Seeing that your successful port is reaching full capacity, observing a steady demand, and spotting the opportunity for a partnership,

The Cavian State proposes to help fund the construction of two new concourses of twelve docks each. We will pay for 4/5 of the construction, and ask for 1/6 of the profits in return. These profits will go to the National Transportation Committee, which helps the nation communicate and trade with the rest of the region, which includes Vamenlac.

Once and if the concourse opens, the Royal Cavian Chartered Cargo Corporation wishes to operate three more docks with the following order form:

To the chief executive(s) of the Chaplin International Port,

After the recent purchase of Concourse A, Dock 10 for Exploration Tours, we have observed that while a steady profit is being made from the port, the available spots are filling up quickly. We also understand that there is physically not enough space to build another port by conventional means.

In order to keep the commerce hub of Valmenac open and thriving, the government of the Federated Republic of Volitopia is collaborating with private enterprise to give the Valmenac authorities 5 Billon Volibills (16,460,924,358.47 USDS; source) in order to add artificial segments to a nearby deserted, rarely visited, and non-enviromentally protected island (under Vamlenac law) to create 2 more concourses, each with 10 docks, as well as the groundwork for several buildings to be used as seen fit by the owners of the port.

In return, we wish to operate 5 of the to-be-built 20 ports with the benefits of being exempt from the initial fee and monthly prices for 12 months. The buyers in question will still pay all other fees, as required by Vamenlac laws and business regulations.

International research teams and maritime explorers have confirmed that the island contains no endangered species or otherwise protected/endangered wildlife, and our specific design plans will not harm the environment while in process of construction or after completion. There will also be 20% of the island that cannot be touched by our design processes, so you may make that area a protected wildlife space or otherwise after construction as you see fit.

Dear NTC, We have read over proposal and have given it due consideration. We would like to counter back to you with a different offer. Instead of building your proposal. We would like to build 6 new concourses on respectively, Dock A, Dock B and Dock C with each receiving 2 new concourses. NTC would provide the full underwriting for this project.In exchange for them providing all the funds for this project, RCCC would be offered first exclusive purchase of 3 of the new concourse.NTC or RCCC take your pick would also receive 5% of equity in Chaplin International Port. To protect port sovereignty this equity under Vamenlac law would have to be non-voting.

We have already signed contracts with a major construction company in Vamenlac and the docks will be done soon and be as excellent as the others. We also have made a edit to our equity list with various government agencies.
