Per the Vaux act of 1690 and the Frankenstien Act of 1870, the United Duchies does not allow the sale of human material for consumption or medical research; excluding those uses allowed by license under the Medical Authority Act of 1965.

The sale of human flesh by the Theocracy of Tupeia violates both the letter and concept of these laws. Therefore, all materials transported into the United Duchies, that maybe contaminated with this material from Tupeia, will be required to be tested for contamination per the Health Safety Act of 1976.

Shipping and importing goods from any nation with trade with the Theocracy of Tupeia will require the following steps:

1. An affidavit of no human materials within the shipment manifest must be transmitted and filed with United Duchies Customs at least 72 hours before delivery.
2. All containers from nations trading with Tupeia will be required to be inspected by unloading and visual, physical, sensor, and canine inspection.
3. All biological materials, either declared or found, within shipments from Tupeia trade partners must be tested for the presence of human material. These tests will include:
   DNA scans
   Other scientific methods available to Customs Office at the time
4. All unlicensed biological materials containing or contaminated with human (elvish) material will be destroyed without recourse, or reimbursement, by the United Duchies Government. (Per the Sithirl act of 1990).

All entities providing falsified affidavits will be penalized with an administrative fine of 1000% of the value of the goods shipped, or of 1 million Griffen per shipment, whichever is more.

To pay for these inspection activities, all shipments from nations in trade with Tupeia will be levied an inspection fee of 15%.

All fines and fees will be charged to the shipper and must be paid before any additional goods from that shipper are allowed to be delivered to the United Duchies

All materials and goods from Tupeia are assumed to be contaminated with unlicensed human material. Therefore, all all attempts to import or ship materials from Tupeia to the United Duchies will be held and destroyed, either with, our without, inspection.
Attempts to transship such materials will be charged the inspection fee, and a fine of 10000% of the declared value of the goods or 1 billion Griffens per shipment, which ever is more.
Continuing to violate these rules will result in goods from the stated nations being added to this banned human goods list with the Theocracy of Tupeia.

On 16 June 2021, the Federal Government of Nacrad has been notified of human flesh sales by the Theocracy of Tupeia. As a result, the Department of Commerce (DC), Department of Health (DH) and the Food and Environmental Hygiene Department (FEHD) have discussed upon this issue. Pursuant to the Environmental Hygiene (Burial of Bodies) Ordinance (Cap. 97K), this act is a federal offence and not permitted within the Federal Republic of Nacrad. Therefore, in accordance to the Tariff and Embargo (Banned Goods) Act (Cap. 688A), the Department of Commerce hereby requires the following actions to be undertaken:

1. The Theocracy of Tupeia, and any entity therein, will stop forthwith the advertisement of the sale of human flesh, or any similar product, within all states, territories and overseas territories of the Federal Republic of Nacrad.

2. All persons who has re-entered Nacrad after having visited, transit through, or entered the Theocracy of Tupeia shall be subject to visual, physical, sensor and canine inspection.

3. All biological materials, declared or otherwise upon entry to the Federal Republic of Nacrad shall be tested, by any means necessary, for presence of human materials. All biological materials containing, being, or contaminated with human material shall be destroyed forthwith with no prior announcement or reimbursement.

4. All materials and goods originating from the Theocracy of Tupeia shall be assumed to be contaminated with human material. As a result, any materials or goods originating from the Theocracy of Tupeia shall be detained, and the Customs and Excise Department reserves the right to destroy held materials without inspection.
