The NCCAA was created in 1953 after the declaration of Nanako's independence to ensure air safety of Nanako's airspace in a 20th century of transportation changes. It showed its effectiveness in the early years by launching the construction of nearly a dozen airports across the country. This major project boosted the construction industry, employing hundreds of contractors. In 1970, Nanak airports were almost all built in the 1960s. A major modernization plan was undertaken by the government. Thanks to the help of French and Japanese engineers, the airports of Nanako can now accommodate the new masses of traveler's.

The geographical location of Nanako is such that air traffic is widely used. Each of the 24 islands in the archipelago has at least one airport used once a day (excluding overseas territories). Today, nearly 3,000 flights are taking place every day, linking the 341 airfields on the island. 63% of these flights are domestic flights and the remaining 37% are international flights. 40% of international flights come from neighboring countries such as South Korea, Japan, Russia or even China. Since 2000, nearly 51,000 flights have flown through Nanako airspace and since the creation of the NCCAA, there are about 73,365,000 aircraft that have been flown in the sky of Nanako. Even if the sky seems overcrowded and therefore with strong possibilities of accident, Nanako air safety is one of the most reliable in the world. The percentage of fatal accidents in the airspace of Nanako is 0.000013% whether 1 fatal accident all 73,300,000 flights. It is one of the most important security rates in the world. Since 2000, there have been 300 cases of incidents of 51,000 flights or 0.58% of non-fatal crashes

The NCCAA's roles include:

  • Regulating Nanako commercial airspace transportation
  • Regulating air navigation facilities' geometric and flight inspection standards
  • Encouraging and developing civil aeronautics, including new aviation technology
  • Issuing, suspending, or revoking pilot certificates
  • Regulating civil aviation to promote Transportation safety in the Nanako Islands, especially through local offices called Flight Standards District Offices
  • Developing and operating a system of air traffic control and navigation for both civil and military aircraft
  • Researching and developing the National Airspace System and civil aeronautics
  • Developing and carrying out programs to control aircraft noise and other environmental effects of civil aviation

Commercial Space Transportation Regulation :

If a Airline agrees with the NCCAA regulation terms, it accepts that the NCCAA Air Security Office (ASO) :
•Controls all its aircrafts every months
•Controls its pilots abilities every 5 years with a medical and skill exam
•Get access to all its passengers private informations if an investigation is made on the company
•Get access to all its flight plans informations if requested by the ASO or any ATC


Enabling Statute

The Commercial Space Launch Act of 1999, as amended and re-codified at 51 N.S.C. 50901 - 50923 (the Act), authorizes the Ministry of Transportation (MOT) and, through delegations, the Nanako Commercial & Civilian Aviation Athority's (NCCAA) Office of Commercial Space Transportation (AST), to oversee, authorize, and regulate both launches and reentries of launch and reentry vehicles, and the operation of launch and reentry sites when carried out by Nanakian citizens or within the Nanakian airspace. The Act directs the NCCAA to exercise this responsibility consistent with public health and safety, safety of property, and the national security and foreign policy interests of the Nanako Island. The Act also directs the NCCAA to encourage, facilitate, and promote commercial space launches and reentries by the private sector, including those involving space flight participants.

Commercial Space Regulations

NCCAA commercial space transportation regulations are located in Chapter III, Parts 400 to 460, of Title 14 Code of Aviation Regulations (CAR). The regulations implement statutory requirements.
Amateur Rocket Activities are not regulated under 14 CAR Chapter III; they are regulated under 14 CAR Chapter I, by the NCCAA Air Traffic Organization.

Launch Site Safety Assessment updates

A Launch site safety assessment (LSSA) means an NCCAA assessment of a National launch range to determine if the range meets NCCAA safety regulations since they were first published in 2009. A difference between range practice and NCCAA regulations is documented in the LSSA. As some National launch range practices change over time, a record of these changes is tabulated and maintained in the "Launch Site Safety re-Assessment Matrix." The bundled package here is comprised of three documents: the introductory LSSA Overview and Update, the LSSA re-Assessment Matrix itself, with its identified changes in federal range practices, requirements and the NCCAA's summarized determinations, and lastly the NCCAA's Review of some of those identified changes for determinations of equivalent levels of safety.

This AC also provides information that could be useful for individuals seeking NCCAD certification as an Aircraft Dispatcher. 145-9AAFS-300Guide for Developing and Evaluating Repair Station and Quality Control Manuals This advisory circular (AC) provides informational material for all repair station certificate holders and/or applicants under Title 14 of the Code of Aviation Regulations (14 CAR) part 145 to develop and evaluate a Repair Station Manual (RSM) and Quality Control Manual (QCM). This AC describes an acceptable, but not the only means, to develop a manual and comply with the referenced regulations.10-06-2017
90-117AFS-400Data Link Communications :

This advisory circular (AC) applies to all pilots, certificate holders, operators, and/or program managers conducting data link communication operations and to those providing data communication services on behalf of operators to meet NCCAA and International Civil Aviation Organization (ICAO) requirements. The AC provides guidance for data link communications eligibility and compliance using Future Air Navigation Systems (FANS) 1/A(+) and Aeronautical Telecommunications Network (ATN). It defines performance concepts, data link systems, and data link services available within the National Airspace System (NAS) and international operations. This AC addresses Automatic Dependent Surveillance – Contract (ADS-C) and Controller-Pilot Data Link Communication (CPDLC). ADS-C provides a direct connection between the aircraft automation and ground automation, to exchange status information concerning the flight including automated pilot position reports. CPDLC provides efficient digital communication without frequency congestion or misunderstandings and misinterpretations common to voice communication. CPDLC – Departure Clearance (CPDLC-DCL) service provides automated DCLs with the capability to amend clearances prior to departure. Pre-Departure Clearances (PDC) and Aircraft Communications Addressing and Reporting System (ACARS) are discussed as part of the overall data link services. Guidance is also provided for performance monitoring and problem reporting.

This advisory circular (AC) provides guidance to holders ofcertificates under Ti tie 14 of the Code of Aviation Regulations (CAR) parts 119 and 125 and foreign air carriers issued operations specifications under 14 CAR part 129 (operators) who voluntarily disclose to the NCCAA their violation(s) of certain hazardous materials regulations (HMR) under this voluntary disclosure reporting program (VDRP). This also provides guidance on the new process used to submit hazmat-related voluntary disclosures, which is now closely aligned with the process used by the NCCAA's Flight Standards Service (AFS).
