Consortia SA was founded in December 2019 as a strategic partnership between the largest defence companies in Etoile Arcture with the purpose of marketing and selling their products and services on the international arms market. The member businesses employ millions of highly skilled workers at hundreds of sites and facilities throughout Nova and Greater Dienstad producing products that range across every defence sector and market including the fields of marine, aerospace, ordnance and missile technology.

• The owner of the Etoile Arcture NationStates account reserves the full copyright and intellectual property rights to all the original works found on this storefront including: artwork, descriptions, concepts, formatting, NS forum posts and NS dispatches, and all linked off-site hosted content. Any violations of these rights, especially the plagiarism of any content and ideas, will be dealt with harshly through NS moderation channels and other mechanisms.
• This storefront contains products based on a Modern Technology (MT) techspace, which for these purposes I will define as the following: actual real-world technology from the post-Second World War period to the present day (Hard MT) and speculative technology that is 10-20 years more advanced than the current calendar date (MT+). Techspace definitions can be notoriously imprecise, especially the boundary between the MT and Post Modern Technology (PMT) techspaces and the bewildering range of NS-MT, LyranTech and other definitions that have evolved over time. • Production licenses and items marked as sensitive technology and restricted for export will only be sold to nations that maintain close diplomatic ties to Etoile Arcture.
• This storefront does not use economic calculators, but all prospective buyers will be subject to some level of vetting. This may include IC conditions of sale (see Export Controls below) and OOC criteria including: nation age (based on the founding date in the game), roleplayed (if stated) or game nation population size, and NS forums activity and player reputation. Grounds for rejection will include being a recently founded nation with too small a population or economy, and low NS forum post count and therefore being more likely to cease to exist (CTE) at any time.

Consortia operates an e-procurement system for goods and services through a private OpenStack cloud computing infrastructure powered by high-performance OpenPOWER servers based on the Open Compute architecture with FlashSystem storage arrays in hardened data centres. Clients can connect through our enterprise portal that automates and manages all aspects of procurement and inventory management for the purchaser and contractor, including processing of contract awards, purchase orders, invoices, receipts, payments and deliveries, with electronic auditing and review and analysis tools. All internal and external communications traffic is protected by strong end-to-end encryption and zero-trust security that prevent any intrusion, interference or interruption by a hostile third party. Foreign government customers and private commercial companies may connect their own existing requisitioning systems to our private cloud to streamline ordering procedures with the same level of protection applied to the collection, storage, processing and transfer of their sensitive national security and proprietary commercial information.

All types of industry and government acquisition programs are supported:

• Purchase Order - Single award or multiple award contracts to meet specific product or service requirements;
• Contract (IDIQ) - Indefinite delivery/indefinite quantity long-term contracts that do not procure or specify a definitive quantity of goods, supplies and services (other than a minimum or maximum quantity) for delivery during a specific contracting period (usually for five years);
• Package (TPP) - Total package procurement of all major weapon systems for a particular force structure under a single contract containing price, performance and schedule commitments;

Consortia accept funds for contractual compensation e.g., licensing and royalty fees, and payment for defence articles/services rendered only in global reserve currencies. These must be denominated in either Universal Standard Cash Dollars (USD) or NationStates Dollars (NSD) at a standard conversion rate of one USD/NSD to 1.30 US Dollars, or 2.0395 USD/NSD reserve currency unit per 1 Simoleon local currency unit adjusted for inflation. Contracts may be financed through an export credit agency such as an Export–Import Bank, or from an escrow account held in a reputable international banking institution.

The only method of compensation that will be accepted is a 100% upfront telegraphic transfer (T/T) i.e., bank-to-bank wire transfer, and no contract will come into effect until after the receipt of the full payment amount. Confirmation of payment shall be received by the client approving the dispatch containing the product description of the ordered item or items, and confirmation of delivery shall be sent via your nations notices page.

DELIVERY

---

Large defence articles and bulk multi-item orders will be ocean-shipped or air-shipped with a minimum of one cargo shipment per transaction. Under the terms of our FOB (Free On Board) delvery contract Consortia will charter G4 class freighters from a load port to any discharge port worldwide, or Aeroscraft ML86X heavy lift cargo airships for point-to-point deliveries. Charters may be spot (single round trip), or long-term time charters for multi-year deliveries or fulfilling IDIQ (indefinite-delivery/indefinite-quantity) contracts.

Where time is a limiting factor aircraft-shipping is available at additional cost. Consortia can charter Beluga XL, C-10 Minotaur and other large cargo aircraft when rapid delivery is required.

Deliveries of aircraft may be done as complete airframes and flown by ferry flights direct to a delivery airfield by Consortia representatives, or shipped by air or sea with or without their powerplants, avionics, sensors and mission systems installed. In all cases, the purchaser is responsible for providing safe sea and air corridors for the shipments.

For naval products, ships may be delivered in modular sections for final assembly, or as a complete hull to be fitted out at a shipyard designated by the customer, or be fitted out at one of Consortia's partner shipyards and then handed over to the customer for final delivery.

If it is acceptable to the Import Authority we propose to supply the remaining reqiested defence articles as part of a separate production offset agreement between Consortia and Holy Marsh Military Logistics and Appropriation. This will cover the production of 1,000 airframes each of RAQ-39B Clarion, SV-22A Osprey, EV-22A Osprey, E-20A Pontus and P-21A Coriolis aircraft to be assembled by Aerodyne and delivered directly to the Marshite and Romandean Navy. These deliveries will incur no extra cost as we will honour the firm fixed price contract value given in the original order request.

Dear Sir,

Thank you for your purchase order request for 15 May 2020 which we have gratefully received. I am pleased to be able to confirm our intention to sell all three major end items, with the total contracted value amount calculated to be US$956.5 billion. As part of this contract, we have fully assessed your request to make some airframe and armament modifications to the AV-48A Gryphon to better suit the Marshite Navy . We propose the following modifications taking into consideration the following requirements: the need to mount all weapons in the main cabin, avoidance of generating fumes harmful to the crew during weapon firing and maintenance of cabin pressurisation at high altitude. These are:

• Substition of the two CTAS 40 mm CTA autocannon and four XM301 20 mm Gatling guns with four LAMA AC1 Vallum 30 mm caseless compact autocannon;
• Substition of the Royal Ordnance 120 mm gun-mortar with the LY516 Stormdrake 120 mm twin-barrel automatic mortar.

We propose to include an offset agreement as an addendum
to the original purchase contract that will fully fund the cost of making all these airframe modifications, including the development of new weapon mounts and modular pallets for installation in the cabin, and integration of the SACHERI battlespace network and targeting system compliant with Marshite Navy standards. We hope these modifications and new arrangements will be to your satisfaction and intend to implement them as soon as possible.

On the matter of limited licensing, it is currently Consortia's policy to assess all requests on a case-by-case basis on their individual merits. For this reason, we have not currently compiled a list of security classifications on each product for publication. This and all other policies will be constantly kept under review, and we hope the current situation will not dissuade Holy Marsh Military Logistics and Appropriation from conducting further business with us.

I write to you to confirm we have received procurement order IEC-7B3 dated 17 May 2020. Consortia is pleased to be able to inform you of our intention to fulfil this request in full for the quoted contract value of US$12,853,163,47. I can also inform you that Consortia has secured all necessary approval fror the export of the requested defence articles to the Imperial Eothasi Commonwealth, including the three long lead time units of the Coalition Class Hospital Ship. Notification of these sales has been lodged with the appropriate authorities in Etoile Arcture and have been published in an official notification by the Bureau of Political Military Affairs as per the Export Control Policy of the Unitary Technocracy of Etoile Arcture. In conformance with the terms set forth in Ministerial Direction 2020/141 the following shipping arrangements have been made:

1. Delivery of M334 Wolverine vehicles, FIM-192A Scorpion missiles, P360 Azrael pistols, AH-M16 grenades and other equipment will be by a spot cargo freight shipment to Grozzo Harbour in the Imperial Eothasi Commonwealth. Full inspection will be available to your officials and plenipotentiary's at the discharge ports in Etoile Arcture as well as on final delivery at Grozzo Harbour.
2. Delivery of SV-22A Osprey aircraft will be by ferry flights from Etoile Arcture to Eothasia conducted by Consortia pilots and crew and supported by aerial refuelling tankers of the Etoile Arcture Aerospace Forces as part of Operation Green Harvest VI.
3. Delivery of all three fully assembled and outfitted units of the Coalition Class will be made at Grozzo Harbour to be handed over for commissioning into the Crowned Eothasi Navy after sailing from their construction yards in Etoile Arcture.

Deliveries will commence as soon as we receive confirmation of payment in the full contract amount by telegraphic transfer.

While it will be the conclusion of this particular contract on final delivery of all the items it is our company's and client's sincere hope that the Imperial Government will continue to consider Consortia for its future defence needs.

The Royal Serpens Land Air Force is in the process of expanding it's fleet of aircraft. We have located 3 models of aircraft from your catalogue that meet our requirements.

Currently we are lacking of a long range marine patrol and anti submarine aircraft. This role is currently being filled with our fleet of 12 Kaman SH-2G Super Seasprite helicopters. We have decided that the P-21A Coriolis will be the best fit for this role, and would like to order 10 units.

We would like to pay half the amount upon ordering, and the other half when the final aircraft arrives.

The Royal Serpens Land Air Force is in the process of acquiring new trainer aircraft to supplement our current fleet of Beechcraft T-6 Texan II aircraft. The AT-47A Vandal goes above and beyond our requirements. As this aircraft is faster and more manoeuvrable than our Beechcraft T-6 Texan II aircraft, it will also serve with the No. 7 aerial demonstration squadron (nicknamed the "Flying Snakes").

We would like to negotiate a contract to build 35 AT-47A Vandal aircraft in Serpens Land with Wilcox-Aeyers Aerospace

Lastly, we are noticeably lacking an airborne early warning aircraft. After some consideration, we have decided the E-33B Watchtower nicely fits the bill.

Again, we would like to pay half the amount upon purchasing the aircraft, and the other half upon arrival.
