Covenant Security Concerns History

Covenant Security Concerns (CSC) is the umbrella organization promoting the large private security firms, mercenary organizations, individual guns for hire and freelancers that operate inside of the Romani-Mar'si Union, follow Marshite theology outside of it, or are otherwise friendly to such things. Rather than being one group on its own, CSC instead takes on the contract making details, command and control duties, and logistical responsibilities of dozens of small groups.

The most common of these groups owe their birth to ages long past, in the time of Marshite Theocratic City-States around 900 BLW (1000 BCE). Each City-State looked to its own defense but often times hired out the Wa'dar Boukush, or the War Blooded, often times member of the Warrior Shrine. These soldier bands were prized as elite fighters and lifelong professionals and were paid handsomely for such efforts. Even after the Long War began it would take some time for the Theocracy to completely militarize the nation-state and the Wa'dar Boukush played a vital role in safeguarding the Theocracy itself. Over time such soldier bands were subsumed into the ever growing military machine of the Theocracy. and by 800 LW such groups had ceased to exist entirely.

Not until 1500 LW, when the Theocracy was in one of its darkest periods of the Long War and underwent a planned diaspora, did such groups return. Unable to spend its primary military forces on the security of these people, Warrior Shrine bands were tasked with protecting groups of such colonies and settlers abroad. Once cut off from the Theocracy, such bands were forced to make hard choices. Settlements would once more pay the newborn Wa'dar Boukush, though this time with manpower, material, food, or gold where possible. Over time those that could not pay would fail and Marshites would integrate into newly emerging nationstates, the Wa'dar Boukush having done their jobs long enough to secure Marshite security abroad and finally being absorbed back into surviving communities.

Marshite militancy would lead to larger-than-average military turnouts from populations abroad. Where possible they became excellent members of a national military. Where such things were unlikely however they would join growing Wa'dar Boukush bands, who often times sold themselves across the world to fight in wars of righteousness. They would inspire others to join, many to convert, and still others to follow their militant example. By 1900 LW, many such bands were operating along the Lardite Coast, raiding Cultist shipping, ports, and inflicting crushing losses on the diminishing Lardite fleet. It was a Wa'dar Boukush led-operation in 1950 LW that secured the Mushroom Islands once and for all and led to the Wa'dar Boukush making contact with Theocratic forces for the first time in hundreds of years. By 1965 LW, the Wa'dar Boukush were bolstered by legions of naval veterans who wanted to attack Slaver shipping across the world and were unable to due to the crippled Marshite navy.

Wa'dar Boukush bands- operating under any number of names by this point- earned fame and renown. Of course, as they spread, many lost contact and spun off in new directions- even as the Long War ended (2100 LW-O ALW). Only after the Prophecy Conflict (8-10 ALW) and with untold millions of Progressives wishing to atone by striking out at evil on their own did the need for this status quo to change emerge. During a meeting in Vesta, it was decided that an overarching organization would be needed to bring the untold number of soldier bands and groups together to better refocus the various Wa'dar Boukush bands. Covenant Security Concerns was formed from the leading members of ten such organizations officially on December 21st, 15 ALW (2015 CE).


Leadership of Covenant Security Concerns

Leadership of the CSC is given to the Leadership Council, which is made up of the heads of ten organizations that exist within the CSC. Five organizations have permanent seats at the council, while the other five seats are filled by other organizations. These non-permanent seats change on an annual basis, and by CSC law all organizations must have had their time in the council before non-permanent members get a second chance to sit on the Council. The Leadership Council must okay all contracts with deployments of over 25,000 and debate the merits of contracts if the Contracting Department raises any issue with a potential contract. They also make all appointments to the Logistics Support Department, Intelligence Department, Contractor Support Department, and Public-Government Relations Department.



Contract Types, Major and Minor Elements

Covenant Security Concerns considers the Five Pillars of its business model to be the five 'MAJOR' contract types it undertakes:
Training
Security
Combat
Intelligence
Support


With a large pool of experts and veterans to pull from in hundreds of valuable fields, the CSC rarely finds itself at a loss for how to respond to a contract offer. What follows is a desription of the Five Pillars and what each entails. They have been broken up into MAJOR, or overall contract type, and MINOR, or what specific variant of that MAJOR is being requested.

MAJOR: The description of what a MAJOR entails.
- MINOR, a subset of MAJOR.

Training: Any mission where the primary aim for CSC is to help train the contractee in some manner. This includes, but is not limited to, the following:
- Ground Forces Training
- Air Forces Training
- Naval Forces Training
- Intelligence Training
- Medical Training

- Security Training.

Security: Any mission where the primary aim for CSC is to protect or patrol certain elements of the contractee in some manner. This includes, but is not limited to, the following:
- VIP Protection Details
- Infrastructure Security
- Law Enforcement Details
- Territorial Escort Detail
- Red Cell Operations


Combat: Any mission where the primary aim for CSC is to engage in combat against enemies of the contractee. This includes, but is not limited to, the following:
- Overt Ground Operations
- Overt Naval Operations
- Overt Air Operations
- Covert Ground, Air, or Naval Operations
- Seek and Destroy Missions
- Active Defense Operations


Intelligence: Any mission where the primary aim for CSC is to engage in information gathering and exploitation against enemies of the contractee. This includes, but is not limited to, the following:
- Covert reconnaissance of the military, political, and industrial variety.
- Espionage
- Red Cell Operations
- Analysis


Support: Any mission where the primary aim for CSC is to engage in operations designed to support the contractee. This includes, but is not limited to, the following:
- Military Logistical Support
- Civilian Logistical Support
- Infrastructure Support
- Medical Support
- Intelligence and Technical Support


Covenant Security Concerns Standard Contract Rules

1- Each operative is to be paid $4,000 standard NS Dollars a month. This is on a per operative basis.
2- If the mission being contracted for has expectations of being open combat, there is to be a 20% bonus applied to the monthly pay of all operatives. This bonus also applies if such combat occurs without expectation. This bonus may be waived during the contract negotiations.
3- Deaths of Operatives while on contract will result in an additional $48,000 dollar fee applied retroactively to the contract. This can be negotiated during contract negotiations.
4- When the contract terms are agreed upon, a quarter of the total approved amount is to be paid up front, without death benefits.
5- All contracts are to come with a negotiated contract completion bonus. Failure to negotiate a contract completion bonus will result in the contract being considered null and void.
6- Deployment of air or sea assets will come with additional fees, as will the deployment of armor, artillery, or other heavy weaponry.
7- Small arms and munitions will not be charged to the contractee. Other pieces of expendable equipment, or heavier munitions, will be on a per-cost basis.


Morality Clause

Covenant Security Concerns follows a strict morality clause in all of its contracts. It will never operate in any manner with slavers or in operations supporting the efforts of ethnic cleansing and genocide against civilian populaces (unless they are members of the Lardite Cult or slavers). It will accept corporate contracts but only jobs that are either sanctioned by authorities OR do not break national laws in regards to such activity. The morality clause disallows any operations that support slavers or slave states in any manner, and will allow contracts against such practices to the exclusion of the rest of the Clause.

Organizations that are Members of Covenant Security Concerns.

Covenant Mercenary Guild- 210,000. The vast collection of Wa'dar Boukush soldier bands who agreed to form under one banner.
Progressive Military Command- 85,000. Five fully formed armored divisions.
Wa'dar Boukush Independent Collective Bands- 65,000. Those bands who agreed to join, but remain independent of the Mercenary Guild.
Kraken Security- 50,000. Independent naval task force with Marine forces.
Roc Independent Air Wings- 48,000. Independent air forces brought together; does not include support staff.
Martyr's Brigade- 3,000. A Marshite Mercenary Group made of former Progressives as well as those seeking a glorious end. Hired for high-risk wet work assignments both in and out of the PUF, known for their fanatical-even-for-Marshite devotion to the mission and a looser than standard moral structure. Kept artificially limited in size by those in charge; when spots open up, they fill up fast.
Covenant Incorporated- 22,500 personnel. Mokastanan branch of the official Covenant Mercenary Guild. Mostly Marshites, though any who follow their code of conduct are allowed.
Freelancer Collective- 10,000. The umbrella organization for the large number of individual or sub-twenty large groups that join the CSC.
Juan De Fuca Company- 5,500.


Rules for Joining Covenant Security Concerns

Covenant Security Concerns is open to new recruits, whether they are full-fledged private security firms, mercenary organizations, or individual freelancers. By agreeing to join Covenant Security Concerns, you agree to CSC controlling contracts and taking a percentage, the CSC Morality Clause, and to operate under the umbrella of the Covenant Security Concerns. Organizations controlled by the CSC get logistic and intelligence support and are entitled to submit a representative to the leadership apparatus.

While we have agents and materials in place to gather it, we need aid in analysis until our apparatus is fuilly formed, as well as help in establishing our intelligence department's day to day operations. Alas, the way the system is set up, it is seen as indirectly supporting the Slaver State of Ralkovia, whether by indirect trade or by enriching those who trade with them. As such, the Holy Marsh will not participate. Covenant Security Concerns is still open to Delmonte availing itself of our services in ways that do not contradict our morality clause, which includes the defense or safe-keeping of slavers, the assets of slavers, or trade and trade goods headed to and from slavers or slaver holdings in any given Entrepot.

Dear Sir,

The enclave located there was not there by our choosing... the land surrounding it was conquered by the slaver state you mention. For reasons unbeknownst to us they have chosen to honor Delmontese sovereignty; perhaps in an effort to not alienate one of the few nations willing to have diplomatic ties with them. But they are not a part of the entrepot network. Indeed, their ports are closed to our vessels. Perhaps our records should have made this... a bit more clear. But we also do not wish to upset our hosts. After all, they have a relatively well-armed emplacement only eight miles of water away. While they would not emerge unscathed, if they chose to obliterate our enclave, we could not stop them. Many thousands of lives would be lost.

I hope you understand the delicate nature of our situation. Again, to reinforce, the Ralkovians are not actually a part of the entrepot network and would not even choose to be a part of it if they were invited. They simply have a great deal of guns pointed at an enclave that was built off the coast of a nation that was part of the network until this stretch of coast was annexed by Ralkovia.

We can provide such confirmation that those laws are no longer in effect. They were enacted by a previous administration which as since been replaced.

Description of Mission Parameters:

All forces involved will be operating in the theater of the country called "Posteaston". The goals of all operations will be to investigate and mitigate the usage of weapons of mass destruction(WMDs), stop the spread of illegal human and materials trafficking that's operating openly within the country and stop exports of such things, and restore order and stability to the country. All involved personnel of CSC will be operating with other mercenary and paramilitary personnel as a military force that will be known as "The Posteaston Expeditionary Forces (PEF)". The PEF will act in a capacity on par with that of a modern military; thus a cast of personnel with a diverse range of expertise is requested.

The Posteaston Expeditionary Forces is a newly created Group operating under the command of an organization appropriately named "The Posteaston Authority (PA)", an administration body established by a collective of polities, groups, and individuals concerned with what's happening in Posteaston. The PA and the PEF will enter the theater of Posteaston itself, complete the goals mentioned earlier, and act as a transition government until Posteaston can become a stable state, which is estimated to take up to six years. If it takes longer, we may negotiate an entirely new contract with CSC at that time or have trained up new local forces to replace CSC personnel present at the end.

Added Note: We apologize if there is any difficulty in supplying the requested numbers. If it helps, money isn't an issue and we will pay above the standard fee if necessary. The main task for the Posteaston Authority is forming a military from scratch; thus we hope CSC can provide a good percent of the personnel required for our operations.

Description of Mission Parameters:
Montana Incorporated currently harvested oil and natural gas from the Blood Sea of the Timocratic Republic. Local wildlife is both extremely hostile, and valuable. Currently oil rigs use SONAR to track creatures and engage with modified Grad rocket launchers, DP-62 "Damba" for underwater targets. This usually injures, but may kill, the local creatures.

Since their internals are valuable for medical applications, and their territorial nature encourages oil rig attacks, we want a review of our active defense systems to find a way to increase profits from these hostile creatures.

Our Contract and Standard department have reviewed your offer and after negotiations have decided to ACCEPT the contract. Kraken Security will fulfil the demands of the contract at a cost of $6 million standard NS dollars a month plus restock fees for anti-ALPHA munitions if/when used. Triton Analytics will help review and test defenses as part of this deal, with a 10% cut of any profit generated from captured ALPHA samples. Renewal will be discussed in the month leading up to the contract end.

Description of Mission Parameters:

All forces involved will be operating in the theater of the country called "Posteaston". The goals of all operations will be to investigate and mitigate the usage of weapons of mass destruction(WMDs), stop the spread of illegal human and materials trafficking that's operating openly within the country and stop exports of such things, and restore order and stability to the country. All involved personnel of CSC will be operating with other mercenary and paramilitary personnel as a military force that will be known as "The Posteaston Expeditionary Forces (PEF)". The PEF will act in a capacity on par with that of a modern military; thus a cast of personnel with a diverse range of expertise is requested.

The Posteaston Expeditionary Forces is a newly created Group operating under the command of an organization appropriately named "The Posteaston Authority (PA)", an administration body established by a collective of polities, groups, and individuals concerned with what's happening in Posteaston. The PA and the PEF will enter the theater of Posteaston itself, complete the goals mentioned earlier, and act as a transition government until Posteaston can become a stable state, which is estimated to take up to six years. If it takes longer, we may negotiate an entirely new contract with CSC at that time or have trained up new local forces to replace CSC personnel present at the end.

Added Note: We apologize if there is any difficulty in supplying the requested numbers. If it helps, money isn't an issue and we will pay above the standard fee if necessary. The main task for the Posteaston Authority is forming a military from scratch; thus we hope CSC can provide a good percent of the personnel required for our operations.

Our Contract and Standard department have reviewed your offer and after negotiations have decided to ACCEPT the contract. The Covenant Mercenary Guild, Juan de Fuca Company, Roc Independent Air Wing, and Kraken Security will fulfil the demands of the contract at a cost of $315 million standard NS dollars a month, totalling $3.78 billion standard NS dollars annually. This does not include the 20% combat bonus for contractors that take part in active combat and does not cover the cost of any death benefits or heavier ordnance deployment and replenishment past acceptable sustainment levels, as well as any further bonuses. Renewal will be discussed in the month leading up to the contract end.
