PROCUREMENT PACKAGES
Ground Combat
The following table of order and equipment (TO&E) contains all the pre-requisite manoeuvre, aviation, fires, battlefield surveillance, sustainment and manoeuvre enhancement assets to fully equip battalion task groups for regiment or brigade-sized units of action organised into a combined arms army or Western divisional structure. Total procurement cost per package: US$15 billion
Sea Combat
The following contains all the pre-requisite ships and aircraft to equip a ship division or Western task force and its embarked shipborne aviation regiment or Western air wing. The total procurement cost is US$41.5 billion for a carrier battle group package, US$16.05 billion for an amphibious assault group package and US$18.45 billion for an amphibious attack group package.
EXPORT CONTROLS
Consortia is subject to the export control policies of the government of Etoile Arcture, with all military end items, including classified/sensitive equipment, software and technology, strictly regulated by local statutes and international law without exemption. All sales are approved only where they are consistent with the foreign policy interests of Etoile Arcture only for the purposes of legitimate self-defence in accordance with General Assembly Resolution #399 "Responsibility in Transferring Arms" and General Assembly Resolution #418 "Safeguarding Nuclear Materials". End-user certificates may be rejected or revoked wherever a state or non-state actor has been identified as a threat to the national security interests of Etoile Arcture, and/or may endanger international peace, security and stability or is in violation of General Assembly Resolution #23 "Ban on Slavery and Trafficking". A list of proscribed countries and regions under sanction that are subject to arms embargoes will be enforced. Governments that maintain close diplomatic relations with Etoile Arcture and its allies, and share the same values and princples, especially a commitment to human rights, and civil, political and social freedoms, will always be given preferential consideration.
CONTRACTS AND SERVICES
Consortia operates an e-procurement system for goods and services through a private OpenStack cloud computing infrastructure powered by high-performance OpenPOWER servers based on the Open Compute architecture with FlashSystem storage arrays in hardened data centres. Clients can connect through our enterprise portal that automates and manages all aspects of procurement and inventory management for the purchaser and contractor, including processing of contract awards, purchase orders, invoices, receipts, payments and deliveries, with electronic auditing and review and analysis tools. All internal and external communications traffic is protected by strong end-to-end encryption and zero-trust security that prevent any intrusion, interference or interruption by a hostile third party. Foreign government customers and private commercial companies may connect their own existing requisitioning systems to our private cloud to streamline ordering procedures with the same level of protection applied to the collection, storage, processing and transfer of their sensitive national security and proprietary commercial information.
All types of industry and government acquisition programs are supported:
- Purchase Order - Single award or multiple award contracts to meet specific product or service requirements;
- Contract (IDIQ) - Indefinite delivery/indefinite quantity long-term contracts that do not procure or specify a definitive quantity of goods, supplies and services (other than a minimum or maximum quantity) for delivery during a specific contracting period (usually for five years);
- Package (TPP) - Total package procurement of all major weapon systems for a particular force structure under a single contract containing price, performance and schedule commitments;
- Agreement (LDPR) - Limited domestic production rights agreements negotiated by between license holder and prospective licensee for granting non-exclusive limited rights to blueprints and designs for the specific purpose of making copies of such products for the client or a specified end-user. Note that granting of such agreements is restricted to nations that maintain good diplomatic relations with Etoile Arcture.

PAYMENT
Consortia accept funds for contractual compensation e.g., licensing and royalty fees, and payment for defence articles/services rendered only in global reserve currencies. These must be denominated in either Universal Standard Cash Dollars (USD) or NationStates Dollars (NSD) at a standard conversion rate of one USD/NSD to 1.30 US Dollars, or 2.0395 USD/NSD reserve currency unit per 1 Simoleon local currency unit adjusted for inflation. Contracts may be financed through an export credit agency such as an Export–Import Bank, or from an escrow account held in a reputable international banking institution.
The only method of compensation that will be accepted is a 100% upfront telegraphic transfer (T/T) i.e., bank-to-bank wire transfer, and no contract will come into effect until after the receipt of the full payment amount. Confirmation of payment shall be received by the client approving the dispatch containing the product description of the ordered item or items, and confirmation of delivery shall be sent via your nations notices page.
DELIVERY
Large defence articles and bulk multi-item orders will be ocean-shipped or air-shipped with a minimum of one cargo shipment per transaction. Under the terms of our FOB (Free On Board) delvery contract Consortia will charter G4 class freighters from a load port to any discharge port worldwide, or Aeroscraft ML86X heavy lift cargo airships for point-to-point deliveries. Charters may be spot (single round trip), or long-term time charters for multi-year deliveries or fulfilling IDIQ (indefinite-delivery/indefinite-quantity) contracts.
Where time is a limiting factor aircraft-shipping is available at additional cost. Consortia can charter Beluga XL, C-10 Minotaur and other large cargo aircraft when rapid delivery is required.
Deliveries of aircraft may be done as complete airframes and flown by ferry flights direct to a delivery airfield by Consortia representatives, or shipped by air or sea with or without their powerplants, avionics, sensors and mission systems installed. In all cases, the purchaser is responsible for providing safe sea and air corridors for the shipments.
For naval products, ships may be delivered in modular sections for final assembly, or as a complete hull to be fitted out at a shipyard designated by the customer, or be fitted out at one of Consortia's partner shipyards and then handed over to the customer for final delivery.
COPYRIGHT AND LEGAL NOTICE
All Patent Rights, Know-How, Trademarks, Final Art, and Technology, are owned exclusively by Consortia and its clients, and no license with respect to them or any other intellectual property is granted to any third party, except for the limited and specific purpose of making products in accordance with any Agreements signed between Consortia and a contracting party and otherwise performing its obligations hereunder.
All goods, services and technology sold to the buyer are for the exclusive use by the buyer or an end-user designated within the terms of the purchase or licensing agreement negotiated with Consortia or a client company, and any retransfer or re-export to a third party is strictly prohibited, including the reselling, repackaging, unlicensed copying and reverse engineering of our products. Consortia will aggressively defend the intellectual property rights (IPR) of its clients in the international courts and rigorously pursue any violators.
