The DR Device is not a warhead. It is a device that can be used to shoot several ions at relativistic speeds such that the collide at a desired point in space, at which point they react with each other to form a mass of antimatter directly proportional to the mass of the shot. For comparison, use the equation E=mc^2. When 1 gram of matter and an equivalent amount of antimatter collide, it can release approximately an explosion equivalent to 21.5 kilo-tonnes of TNT.
The accuracy and size of the effect is limited only by the control systems which see annual updates delivered via messenger pigeon with a floppy disk. Currently, you can hit within a 1 meter target area on the opposite side of the world reliably, with an effective blast of approximately +/- 100 picograms. It can also be effectively used to perform surgery at close range, shooting roughly one AMU to within a micrometer within 5 meters.
