Since my staff concluded that your firm’s recommendations appear both reasonable and appropriate in relation to the parameters I specified in my previous correspondence with you, I am now requesting official price quotes for implementing the suggestions outlined in both of your summaries. Before generating said quote, I wish to add a few additional details that your staff will need to know in order to calculate reliable numbers.
- In addition to the security needed once both new sites become operations, my company will also require some measure of security during the construction process leading up to the point at which the sites become active.
- Both sites will be located in rural areas, so considerations stemming from close proximity to population centers will not be an issue.
- Owing to the fact that high-value gems are easier to launder than cash or other valuables, my staff has also determined that the Mokan location will need to feature an onsite vault facility capable of securing a large concentration of our inventory from local drug cartels.
- I am requesting price quotes for the cost of securing both sites during construction and the cost of securing their subsequent operations. In the latter case, please assume that operational security contracts have a duration of three years and feature a provision for automatic renewal in the event neither party elects to terminate it.

Convenant Security Concerns will provide a Mercenary Spearhead for operations into the former nation of Yaroslav to break enemy forces in mostly urban combat. Enemy forces are expected to be a modern military power, albeit disorganized. CSC will be supported by elements of the Federal Army and Air force, as they will be acting as a professional portion of an army group. Objective will be to defeat local military power and occupy the territory for future annexation. Military planners anticipate one month of open conflict, but the contract will include two months of bonus combat pay.
Regarding the following points:
3- In the event of Deaths of Operatives,the PUF agrees to paying the $48,000 dollar fee for the first 2,000 deaths. After which, we propose paying $24,000 per death.
4- Half of the two month combat deployment will be paid up front. Although we only anticipate 1 month of armed conflict, two months of 20% combat pay bonus will be included.
5- Contract Completion bonus will be based on After Actions reports of the effectiveness of CSC units. Every week, the Army Group CSC will be attached to will have to cover X number of Kilometers. The objective is to hit all first four week goals on time. CSC will be paid a bonus of 3% on the first month of the contract, for each goal hit in the during the first four weeks of the contract.

I am pleased you have found the agreement to your liking. As for the combat escalation, it is an additional 20% applied to an operator's pay when combat is expected or takes place. This bonus applies to all operators in the contractual range (separated into the PUF and Theocratic locations) when it is activated. Normally this bonus is applied permanently for the contract length, but the nature of the contract here means we would apply it only in three month increments. (Example: Combat bonus applies to February, March, and April if it is activated due to cause or expectation at any point in February).

When Palmyrion gained independence, many of these mangangayaw crews - which had performed attacks on British forces in Palmyrion - swore fealty to the Palmyrian nation-state and formed the building blocks of the Marine Corps, while others started privateer duties with a sworn promise not to attack Palmyrian, Marshite, or Romandean shipping (a promise that has expanded to include Palmyrion's new allies, notably signatories and member-states of the RMU, CAPINTERN, NMAA, and the Amistad Declaration). These privateer crews were banned by the Stalinist regime, but their legitimacy was quickly restored, and nowadays these crews are now PMCs specialising mainly in amphibious operations and maritime security. The Brigada Mangangayaw is one such mangangayaw company, and enlisting as a sub-crew in Covenant Security Concerns will present a watershed moment for the company.

There are two major elements in play while discussing the fulfillment of your contract. The first is the nature of the training desired. Since much of it is doctrinal and organizational and less field-work and individual skills based, we understand this as a desire to overhaul national military doctrine and organization. The second is the scope of the training requested. Since it is wide ranging we have pulled from avariety of contractors and outfits within CSC to give you the necessary skills requested. Third, the desire to keep the cost low enough to satisfy you. What follows is the proposal:
210 Operatives assigned to the contracts for Urban warfare tactics, Counterinsurgency operations, and Counterterrorism. This will include 12 Operatives assigned as high-level doctrinal specialists in these fields to help formulate a national response to these concerns, 80 Operatives assigned to the dissemination and training of officers and command staff in these matters per your formulated national response, and 108 Operatives to be used as a Wargame/Red Cell unit for the testing of these tactics, counter-insurgency ethos, and counterterrorist response implementations. All 210 are experts in their field and highly experienced and should yield you tremendous results.
65 Operatives assigned to the contract for "Military-Emergency responses to national disasters and emerging situations". 5 Operatives are assigned as high-level coordination experts and emergency preparedness experts, and 60 Operatives are assigned as training liasons between command structures relevant to the disasters and emerging situations. The goal is to craft the appropriate national response to a variety of possible emergencies and situations and training the appropriate authorities and military forces with the right capabilities on the proper response.
35 Operatives are assigned to the contract for conflict resolution. 5 are assigned at a high-level to help foster an environment capable of creating working solutions to conflicts that currently rage. 30 Operatives are assigned to the tactical training of officers on the best methods of attempting to end a conflict, where strategically acceptable and tactically advantageous or otherwise promoted by the formulated national strategy.
160 Operatives are assigned to the contract for Cohesion between intelligence and tactical operations. 20 Operatives are assigned as high-level tactical intelligence experts and should provide you with the top-layer insight needed to formulate a national system of superior tactical intelligence. 70 Operatives are assigned to the relevant units and agencies to help foster cohesion and same-use thought and knowledge between them, up to and including the formation of any new branches required to foster this. 70 Operatives are assigned as Field Tactical Intelligence and can be used in both a tactical training and advisory capacity as well as field use when necessary.
45 Operatives are selected for the contract for Military Doctrine. 15 Operatives are assigned to aid your military high command or relevant authority in the development of a superior national military doctrine that will fit your national capabilities and ambitions. 30 Operatives are assigned to oversee the development, disimbursement, and high-level educating of this doctrine as it applies in relevant officer academies or other spaces of military learning.

80 Operatives are assigned to the contract for medic training. 10 Operatives are assigned to help establish a national program aimed at the development of a superior battlefield medic. 70 Operatives are assigned to direct-training of available medical technicians, as well as field work if required.
55 Operatives are assigned to the contract for Field hospital logistics. 5 Operatives are assigned to high-level discussions as to the makeup, deployment, running, staffing, training, and supply of a field hospital. 50 Operatives, divided into teams per field hospital per the national strategy, will help implement the decisions made in regards to field hospitals in league with officers and other necessary authorities.
14 Operatives are assigned to the Operational skills contract. 2 Operatives are assigned to help formulate the nation's air force doctrine and areas of strategic and tactical concern. 10 Operatives are assigned to flight testing and training of pilots for the stated airframes. 2 Operatives are assigned to the establishing and running of education programs for the nation's air force witha focus on operational skills.
9 Operatives are assigned to the contract for Technical skills. 2 Operatives are assigned to help integrate knowledge of the nation's air force's technical aspects and capabiities into teh wider military network and seek out ways to improve them. 5 Operatives are assigned to the training of pilots and technicians of the technical skills required for each specific airframe. 2 Operatives are assigned to the establishing and running of education programs for the nation's air force with a focus on technical skills.
14 Operatives are assigned to the contract for Repair and maintainence. 2 Operatives are assigned to help integrate the requirements of the airframes into the national doctrine and training programs. 10 Operatives are assigned as trainers with expertise in specific airframes. 2 Operatives are assigned to the establishing and running of education programs for the nation's air force with a focus on the necessary skillsa nd knowledge for repair and maintenance.
This brings up the total number of contractors to 747. At a rate of $4,000 a month, that brings the current total to $2.988million standard NS dollars a month, for a total of $17.928 million standard NS dollars. All standard bonuses and fees for combat and death apply. A 20% bonus upon completion of the contract of the total amount spent by the end of the end-date calender month has been suggested. As an example, if the contract lasts only 6 months, the grand total spent would be $21,513,600 standard NS dollars. In the creation of this proposal we attempted to keep in mind the budgetary concerns of the Federated Republic. We hope this proposal satisfies you.

Boris Tomislav motions toward another sheet lying adjacent to the CSC proposed contract. He looks at Kamran: "Well, the Kommisar did say to try and negotiate but this seems pretty airtight. Where the hell is Kasamir?"
Kamran Augustino: "I don't know. I think Command forgot that neither of us are economists... or particularly good with numbers in general."
Boris Tomislav laughs at this. He throws a stamp into the air and catches it. "Maybe we can negotiate the bonus later down the line, but this is just too much for someone like me to handle and I'm not getting paid enough to deal with the minute details."
Kamran Augustino gives a raised eyebrow.
Boris Tomislav: "Look I know this is a good gig, but I'd rather do something else. Those fucks at the OSIS get the real funding, while we're here pushing papers and increasing the bureaucratic nightmare that is this country-"
A door opens and closes.
Kamran Augustino looks concerned. "Just sign the paper before we both get in trouble. They've mic'd everything in here. How many times do I have to remind you?"
Boris Tomislav: "You don't have to remind me." He gives a sarcastic grin. "Two mates disappeared last week."
