The C-130 Sea Plane is a provides military and civilian forces the ability to rapidly deploy forces without dependence on large, modern airfields. The C130 Seaplane can operate from rivers, lakes, harbors and oceans without the need for a prepared landing space.

The standard C-130 design already has high wings, which allows a "floatplane" conversion kit that includes large pontoons for flotation to be easily fixed to the design. The weight and drag of the large pontoon style floats cuts payload and range by 30%, however the ability to land anywhere that there is a sufficient strip of water means that men and equipment can be delivered much more rapidly to remote locations and without expending resources to prepare airfields or transport men and equipment over land.
Additional Improvements include a watertight fuselage with a floats and skirts attached to the rear ramp so it can open on the water and custom tuned engines with a horsepower output of between 8% and 10% higher than factory specs.

Imagine a squadron of CL-130s flying in tandem and landing on a river, dumping out a line of 12 amphibious vehicles, and taking off without coming to a stop.
Imagine a CL-130 flying two feet over the ocean to avoid air defense radar, then landing to pick-up or drop off commandos.
Imagine a KCL-130 refueling directly from a ship tanker in the Persian Gulf and then taking off to refuel aircraft.
Imagine a CL-130 locating a sinking ship, then landing to pick-up 100 survivors without the need of support craft, helicopters or ships.
Imagine CL-130s refuel from a Navy ships, giving it extradordinary range without the need for other logistic aircraft.

The C-130 Sea Plane can also provide unique support for submarines, submariners need fresh food, mail, and other supplies every few weeks to operate continuously and occasionally will require large replacement parts which can take weeks for surface ships to deliver. During a war, a visit from a tending vessel or a port visit makes them very vulnerable to detection and attack. However, an early morning rendezvous with a C-130 Sea Plane in the middle of nowhere can provide the supplies they need in just a few hours.

C-130 Sea Planes can be easily hidden in island coves to protect them from attacks, however It is impossible to hide a large runway needed for C-130s, and impossible to bomb and damage a seaplane's "runway."
Seaplanes can support units in combat, landed near beachheads during fighting to drop off supplies, fresh troops and vehicles, while picking up wounded without the need to secure airfields.

The C-130 Sea Plane has wheeled landing gear to operate from regular airbases as well.
Currently C-130s can operate from far less than 1% of airfields on our planet, while the C-130 Sea Plane can operate from 70% of the globe.
The C-130 Sea Plane can carry four times more cargo ten times the distance f the V-22 Osprey. And it can do this without modification to logistics and maintenance programs currently in place for the C-130 fleets of your nation.

The range of the aircraft is about 5000 kilometers (ferry range) or about 2200 kilometers (under load). This variation on the C130 comed equipped with a two panel autopilot which operated in dual modes (pilot assisted and full autopilot). We have never fitted one of these aircraft with a "Cargo Catapult" but if this is something which your engineers have done with the C-130 platform in the past then it would be possible because there is no major modification made to the internal cargo deck.
