Purchasing labour for construction projects

The Terraen Ministry of Labour is putting out a call for the services of hard-working foreigners to assist in the many construction projects that we have planned, due to many of our citizens being conscripted for the Civil Defense Forces. We will also purchase the services of inmates of your prisons in assist in their rehabilitation. The human rights of the former and the latter will be guaranteed and protected. Send as many or as little as you want, but we will not take them for free. The minimum price that I will take is 500 libers (or whatever your currency is)

It is hoped that this initiative will benefit both sides greatly. We can build our infrastructure and your citizens will receive valuable experience to take back home.

GSRoS&FET INTERNATIONAL DEVELOPMENT BUREAU

For the attention of the Terraen Minister of Labour.

Dear Sir/Madam,

The International Development Bureau of the Glorious Socialist Republic of Stalliongrad and Far-Eastern Territories has been made aware by the Foreign Ministry that there is a labour shortage on major construction projects taking place in your nation.
As a part of the IDB's remit, we offer aid in the delivery of public works in foreign nations. Should the Ministry of Labour agree, a substantial workforce could potentially be raised.

This offer is subject to the following conditions:
1. The works must be State-owned and operated.
2. The works must not be military in nature.
3. The works must be of tangible benefit to the population.
4. The works must bear fitting memorial to the labour contributed by the GSRoS&FET
5. The Terraen Government must be willing to cooperate with the GSRoS&FET in future
6. Arrangements must be made to ensure the labour force provided are adequately provisioned and housed.
7. The labour force must have access to appropriate safety equipment, and be subject to legislation in line with the GSRoS&FET's labour and workplace safety laws.

Assuming all these conditions are met, I am empowered to establish a joint office between the Foreign Ministry, the IDB, and the Ministry of Labour, which would require more detailed information in the project, and draw up an inter-governmental agreement, which would then be subject to approval by myself, the Minister of Labour, the Foreign Minister, and the sitting chairperson of the Supreme Soviet. I await your response.
