Welcome to the Trade Zone Program of Lubiar!

This portal was established to provide a quick and easy reference about the different trade zones of Lubiar, including information on how to establish new ones for interested government and or private partners. Conceptualized in February 2020, the Trade Zone Program (TZP), was the answer of the Trade Federation to address the city-state's small land territory, reliance on global trade and investments and mission to promote closer relations with its international neighbors.

The TZP provides people with an exciting living and or work space, under the framework of specially tailored rules and regulations which encourage business, innovation and sustainability, and a unique platform to encourage an easy exchange of ideas, goods and people from one jurisdiction to another.

What is a trade zone?

A trade zone is a portion of territory owned by another state (the host government), which is rented to the Trade Federation of Lubiar. The land remains a possession of the host government, but is subject to Lubiarian law and process for the duration of its existence as a trade zones. A trade zone offers living, educational, recreational and work space to citizens of Lubiar, citizens of the host nation and other residents of the trade zone.

How is a trade zone established?

A trade zone is established by a Trade Zone Program Agreement signed by Lubiar and the host government. The document details the different rights and obligations of the parties relative to the trade zone. Each TZPA is different, depending on the expectations and circumstances of the participating host government, but contains the most basic protocols related to territory, non-interference, movement of persons and goods and security. A trade zone will also contain the diplomatic mission of the Trade Federation of Lubiar.

What are the benefits of establishing a trade zone?

Trade Zones attract human capital and investments, which help the immediately surrounding areas under the jurisdiction of the host government grow and develop. Supply chains will be tapped to supply the industries within the Lubiarian trade zone, generating demand that will grow the local and national economy of the host government.

Host governments derive a share of the revenues generated from all economic activity occurring within their trade zone. The Lubiarian government will set aside 5% of all revenues generated annual as a special levy to be remitted to the host government.

The hosting of a Lubiarian trade zone enables the host government access to the Lubiarian Free Trade Area (LFTA), which includes the Trade Federation and all the other trade zones of the program. This means that a host government can sell its products or buy those from other nations at zero to minimal rates, notwithstanding the fact that they have no existing trade agreement. As long as the goods are exchange through the trade zone, zero to minimal rates guaranteed to Lubiar will be extended to the government hosting a Lubiarian trade zone.

The Lubiarian Free Trade Area is also makes possible the movement of persons and services. Opening a Lubiarian trade zone will allow your qualified citizens to visit, work in, study and even live in Lubiar and the other trade zones. This easy movement of people encourages the spread of innovation and best practices.

Won't trade zones endanger the security of a host government?

No. One of the standard provisions of all Trade Zone Program Agreements is the requirement of non-interference. The Trade Federation will never use the trade zones as bases to plot against the host government and or interfere with its internal affairs. Lubiarians are interested in trade and commerce, not war and bloody expansion. Although security assets may be deployed by Lubiar to a trade zone from time to time, they will only for the self-defense of the trade zone. The size of deployed forces can also be cut back if there is an agreement wherein the host government will assist in the Lubiarian government in case of a military attack on the trade zone. At all times, Lubiar will observe the host government policy regarding the storage of nuclear, chemical or biological weapons.

Trade Zone Program Agreement

The TZPA details the different rights and obligations of the parties relative to the trade zone. Each TZPA is different, depending on the expectations and circumstances of the participating host government, but contains the most basic protocols related to territory, non-interference, movement of persons and goods and security.

Standard Provisions:

The Trade Zone Program Agreement

The Trade Zone Program Agreement (Agreement) is entered into by the Trade Republic of Lubiar and the state of _______, after agreeing to bound themselves in the spirit of friendship and mutual prosperity, in order to establish a Lubiarian trade zone and provide the framework by which rights and responsibilities may thereafter be exercised.

By participating in the Trade Zone Program and the Lubiarian Free Trade Area (LFTA), Lubiar and the host nation agree to the following:

Section 1. Lease of Land
The host nation shall allocate a portion of its territory for a trade zone of Lubiar, to be leased to the latter in perpetuity.

Section 2. Non-interference
a. Lubiar commits to respect the sovereignty and territorial integrity of the host nation and shall refrain from interfering in its internal affairs.
b. The host nation commits to respect the control and management of Lubiar of the trade zone, the autonomy of the trade zone, and shall refrain from interfering in the internal affairs of Lubiar and its trade zone.
c. In times of foreign military aggression, terrorism or natural disaster, the governments of Lubiar and the host nation may request for the assistance, including the deployment of military forces, as may be deemed appropriate by the host government.

Section 3. Immigration and Nationality Laws
a. Citizens of the host nation who elect to reside in the trade post at the time of its constitution shall be entitled to permanent residency in the trade zone.
b. Children born to a permanent resident shall derive permanent residency status only if born within the trade zone.
c. Children born to non-permanent residents who have legally entered the trade zone and are under its jurisdiction, shall be entitled to permanent residence.
d. Permanent residence in one trade zone does not automatically confer permanent residence in another trade zone.

Section 4. Revenue sharing
The trade post government shall remit 5% of all revenues generated within the trade post to the host government annually.

Section 5. Movement of Persons
a. Citizens of the host nation shall have the right to travel, study, reside and work in the Trade Zone and may be qualified to apply for permanent residence therein. Permanent residents of the trade zone shall have the right to travel without need of a visa to Lubiar and all its other trade zones, provided that a similar arrangement for the freedom of movement to the host nation is also extended to Lubiarian citizens and permanent residents of its other trade zones.
b. The freedom of movement provided under the earlier subsection, may be suspended during times of national emergencies as may be declared by the Lubiarian or host government.

Section 6. Movement of Goods
Lubiar and host nation agree to reduce trade barriers, import quotas and tariffs, and to increase trade of goods and services with each other. They shall subject originating goods of the trade zones to preferential tariffs.

Section 7. Additional Protocols
Lubiar and the host nation may enter into additional protocols which may revise or add to the terms of this agreement.

Danuun is the first ever trade zone established by Lubiar. It covers an area of 8,300 square kilometers and contains Crysuko's busiest container port. Danuun has served as a major trade hub for over a century. With its flat land, warm climate and strategic position, the territory will be a vital link in the growing Lubiarian global trade network.

Lubiarian Trade Zone of Portsville / the Nacrad-Lubiar Trade Cooperation District, Nacrad

Major assets: access to the Portsville International Airport (within 8 kilometers) and 16 kilometers southwest of a hybrid cargo-passenger port

Portsville is the second trade zone established by Lubiar. Covering an area of five hundred square kilometers, the territory is strategically located in the middle of two international ports in southern Nacrad's, a major cargo and passenger sea port to the southwest and Portsville International Airport. The territory enjoys a temperate climate year round. Its hilly landscape and proximity to the Portsville International Airport forces buildings to be no taller than 75 meters, with those in excess of 60 meters requiring the installation of red beacons as warnings for the plans bound for the airport. The LTZ is being developed as Nacrad's newest mega logistics hub and main southern gateway.

Lubiarian Trade Zone of Vik / The Waldoven-Lubiar Economic Trade Area (WETA), Waldoven

Major assets: seaport, beautiful caves and cliffs, coal and oil reserves, tourism

Vik is the third trade zone established by Lubiar. This quaint port town is a famous tourist hotspot. Punctuated by its cold and wet climate, Vik was a bustling retail center fully integrated with the local travel industry prior to the Waldoven disaster which killed almost all of the residents. The town has started to slowly recover, with the government successfully rehabilitating most the area. Its beautiful caves and cliffs have reported reserves of coal and oil.

Major assets: proximity to tourist hotspots and regional capital, a humid subtropical climate, with no month dipping below freezing, pristine white beaches

Lesser Kinmen Island of 5,700 residents is located 2.75 km from the tourist hotspot Kinmen Island, and 4.78 km from Amoy, which is the state capital of Udrain. The island was formerly home to the C Company, 233A Army Battalion, which occupied the Lesser Kinmen Camp at the south,
It has a humid subtropical climate, with no month dipping below freezing, along with a high rainfall of 2,300 mm per year, most of which falling between May and September. It is located inside the Fermosa Strait, the island of Fermosa blocking and weakening all typhoons entering the region. As for transport, a bi-hourly ferry connects the island to the mainland, while the service towards Kinmen Island is available every half an hour. The Trans-Kinmen Bridge, connecting this island with Kinmen Island, is projected to open on 23 July. The Army Company also operates the Lesser Kinmen Airfield (VYLK), which is a joint military-civilian airfield aligned along the southeast coast, starting above the Lesser Kinmen Beach and extending north-northeast, having a runway of 1.12 km. It has a distinctively Min culture, along with being lined by pristine white beaches, much like its bigger brother.

The Baruna Trade Zone is located at the Barunajaya District of Ubung, Pemecutan's largest city and main economic center. It has a tropical climate with little difference between rainy and dry season. The leading economic activities in Ubungare are banking, textile industry, food processing, tourism, entertainment industry and retail. The Trade Zone has easy access to the Port of Ubung, the country's largest and busiest port and the Ubung-Satria International Airport. The area has been settled by ancient nations of Pemecutan, first as a port of the Watugunung Kingdom and then as capital of Ulunusa Kingdom before moved to Satria.

Lubiarian Trade Zone of Urtomin Peninsula, Ihilthracna

Major assets: proximity to Ubung City, port of Ubung and Ubung-Satria International Airport, a tropical climate, historic districts
Officials: Vice-Head of the third chancellor of Foreign Affairs Tendor Lindel - Chief Operating Officer. Board members Anvarn Konig and Destin Kulo

The trade zone is located at the tip of the Urtomin Peninsula. The the area is home to 15 million people, making it one of the densest areas in is shaped like an island with a volcano at its prominent geographic marker. The peninsula has less than a mile long connection to the mainland. It has a humid and hot climate. It was one of the main sites of war in the Second Ihilthracnan civil war.

Lubiarian Trade Zone of Joyea City, Peoples Republic of Joyea

Size: 200 miles by 100 miles square kilometers
Major assets: proximity to Ubung City, port of Ubung and Ubung-Satria International Airport, a tropical climate, historic districts
Officials: Mikhail Lebedev - Chief Operating Officer. Board members Angelina Chernyshevsky and Nikolai Preobrazhensky

Known in Joyea as the Peoples Foreign Trade Zone of Lubiar in the Peoples Republic of Joyea, the trade zone's land is mainly jungles and beaches. Climate is hot and rainy during the spring and summer while it is cold and extremely snowy during the fall and winter seasons. The trade zone is located on the east cost of Joyea, and is strategically near Joyea City. The area has abundant natural resources such: oil, coal, uranium, and diamond.

Lubiarian Trade Zone of Mèrcala, Charellia

Major assets: military base with infrastructure, seaport and airport and proximity to Piraea and Tiran, these being Charellia's largest, and third largest cities for international trade respectively

The trade zone consists of the Mèrcala Naval Base and its surrounding areas. The base already has most of the infrastructure in place to support a trade zone, including housing sufficient for several thousand people and a functional, if somewhat dilapidated, seaport and airport. Nearby cities include, Piraea and Tiran, these being Charellia's largest, and third largest cities for international trade respectively.

Almat has a temperate maritime climate. Although deforestation has been a significant problem in the past, conservation efforts over the past thirty years have largely been successful in restoring the ecosystem. Fisheries account for most the island's current economic output, supplemented by some agriculture and tourism. The island's approx. 4200 residents, most of whom live on the southern side, are predominantly rural with the only other major settlement being the town of Tirevol Point, which is also home to the island's civilian airport.

Major assets: Lorrana's largest port city and trade hub

Located on Lorrana's west coast, Salence Village is Lorrana's largest port city and trade hub. Salence Village connects Lorrana to the rest of the world through its well known shipping port. As well, the headquarters for most of Lorrana's companies are located in Salence Village. A good ways south from tourist city Ribi (and southwest of capital Lorrana City), Salence Village has a much more energetic and productive vibe. Salence Village was first established three hundred years ago as a place to trade with Shango, an island nation which has water borders with Lorrana. Salence Village, like much of Lorrana, is part of a tropical rainforest climate zone. In Salence Village, there are two seasons. Wet season is the first six months of the year (note that in Lorrana the year starts in March) and dry season is last six months of the year. Temperatures are pretty much the same all year round, with the average daily low/high being 73 and 82 Fahrenheit, respectively.

Major assets: The Area is mostfly flat with greenery, just outside of the city of Hekshire, has direct connections to a major highway.

Also known as the Hekshire Commerical Zone, the trade zone is located on mostly flat land with greenery and is just outside of the city. The trade zone has direct connections with the major highways of the country.

Officially, The Subcommittee for Trade Zones Administration of the His Most Royal Highness' Council, the TZA is the primary supervising body of all Lubiarian trade zones. The Subcommittee coordinates policy to be made effective to all the trade zones, helps resolves conflict between them and their host governments or those between trade zones under the program and formulates policy recommendations for the consideration of the prince and his legislators. The Subcommittee passes Trade Zone Regulations (TZR) which are supposed to be implemented in all trade zones.

Authorizing the Trade Zones to adopt their own flag, coat of arms and anthems and prescribing guidelines for their use.

Imposing a temporary ban on visitors from COVID19 infected countries.

Empowering Trade Zone Authorities to determine appropriate border controls with host nations to prevent COVID19 transmission

Crysuko to host first ever Lubiarian trade zone

The Subcommittee for Trade Zones Administration of His Most Royal Highness's Council (TZA) today announced that the Trade Federation of Lubiar and the United Crysukon Socialist States (UCSS) have finalized an agreement to establish the first Lubiarian trade zone in the port city of Danuun.

The Lubiarian Trade Zone of Danuun is set to become first foreign territory to be controlled by the trade federation under the Trade Zone Program. It covers an area of 8,300 square kilometers and contains Crysuko's busiest container port. Danuun has served as a major trade hub for over a century. With its flat land, warm climate and strategic position, the territory will be a vital link in the growing Lubiarian global trade network. Backed by Lubiarian law, processes, capital and talent, Danuun is expected to expand its role as an economic driver for Danuun and encourage the development of its surrounding communes.

Lady Hannah of New Providence, Chair of His Most Royal Highness' Council, lauded the successful negotiation of the agreement and expressed optimism for the future of Lubiarian-Crysukon relations. "Lubiar and Crysuko have some fundamental differences. We're capitalists, Crysukons are socialists. Meanwhile, Bradley Stone, current port director of Danuun was nominated as the Chief Operating Officer. Other board members appointed were Dieter Amsel, port authority controller and Lilith Adams, the youngest board member and a representative of the United Port and Dock Labourers (UPDL), the leading labour union for the area.

The president and chancellor will attend for the ceremony, along with the 3 delegates fot the raising of the new flag for the area as well as to meet with the foreign personnel to discuss finer matters. The hopes being to increase trade relations with the rest of the world, as Crysuko with its great amount of heavy industry and agricultural output has a great deal to offer other nations.

Portsville-on-sea, Nacrad - This bustling area of 150,000 residents has for years benefited from being in the middle of southern Nacrad's major sea and air ports. But its hilly landscape and proximity to an active international airstrip has long stunted development and deprived the area of realizing its full economic potential.

That will soon change with the establishment of the Nacrad-Lubiar Trade Cooperation District, a five hundred square kilometer Lubiarian trade zone (LTZ).  The Subcommittee for Trade Zones Administration of His Most Royal Highness' Council (TZA), said on Tuesday that the Trade Federation and the Federal Republic of Nacrad have agreed to the final draft of the Trade Zone Program Agreement,  paving the way for the establishment of the LTZ. 

TZA Administrator Rudolf Pierre said that that the long-term vision for Portsville is to transform it into a megalogistics hub, a primate gateway for southern Nacrad.

"Portsville is in the middle of two great international ports and has access to good transport links. If we can make those links better and let more industries and businesses settle there and utilize those transport links, there's no reason why the area can't become thriving industrial and investment hub." Mr. Pierre said.

 Prior to the briefing, Lady Hannah of New Providence, Chair of His Most Royal Highness' Council, reportedly called Nacrad's President Matthew Young Smith to reiterate Lubiar's gratitude for the new partnership between their countries and personally relay the Prince of Lubiar's invitation for President Smith to attend the LTZ opening ceremony.

Tuesday's briefing also reported the negotiation of additional protocols for the LTZ in Nacrad. Given its proximity to the Portsville International Airport, the LTZ will enforce strict building height regulations, limiting structures to 75 meters. The Nacradian Civil Aviation Authority has also asked that buildings in excess of 60 meters be equipped with red beacons to alert airplanes at night. Meanwhile, the airport will be banning nightlights from 0:00 to 6:00 to limit noise pollution for the welfare of the LTZ's residents.

Waldoven wants to rebuild Vik to its former glory and sees this agreement as the only way to do it quickly.Waldoven has just finished rebuilding most of the area and people are starting to migrate there. We see this as the perfect time to establish this agreement. Vik has a cold and wet climate and it is surrounded by cliffs. The town has large caves and has beautiful cliffs which tourists flock to every single year from all around Waldoven. Much of the information about the resources around Vik has been lost so we are still exploring how much coal and oil is locked away in the cliffs. Vik has a large port that can be used for exporting and importing to and from around the world

Waldoven determined to turn scenic town into major tourist center

Vik, Waldoven - This quaint port town famous for its large caves and beautiful cliffs is easily one of the Republic of Waldoven’s favorite tourist spots. But if officials from Lubiar are to be believed, Vik's best days are yet to come.

The Trade Federation and Waldoven have signed an agreement for the latter to host a Lubiarian trade zone, the Subcommittee for Trade Zones Administration of His Most Royal Highness's Council (TZA) announced on Monday. Covering an area of twenty square kilometers, this small but geographically beautiful and strategic settlement will be the home of the Waldoven-Lubiar Economic Trade Area, a Lubiarian-controlled territory.

Punctuated by its cold and wet climate, Vik was a bustling retail center fully integrated with the local travel industry prior to the Waldoven disaster which killed almost all of the residents. The town has started to slowly recover, with the government successfully rehabilitating most the area. Once the Trade Zone Program Agreement is formally signed, Lubiarian capital will start flowing in to encourage the growth of more trade and business in Vik and its surrounding area.

The TZA has reported that it has submitted the nominations of three leading Waldovians to serve in the Managing Board. Ms. Emma Stewart, the head of the Waldovian construction authority, Mr. Hakan Stromberg, a leading economist and Mr. Hugo Olsen, former mayor of the national capital. Ms. Stewart will be also nominated to serve as Chief Operating Officer (COO), the first female administrator under the program.

Lady Hannah of New Providence, the Chair of His Most Royal Highness’ Council, welcomed the nomination of Ms. Stewart as COO, which comes after the celebration of International Women’s Day. Lady Providence said that Ms. Stewart will be "integral in continuing the growth of Vik and help lead the territory to a brighter future. She is a role model not only for Waldovian women, but also for Lubiarians as well.” Ms. Stewart followed her parents' footsteps and started as a construction foremen. Her skills and strong work ethic allowed her to rise through the ranks until she became the head of Waldovian construction, using that position to oversee the rebuilding of the country after its great disaster.

Lubiar's Trade Zones: The breeding ground for economic recuperation?

Lubiar, Lubiar - When the program was launched in February 2020, Lubiar's trade zones were marketed as unique platforms to encourage the easy exchange of ideas, goods and people from one jurisdiction to another. Now, they are facing an uncertain period as Covid-19 hinders their activity.

While the world economy grinds to a halt due to governments imposing several restrictions which effectively stifled the movement of people, exchange of goods and economic activity in general, the Administrator of the Subcommittee for Trade Zones Administration of His Most Royal Highness' Council (TZA), Rudolf Pierre, looks to the expansion of his enclaves in order to rescue the world once the pandemic is finally over.

Pierre argues that these Lubiarian enclaves "eliminate burdensome taxes and over-regulation, are a testament to the cooperative creativity and power of human-centered markets and are machines of economic recovery and growth."

“For example, we think that a major lesson of this crisis is for producers to diversify value chains rather than to unwind globalization altogether,” Mr. Pierre said. “This process may well provide opportunities for the Lubiarian zones to expand into new fields of activity and could help them lead a recovery in their host countries based on demand and investments from abroad.”

By doing this, says Pierre, the trade zones could spearhead the move to restore economic activity back to pre-pandemic times. He explains that this can be initiated by “firms located within these developed zones that are in a better position to support the restart of the economy than many developing and emerging economies are”.

The challenge, is of course, keeping these territories attractive and sustainable. If the administration of the zones is not done correctly, they may end up becoming a liability rather than an asset for the host States, causing untold damage in terms of "foreign, economic and sociocultural considerations" says Carmina Williams, Chairman and Chief Executive Officer of the Lubiarian Trade Zone of Danuun.

A way of promoting investment in the zones amid the pandemic is to introduce new incentives to attract potential new investors, according Williams. She explained that the zone has developed a three-part plan along these lines. The plan consists first of ensuring that the free zone is safe from a health perspective. The second part involves lowering prices during the recovery period. The third stage is to move transactions and meetings online as much as possible.

"What make us so effective is their near lack of taxation and regulation. The less the better. Half-way zones will have half-way results. The best and brightest people with the best ideas will flock to the areas of greatest freedom. It has always been so." Williams added.

Size of the proposed Trade Zone: 17.2 sq. km.
Population currently residing in the area of the proposed Trade Zone: 5,700 civilian, 230 military
Brief description of the proposed Trade Zone, preferably containing information about its geography, climate, history, natural resources available etc.: Lesser Kinmen Island is located 2.75 km from the tourist hotspot Kinmen Island, and 4.78 km from Amoy, which is the state capital of Udrain. The island is currently home to the C Company, 233A Army Battalion, which occupies the Lesser Kinmen Camp at the south, sharing the island with 5,700 residents.

It has a humid subtropical climate, with no month dipping below freezing, along with a high rainfall of 2,300 mm per year, most of which falling between May and September. It is located inside the Fermosa Strait, the island of Fermosa blocking and weakening all typhoons entering the region.

As for transport, a bi-hourly ferry connects the island to the mainland, while the service towards Kinmen Island is available every half an hour. The Trans-Kinmen Bridge, connecting this island with Kinmen Island, is projected to open on 23 July. The Army Company also operates the Lesser Kinmen Airfield (VYLK), which is a joint military-civilian airfield aligned along the southeast coast, starting above the Lesser Kinmen Beach and extending north-northeast, having a runway of 1.12 km, while its big brother has the Kinmen Regional Airport (KIN/VYLB) which sees service to the various cities in Udrain, Athery and Fermosa. VYLK has been used both as a gateway for visitors to this getaway, and as a resupply airfield for the C Company.

It has a distinctively Min culture, along with being lined by pristine white beaches, much like its bigger brother. However, as it is far more convenient to go to Kinmen Island, Lesser Kinmen has seen a steady decline of both residents and tourists.

The Army Company has agreed to follow the requests of the Lubiarian Government's requests, whether to leave the island, stay behind, or otherwise, as the Lubiarian authorities see fit. However, they have requested that, should they need to leave, either a new crew is to be nominated for the handover of the Lesser Kinmen Airfield air traffic control duties or a contingent is to be allowed to remain and operate this airfield.

Leisurely wandering along one of Lesser Kinmen’s many beaches is arguably the best part of visiting the naturally blessed island. The fine sands and verdant local forests provides a brilliant backdrop which has long attracted visitors.

In recent years, however, the number of tourists to Lesser Kinmen, also known as Liehyu Island, has dwindled. Together with some of its residents, they have been moving to the island's bigger brother, Kinmen which offers more facilities and convenient transportation.

Now, Lubiar is stepping in to change that trend and restore Lesser Kinmen's position as a viable tourism getaway. 

The Subcommittee for Trade Zones Administration of His Most Royal Highness' Council (TZA) said on Tuesday that the Trade Federation and the Federal Republic of Nacrad have finalized a new Trade Zone Program Agreement, paving the way for the establishment of the Nacard's second Lubiarian Trade Zone (LTZ).

"We see a lot of potential for tourism projects. Lesser Kinmen is a naturally blessed island. Its fine sands and verdant forests provide a brilliant backdrop while its rich Min traditions and military history show a rich culture. The 17.2 square kilometer-LTZ includes the Lesser Kinmen Camp at the south, which was formerly home to the C Company, 233A Army Battalion of Nacard and the Lesser Kinmen Airfield, a joint military-civilian airfield aligned along the southeast coast. The camp and airfield will now be maintained by a small Lubiarian army contingent. Plans are already underway to organize a huge island parade and ceremony at the camp to mark the handover. Meanwhile, the TZA said that they will be looking for partners to operate regular charter flights to Lesser Kinmen Airfield.

The island will also be benefiting from the opening of the Trans-Kinmen Bridge, which will connect Lesser Kinmen with Kinmen Island. Projected to become operational by 23 July 2020, the bridge will considerably improve the connectivity of Lesser Kinmen and encourage more people to visit the island.

Asked if the LTZ will compete with Kinmen Island for tourists, Charles Kin-Kwok Chow said he sees the two islands as complementing each other. will provide Mr. Chow, a retired army captain, who is the nominated chief operating officer and board member of the Lesser Kinmen LTZ said Lesser Kinmen will have its own niche. "With the LTZ, Lesser Kinmen will be more international, more luxury-based, very high end and more expensive and far more exclusive. Kinmen I think offers a product that is more accessible in terms of budget. They have more transportation links and more mass tourism than we do on Lesser Kinmen."

"I think the game plan really is let these islands develop together. Before, people saw a picture of one island getting people and opportunities from the other. We're changing that. While each island is definitely unique, and should be allowed to showcase that uniqueness, we should also look at the policies and or projects we can work on together." Mr. Chow added.

Its main economic drive are banking, textile industry, food processing, tourism, entertainment industry and retail.

The area where the city is located was the first place to be settled by Austroloids and also Austronesian people that came to the island. The city was the site of Barunajaya village, the former port of Watugunung Kingdom, former nation which reigned in Pemecutan. Now the village has become part of the city. It then become the capital of Ulunusa Kingdom (1351-1665) before being moved to Satria. Ulunusa Kingdom then become one of the constituent states of Pemecutan. While Ubung continue to become the main port of the country.

Lubiar set to establish a trade zone at economic heart of Pemecutan

Ubung has long been Pemecutan's largest city and prime economic engine. Its strategic location on the country's main island, developed infrastructure and transportation systems has allowed its people to live comfortably and prosper. This makes its the perfect location to usher in a new period of economic prosperity, led by multilateral trade, connectivity and engagement.

The Administrator of the Subcommittee for Trade Zones Administration of His Most Royal Highness' Council (TZA), Rudolf Pierre announced on Thursday that the governments of Lubiar and Pemecutan have finalized a trade zone program agreement that will facilitate the establishment of Lubiar's first trade zone in Pemecutan, and fifth overall. The agreement comes after Pemecutan has finally decided to allow foreign entities to invest and engage in economic activities within the country.

“We are extremely honored to become the first foreign entity to be authorized to do business within Pemecutan." Mr. Pierre said. “We are excited to partner with their government to develop Barunajaya District and help maintain Ubung city's role as Pemecutan's primary economic center."

The Baruna Trade Zone will be located at the Barunajaya District of Ubung. It has a tropical climate with little difference between rainy and dry season. The leading economic activities in Ubung are are banking, textile industry, food processing, tourism, entertainment industry and retail. The Trade Zone has easy access to the Port of Ubung, the country's largest and busiest port and the Ubung-Satria International Airport. The area has been settled by ancient nations of Pemecutan, first as a port of the Watugunung Kingdom and then as capital of Ulunusa Kingdom before moved to Satria.

The vision for Baruna is to transform it into a planned metropolis with a mix of residential, leisure, commercial, and industrial spaces. Pemecutan's Deputy Minister of Small and Medium Scale Businesses Komang Oka Antara, who has been nominated by the TZA to serve in the board of Baruna and as its first Chief Operating Officer, said that their plan is to "create an idyllic and technology-driven living and working space ecosystem that will complement Ubung."

A way of promoting investment in the zones amid the pandemic is to introduce new incentives to attract potential new investors, according Williams. She explained that the zone has developed a three-part plan along these lines. The plan consists first of ensuring that the free zone is safe from a health perspective. The second part involves lowering prices during the recovery period. The third stage is to move transactions and meetings online as much as possible.

"What make us so effective is their near lack of taxation and regulation. The less the better. Half-way zones will have half-way results. The best and brightest people with the best ideas will flock to the areas of greatest freedom. It has always been so." Williams added.
