Any such project would be done in stages as to enable parts of the campus opening earlier and already creating a revenue stream for the city and campus authorities in order to create a positive financial feedback loop while the other buildings would be constructed. Given proper planning and time table the technical facilities could employ on site students and staff and enable the first generation alumni to study and practice hands on in the fields of construction, civil engineering, ecology, management, waste management, and business, meaning that by the time the campus is officially opened it would already have its first graduates (in the technical fields, humanities would come after this phase!) with experience and expertise enough to immediately join the work force or expand the campus staff.

Thank you for considering BBB Lieblich GmbH for the bid. I sincerely hope that this endeavor will be a successful partnership. I also thank you for the clarifications in regard to the scope of the project. We at BBB have revised the initial proposal to adjust to the 9 billion USD endowment for the proposal. Our current draft is based on the most up-to-date information about Lamau we had access to. The proposal assumes a reasonable time table (no rushing), a high degree of cooperation between BBB and local authorities (minimal to negligible red tape, no politicisation of the project), and no unforeseeable external hinderances (natural events or crises). As such, some aspects of the proposal might require readjustment in cases where the BBB is hindered by external factors. All things considerd the proposal would include the following:
— size and scope according to the specifications and taking into consideration the parts of the university outside of the campus proper.
— use of green and/or sustainable technologies, methods, and designs, with full integration with the preexisting smart city initiatives of Lamau.
— initial focus on facilities related to electrics, electronics, smart grid technologies, information and digital technologies, management, and euthenics, e.g. lecture halls optimised for such classes, laboratories and research centres, workshops, etc. This will also be coordinated with the local authorities in Lamau to further the goals of the city as the "Electric City" of Ko-oren.
— smart power grid and renewable energy generators; we recommend photovoltaics as they require less space and can easily be integrated with preexisting structures while performing even better in cold climates, and BBB has access to high-grade PV installations at reasonable rates. Wind power could be used as an alternative, reserve or both. Regardless, the system would be integrated into the city grid, and should overall increase campus revenue, particularly during semester breaks when most of the output could be sold to the city.
— Inclusion of students as soon as safe and feasible, e.g. after the necessary minimal facilities are operational ~6 months after the start of construction. We also recommend that all relevant off-campus facilities and the campus are to be connected via the Lamau electric bus system as soon as possible to ease commutes. This would also allow a larger group of students to be employed and educated by and during the project initially.

Shinrai proposes to create a medium-sized Y-shaped terminal for the project, with an open-plan concept for the main hallways which will be lined with greenery as well as aesthetic features that maximise the use of natural lighting to reduce electricity consumption. Water recycling and low-energy-fixtures will be used to further trim the carbon footprint of the terminal. The terminal will be designed to move passengers quickly, though in the departure halls, a sizeable variety of spaces for shopping and dining will be included as well. The terminal will be minimalistic in its overall conceptualisation, and seeks to maximise cost-effectiveness in the longer-term. It will also be equipped with an underground link to other terminals via a people mover system, which will also link to the airport's main railway station seamlessly. Security checks will be conducted prior to departure hall entry as well as immediately after baggage pickup. Most importantly, Shinrai is prepared to accommodate special requests by the government of Ko-oren.
