Friends-
Allow me to introduce myself. I am Vice Admiral Richard Kimmel, and I have the honor of holding the office of Chief of the Navy Procurement Panel of the Secretariat of the Palisedean Navy. As such, I am responsible for procuring ships for the Palisedean Navy on behalf of the Ministry of National Defence.
One of the most important roles for any naval fleet, is to protect the maritime borders of our federation and of allied nations, in times of war project our forces to achieve our military objectives, to provide humanitarian aid to nations that request it and protect the merchant ships flagged to the Federation of Palisede and any other nation that who requests our escort of their ships. Since the raising of the Palisedean Navy, more than 50 years ago, we have encountered numerous sea-based threats and environmental disasters and strive to provide the utmost best support & security on the seas as possible. Unfortunately, as previous governments have slashed the Defence budget to focus on other sectors of government, our ships have succumbed to time and are showing signs of longevity from active service.
As such, the Palisedean Navy on behalf of the Ministry of National Defence are seeking bids for construction of new naval ships to commission into active service, allowing older ships to be decomissioned and finally put to rest, whether it's to become a museum ship or to be sent to scrap so its remaining parts can be repurposed or reforged.
Introduction
On 17th December, 2015, after debate in regards to the 2015 Defence White Paper, the National Assembly & Senate of Palisede have passed into law the 2015 Defence Procurement Law, which states that the Ministry of National Defence is instructed to begin Tender Proposals & Requests to modernise the Palisedean Navy. The Ministry of National Defence has set out a guideline of naval forces to be raised to ensure the maritime safety of the Federation of Palisede. The contract in regards to this has been set a budget of $740 billion dollars, with shipbuilding to commence within the next 4 to 8 months. The Ministry is willing to choose pre-designed warships to streamline the tender process and to commence shipbuilding as soon as possible. Should no bidders come to putting forward proposals, $75 billion has been set aside in allowing for contractors to set up shipyards under their direction to build these ships (combined with the set budgets for each ship subcategory.)
Conditions for Contract Approval / Tender
To be eligible for this contract, the Ministry of National Defence has set out these guidelines:
General
- Company that receives the Contract / Tender may consider setting up shipyards in the Federation of Palisede to ensure the order is finished within the 7-year guideline
- Must have a recorded history of sales of warships (no minimum of 10 warships in the last 20 years)
- Have good standing with their respective national government
- Must not currently be in financial debt
- Must be able to have at least one ship completed by 2020
- Must have a relatively complete design of each ship before submitting*
Specific - Guided Missile Destroyer(s)
- Must have a 96-cell VLS system
- a minimum of 1 x 5in (127mm) naval gun, preferably placed at the bow
- Must have at least 3 CIWS (close in weapons system), with 1 mounted behind the main deck gun at the bow, 1 on both the port & starboard sides of the ship
- Capable of an endurance of 40 days without refueling at an average speed of 30 knots, maximum distance set at 4,750nmi at 25knots
- Preferably CODOG (combined diesel or gas) propulsion system
- Have a capable AEGIS / CIC radar & communications system, with Radar, Surface Search Radar, FCS and Sonar
- Must have an ESM/ECM suite with physical countermeasures system
- Capable of carrying 2 x SH-60K Multi-purpose helicopters
- Capable of carrying 2 x RHIB inflatable boats
The amount ships to be built in the DDG category stands at 30 ships as per the guidelines set out in the 2015 Defence White Paper. Maximum price set for each ship set at $3,750,000,000 for a grand-total of $112,500,000,000 for 30 ships.
Specific - Guided Missile Cruiser(s)
- Must have a 128-cell VLS system, also capable of launching cruise missiles
- a minimum of 3 x 5in (127mm) naval guns, 2 preferably placed at the bow, 1 placed at the stern
- Must have at least 4 x CIWS (close in weapons system), with 2 mounted behind the main deck gun at the bow (one on the port & starboard sides), 2 on the near the stern, port & starboard sides of the ship
- Capable of an endurance of 40 days without refueling at an average speed of 30 knots, maximum distance set at 5,150nmi at 25knots
- Preferably CODOG (combined diesel or gas) propulsion system, nuclear-powered ships will be also considered
- Have a capable AEGIS / CIC radar & communications system, with AESA Radar (scanning range 350km), Surface Search Radar, FCS and Sonar
- Must have an ESM/ECM suite with physical countermeasures system
- Capable of carrying 2 x SH-60K Multi-purpose helicopters
- Capable of carrying 2 x RHIB inflatable boats
The amount ships to be built in the CG category stands at 20 ships as per the guidelines set out in the 2015 Defence White Paper. Maximum price set for each ship set at $7,750,000,000 for a grand total of $155,000,000,000 for 20 guided missile cruisers.
Specific - Aircraft Carrier(s)
- Must have a 1,092 ft × 256 ft (333 m × 78 m) flight deck
- Must be CATOBAR equipped
- Must have an all-weather launch & landing recovery system
- Must have 4 x CIWS missile-equivalent systems (e.g. RAM - rolling airframe missile)
- Must have at least 4 x CIWS (close in weapons system), with 2 mounted bow section (one on the port & starboard sides), 2 on the near the stern, port & starboard sides of the ship
- Speed capable of 30knots (56km/h - 35m/ph), maximum of 40 knots (75km/h - 46m/ph)
- Capable of an endurance of 90 days without food replenishment, 90 days without munitions, parts & on-board aircraft, 42 days without fuel replenishment
- Preferably nuclear-powered
- Have a capable CIC radar & communications system, preferably AESA radar capable of scanning ranges out to 500km
- Must have an ESM/ECM suite with physical countermeasures system
- Capable of carrying 24 x helicopters
- Capable of carrying 64 x F/A-18F - equivalent multirole fighter aircraft
The amount ships to be built in the CVN category stands at 10 ships as per the guidelines set out in the 2015 Defence White Paper. Maximum price set for each ship set at $39,750,000,000 for a grand total of$397,500,000,000 for 10 aircraft carriers.
In regards to the embarked aircraft for the aircraft carriers, these will be provided by the newly formed Naval Air Force, in which has received carrier capable aircraft from the Palisedean Air Force.
All proposals will be reviewed by the Secretariat of the Navy - Navy Procurement Panel, should they adhere to all requirements set by the Ministry of National Defence, the respective company will be notified of receiving contract approval to begin construction.
