The Department of Interior Civilian Defense of the Confederacy of Sniper Country, in an effort to continue the modernization of its civilian defense capabilities, and after careful review of the product, would like to make an order for the latest SAI Cobra Hunting Rifle, Match Grade. This rile would be expected to be integrated by the civilian population, over the course of the next five years, into the arsenals of homeowners throughout the Confederacy for uses ranging from standard hunting and competition shooting, to the call of national civil defense. Thus, we request the conveyance, in exchange for good and valuable consideration, of 500,000 rifles per year for the following five years, beginning on the contract date. Consideration, in the amount of $750,000,000 yearly, shall be paid upon the date of of the anniversary of each year of the contract, with the initial payment of $750,000,000 payable upon contract signing. Delivery shall be made upon later-determined dates to later-determined wholesalers and retailers throughout the Confederacy. The Department of Interior Civilian Defense will take no value from this transaction at the completion of all sales. The Department is merely serving as a broker of the transaction, with initial subsidization of the transaction on behalf of wholesalers and retailers throughout the Confederacy. Upon the completion of all retail sales, the Department will be reimbursed for the brokerage and consideration subsidization, but all value proceeds shall be directed solely to wholesalers and retailers throughout the Confederacy.
