There is no one single leader. Your point of contact will always be invited to quarterly summits, whether they attend or not is there choice. Major decisions (such as collective tariffs) are made through voting.
Please Note: There is no way for the CFME to have control over your nation. This is a voluntary coalition. Not complying with decisions and policies is simply an infraction of an unwritten obligatory code.

What are our policies?:
1: Absolutely no communists, socialists, or any variant of the former. This organization is for free market nations to trade.
2: Tariffs above 10% may not be placed on products from member nations UNLESS those two nations are at official war OR the tariffs were in place before the nation in question joined the CFME
3: This is not a military organization. Member nations are far more than welcome to forge strategic alliances but it is not required to do so.
4: There is no single leader. Decisions are made through majority voting, at quarterly summits.
5: These policies will be updated as the Council meets.

Dear Nations of the Council of Free Market Economies,

It is in all of our interests to promote and grow the productive capacity of our economies. As free-market nations, we realize that the best way to do this is through the promotion of trade and commerce, and as a multinational group, we have the ability to do so.

Thus, Ceranapis proposes the Council of Free Market Economies Free Trade Area (CFME-FTA). Attached to this document are a list of preliminary proposed terms- we look forward to negotiating them more fully with other nations of the council.

1. The abolition of all tariffs, import quotas, and export quotas for all nations within the block, with the exception of weaponry and/or products restricted for health or safety reasons.
2. Each member shall respect the copyright and patents of each other member nation within the trade area, for a period of at least 15 years. Common definitions for patents, copyrights, and fair use of copyrights and patents.
3. An international arbitration court, or investor-state dispute mechanism (ISDS) shall be established, to resolve trade disputes under this framework for investors and nations.
4. Common rules regarding airline and maritime safety. Free operation of cross-national maritime and airline transportation services.
5. The equal treatment of foreign and domestic investors with regards to taxation, regulation, and investment restriction, excepting products of military application.
6. Abolition of country of origin rules between member nations for the purposes of local content restrictions. Should a body in your nation have local content requirements, any member nation's goods shall be counted as local content for the purposes of law.
7. Member nations shall allow citizens of other member nations to live and work in their home countries. Every member nation shall set aside immigration visas of at least 0.1% of total population annually for use by the citizens of other member nations party to this treaty.

We would be happy to invest resources and expertise into the creation of such a mechanism, however, we will only support its creation of the assignment of judges and arbitrators are selected from member states evenly, allowing each state a fixed number of staff.

We would choose not to adopt this this section of the proposal as it contravenes our local laws regarding international investment, particularly in the realm of the residential housing market.

Regarding section six
In the interests of consumers, we would choose not to adopt this section of the proposal.

Regarding section seven
Comprehensive immigration reforms have been passed in the past few years making it more difficult for people to enter, and this section would contravene that. Also, the section is not specific as to what type of immigration visas. If these visas were working, tourist, extended visit or similar temporary entry-style visas, we would adopt this section of the proposal.
