Dear friend!

I am not sure I completely comprehend your message. The Free Kingdom accords full rights to any beings who have achieved full sapience – whether they're humans, elves, sapient whales, advanced artificial intelligences, or something entirely different. Sentience, however, is defined by philosophers as a capacity to 'feel', which can be found even in plants. If we accorded the wheat stalks in our fields the same rights as humans, elves, or whatever other sapient species may exist, existence itself would become difficult or even impossible.

But beyond this, I feel that you are misunderstanding both the intent and purpose of the treaty as written. One, it is not intended to force other nations to adopt any but the most basic standards of decent behavior. There are obvious ways in which a nation can be a member of the RFTA and still be a fairly bad place to live in, and indeed many RFTA member nations are probably not the world's shiniest pillars of sapient rights. However, by encouraging these nations to participate in the world community, the treaty hopes to improve the living standards for all their inhabitants.

Second, the RFTA is deliberately unchanging, in the sense that there is no mechanism for altering the organization's tenets. Hypothetically, it would be possible to alter it by having all four hundred and eighty-something members (as of last count) to agree to a change unanimously, but as this is extremely unlikely to happen, there is no real chance for it changing. This is done on purpose – this is intended to assure members that, upon their joining the agreement, they are not consenting to some supernational authority that will later sneak in different terms, conditions, etc. that they had never agreed to. As such, even if I agreed to implement a change, I cannot possibly do so.

That said, I hope that there is some misunderstanding of the terms here.
