This report has been shared with the express permission of the Sage Council in concert, and the permissions of its members Nathaniel Satfire, Madeline Vulcone, and Coda Loval individually. It is the opinion and the desire of the Mind-Imperial Chamber of Commerce as of its general meeting of the standard month of August, 3945 Imperial Reckoning, that a general joint stock company be organized for the international trade and transport of Red Matter. The joint stock company shall be maintained by a conglomerate of shareholding directors whose responsibility it shall be to ship and do business with intragalactic states and nations whose desire it is to purchase Red Matter in either raw extracted ore, or in processed plasmid state which shall be thoroughly examined by officials with updated government liscenses approved by the Chamber of Commerce Security Committee.
The Prime Shareholders of this joint stock company: Red Matter Interests are the following

Together these Prime Shareholders will supply their vessels to the purpose of international shipment, and they shall ensure the upkeep of their vessels and the containment procedures of Red Matter for safe transport.
An order has been put in on behalf of IRDaC and Red Matter Interests to the Heavenly Forge for the construction of 20 C-1 Hulk Galleons specially accomodated to the transportation of bulk goods, and 400 new B-1 Transport Carracks for the purpose of assisting these C-1s. These shall be at the disposal of the Red Matter Interest Company and its interests. This report reflects the discussions and conclusions of the Chamber of Commerce at large, as well as its attendant officers the Procurator and the Grand Pensionary.

Attached is an application that shall reflect the interest of those Star States interested in acquiring Red Matter from the Mind Empire. Before applying, doubtless the reader will have some questions about the substance and those supplying it. For some quick answers please read the following:
What is Red Matter?
Red Matter is a super-rare elemental substance which the Mind Empire discovered in its early period of interstellar space travel. Harnessing its potential as a substance with inter-dimensional and high mass properties, we have been using it for five centuries as our main mode of opening portals for Faster than Light Travel.
Red Matter is known by many in the Mind Empire to be found on worlds with natural high concentrations of magnetic energy and a preponderance of electromagnetic storms in their ionospheres. The exact relationship of these meteorological conditions to the ore in the planetary mantles and deep crusts is as of yet unknown except to scientists who study the ore.
The ore in mined in a traditional manner, and is found in solid form near the borders between the crust and mantle of most solid planets. It has been found in gaseous forms in the deep layers of certain gas giants, though common properties between these gas giants are as of yet unknown as a full sample is still being completed.
Both forms of the ore are safe to transport under the standard practices for geological material outlined in the IRDaC spacing guidelines. All ore sites are classified under a government licensing designating them to be mined only by those Mind Empire companies who have proper protocol rights to mine it. All these companies are under the umbrella of IRDaC: Interstellar Resource Development and Commerce, also known as the "Imperial Company." Ore is transported in IRDaC licensed vessels to the various IRDaC Manufactorums located in our Dominion Systems such as the Rigel Kentauri Triad, Castor, Olora Zeta, Kang, Berin Ophiuchis, and Hamesol itself. Those manufactorums which are permitted to house and process Red Matter are staffed with some of the most skilled geological scientists and void-crafters trained in Mind Imperial universities. The processing of a mililiter of purified Red Matter can take up to 8 weeks, but a mililiter is enough to power a Galleon's jump portals for a round trip from Hamesol to Castor (50 ly). Most Mind Imperial Carracks and Galleons with a warp engine installed will refuel between 1 to 2 Gallons of Red Matter Plasma after several successive jumps. C-1 Galleons and C-2 Carriers are the only vessels which are permitted to carry Red Matter Manufactorums on board, and thus can refuel themselves and other ships.
In its purified plasmid form Red Matter is extremely volatile and must be transported in magnetized containers which do not allow it to touch a solid surface and stabilize it in an absolute vaccuum. This volatility is channelled by Mind Imperial Warp drives into the portal projectors our warp capable ships utilize, and is the chief reason that trade even now shall remain restricted only to those nations which comply with our terms.
What is the Mind Empire's Chamber of Commerce?
A body consisting largely of the directors and major shareholders of Interstellar Resource Development and Commerce commonly called the Imperial Company or IRDaC. The Company itself was established as a conglomerate of industrial interests who wanted to mine asteroids and use space-factories for their main areas of production. Balazar the Blessed took effective control of this company in the days of Unification thus converting it into an economic arm of the government. Since the economy is a directed one, IRDaC plays a considerable role in affirming and acting out the guidance of the Sages or Congress. They act as an umbrella corporation under which all smaller businesses engaging in interplanetary mining or commerce fall. The Chamber of Commerce acts as a deciding body for IRDaC’s direction. Shareholders who possess a set percentage of all shares, as well as directors of corporate projects are permitted to sit as voting members in the Chamber. They also permit “concerned parties” represent themselves before the Chamber if there are any complaints or recommendations which need to be made from either general citizens of the Empire or directors of the vassal companies. The voting members of the council are mostly Hamans and Nebulans, though the latter is more precisely Nebulan Hive Queens and their Baron Speakers, since the Queens’ manufacturing hives are a large source of revenue. The two presiding officers of the Chamber are the Grand Pensionary: the assessor of Commercial Revenue in relation to the Treasury which he observes with the Treasurers elected from the Congress, and the Procurator: an agent of IRDaC who reviews the directorships to make sure business is running as usual.
What is The Mind Empire?
The Mind Empire of Hame, in Concordance with the Queen’s Alliance, the Imperator of San, and the Allied Ombroj Tribes, or colloquially known as the Mind Empire is an interstellar commonwealth of several dozen star systems located in the beta quadrant of the Milky Way Galaxy. Founded in 3450 IR out of the much older Imperium Latinum which existed on Hame(the Homeworld of the Hamans), this star state currently exists as a semi-theocratic entity with much of the governmental authority radiating from the psychic priesthood. Commanding the billions of inhabitants is the Imperial Sage Council, which holds supreme executive and judicial authority over the Empire by the blessings and guidance of Balazar the Blessed himself. Their innumerable subjects are represented to them in the Imperial Congress while special interests are lobbied for in the various chambers that convene as the Imperial Estates. The Dominions and Colonies are ruled over by various Feudal Governors with the assistance of World Controller AIs and advisors from the priesthood and the Imperial Ministry. It is a multispecies Empire, with the Hamans, Nebulans, and Mallumans being the most dominant partners. The Ombroj and Yorms are an xeno-ethnic minority and a protected sentient species respectively.
