We are delighted to accept your offer of 100 Recurve class corvettes. We shall use primarily them to protect ports trading with members of the Reichsburg Free Trade Area.
We are also very thankful for your approval of our request to examine plans for the Quiver Class. To enable the information to be used effectively by the Commonwealth in tactical scenarios, we propose the following Secret Treaty, if it would be acceptable.
(Note the Commonwealth has
got an infinite number of monkeys to write an infinite treaty of every character in every permutation so as to defeat the World Assembly’s prohibition on unpublished secret treaties, and we have deposited it with the filed with the Judicial Committee of the Compliance Commission as required by GAR #408, "Ban on Secret Treatis". The Archer Treaty Article 1. Notwithstanding anything in any rule of law, the Aestorian Commonwealth Government and its actors shall act to exempt all technology gained by virtue of inspection of Allanea’s Quiver Class from potential crown use or compulsory purchase by the Aestorian Commonwealth.
Article 2. Notwithstanding anything in any rule of law, the government and its actors shall not transfer any such technology to third parties internal or external to the Commonwealth without the permission of the owners of such technology.
Article 3. Information gained as a result of the Commonwealth’s access to these technologies shall be subject to the Rules on Official Secrets (201 AST), and only seen by those of at least the following ranks:
(i) Commodores and equivalent Admiralty officers, and Marines and Fleet Air Arm and other equivalents working with the Navy,
(ii) Commanders of Corps and equivalent Exterior Ministry offices
(iii) Ministers, Permanent Secretaries and Undersecretaries, and equivalents thereto
And, where there is an operational necessity;
(iv) Naval commanders of corvettes and equivalent Admiralty offices, and Marines and Fleet Air Arm and other equivalents working with the Navy,
(v) Commanders of Divisions and equivalent Exterior Ministry offices
Article 4. This Treaty may be amended with the agreement of the undersigned.
