welcome the provision of data and samples pertaining to each product for testing. As per the suggestion of the S.S.A.I.A., meats will not be permitted for trade at present, pending further study.

The efforts of the Shovaan diplomats to learn our languages is very much appreciated by the Commonwealth and, should the S.A.A.I.A. wish to provide the appropriate materials regarding your diplomatic lingua franca to our Federal Consolidated Syndicate for Academics, we will, in turn, begin preparing a literacy program for our most capable polyglots. Should our Shov Scieni contemporaries require any additional literary resources in the meantime, requisitions would best be directed to the F.C.S.A.

Firstly, the name of the airport within Isenguard that will be serviced by A.N.C.A.S will be required, as well as a rough estimate of the distance between Perth and Isenguard to ensure that our aircraft can complete the journey. Furthermore, the name of Charoskania's own service, as it has been signified as also operating the route, is also required.

Furthermore, the Federal Consolidated Industrial Syndicate (F.C.I.S.) has determined that, in relation to the trade of steel, gold, and wood, the standard tariffs and restrictions will apply. The application for a trade hub within the F.I.T.H. will be approved upon Charoskania's provision of the required information, and - as per regulation - will be staffed by Australic citizens, as Charoskania does not possess a dual-citizenship agreement with Australia.

Once all aforementioned queries have been addressed, this application will be finalised and fully approved.

The Secretariat of the F.C.S.T. has determined that the route proposition submitted by the United States of Earth Allies cannot be approved for several reasons.

The self-designation of the U.S.E.A.'s government types as United States provides an incomplete assessment of its structure, only elucidating as to its federal nature. Further analysis of available data has revealed the U.S.E.A. to possess the office of president, and to potentially constitute a non-sovereign supranational organisation - should this be the case, the F.C.S.T. would encourage the individual nations themselves to apply for routes, or for the U.S.E.A. to specify that it is applying on behalf of multiple individual nations (and specify these nations).

The route provided does not include Perth, and whilst the names of the three airports are provided, their locations are not. Whilst air and sea transport, provided by the E.A.I.T. would be possible, the Commonwealth's rail network exists only for domestic travel - it is not and cannot be connected to any international network due to our nation being separated from the other continents by oceans of varying size.

The transport of passengers and mail, should the other issues with this proposal be recitified, would be allowed.

Do also note that the Commonwealth is at a state of Cold War with the United States of America and its allied bloc, so should any route require passage over its airspace, it would automatically be denied as a security risk.

Should the U.S.E.A. provide satisfactory clarification as to all aforementioned queries, the F.C.S.T. will reconsider their proposed route/s.

The number of concurrent routes proposed by the Royal Palmyrian Commonwealth is unexpected, but nonetheless shall be approved, in the interests of facilitating regional trade and cooperation. The names of airports in these cities would be an appreciated detail, though in this case - due to the number and nature of routes - is not considered a prerequisite for approval. Also unexpected is the application of both national and private services for these routes; provided these private services abide by the rules and regulations outlined they will be allowed to operate these routes, in addition to A.N.C.A.S. and the Royal Commonwealth's national services. The F.C.S.T. assumes that the operation of the Palmyrian transport hub will be overseen by one or both of the national carriers, and in this case, this is also approved.

Despite the historic de-nationalization of the Palmyrian economy, the continued and present primacy of worker cooperatives is considered a credit by the Federal Consolidated Syndicate for Industry, and as such import restrictions and tariffs will only be applied in-part to Palmyrian imports provided by such cooperatives. All types of normal and maritime cargo specified are approved, though of course there are certain commodities that are restricted or prohibited for import to and export from Australia - the F.C.S.I. can advise individual importers as to such regulations.

Australia possesses a large immigrant and refugee-derived community stemming from the local region of Palmyria and, should the Royal Commonwealth wish to pursue such an option, may find value in the exploration of a dual citizenship agreement. However, do note that Australic dual citizenship is contingent on the abstinence from some capitalistic ventures (including usury, the exploitation of surplus labor value, and business relations with the United States) that may preclude many Palmyrians, and that those already possessing dual citizenships with other nations may also be precluded.

The F.C.S.T., in conclusion, welcomes the Royal Palmyrian Commonwealth's articulate proposal for a gainful trading relationship.

The three routes proposed by the Democratic States of Ezmwalia, to be operated jointly between A.N.C.A.S., GwaMbissi, and EZ-Air, have been approved, barring the inclusion of Canberra in one route - such an inclusion is redundant as domestic travel is handled exclusively by A.N.C.A.S. and our railways. All requisite information is present and within acceptable specifications.

In regards to cargo, due to the mixed but public-leaning composition of the Ezmwalic economy, imported goods will be subject to lessened tariffs and restrictions should their production chain be certified by our F.C.S.I. to meet our standards for labor rights, which can be done on an individual basis.

Finally, the requisition of a hub-space within the F.I.T.H. has been approved. Hangar, refueling, and storage facilities shall be leased to the Ezmwalic government or to its national carrier/s, and be staffed with, aside from the crews of Ezmwalic aircraft, local workers, who must be renumerated by Ezmwalia in accordance with our laws and regulations.

Andreusville and Dove City have been specified as destinations along the route between the I.H.S. and Australia, but it has neither been indicated which of these cities connects to Perth (it would be assumed the latter, Dove City, would be the connecting city) nor has an air or sea port in either location been named. The F.C.S.T. would request clarification on both of these points.

Furthermore, the Southeast Marajaba Trade Company has been cleared to operate a route, but it must be made clear that there exists no possible land route between our two nations, as such only air and sea are available.

Finally, whilst the route can be approved without specification as to trade goods (imports would simply be individually screened and taxed), the F.C.S.T. would appreciate some sort of indication of list of the most common of the goods that the I.H.S. would export and import.

Should the highlighted issues be resolved, the proposed route will be approved for operation.
