It is not high, it is the highest ceiling that can be applied as a customs tariff for trade between the member states of the organization, and every nation has the right to limit or cancel it, but not to exceed this ceiling.

Regarding the constitution

- All member states are bound by the organization’s constitution and laws.

- All member states have the right to participate in public affairs by voting in elections.

- All member states have the right to stand for elections and hold office and positions on the Executive Council on an equal footing.

- The Executive Council has a minimum of 6 and a maximum of 12 member, elected by direct and free universal suffrage.

- All fascist, dictatorial and authoritarian regimes implicated in flagrant violations of international human rights treaties and international trade-related agreements are excluded from membership.

- The Executive Council has the right to cancel the membership of any country involved in these violations.

- Any draft constitutional reform must be approved by two thirds of the Members of The Executive Council.

As for the minor laws:
