While it indeed sounds like an interesting idea, I am sad to say, that we have to decline for numerous reasons, amongst them, that our main facilties can build ships of up to 265 meters in length and we would be very much against outsourcing our production.

we forwarded your question to an expert, namely Vice-Admiral Amy Curadh, the head of the SDF-Navy Fleet Administration, and she replied:
    "For a force with the mission you are aiming at and the capabilities you want, I recommend a core of one or two Carrier Battlegroups, light carriers would completely suffice, and two helicopter carriers, as well as a sizeable force of frigates and corvettes to keep enemy submarines at bay - if they have such vessels in sufficient numbers to post a thread. I would also recommend own submarines, as their effectiveness can not be overstated, and a Naval Aviation Component armed with AShMs and similar weapons.
    For a sort-of Home Fleet, I would recommend squadrons of FACs as they are cheap in acquisition and upkeep and carry quite a bang in case they are needed.
    A support group of fleet oilers, minesweepers, freighters and maybe the odd oceanographic research vessel might be a good idea, too.
    The Coast Guard would ideally be equipped with Patrol Vessels and Patrol Ships, maybe the odd oiler, and patrol planes with long range and the capability to detect threads on the sea, below the sea and above the sea.
    I am sorry, though, that I can't help you with your quest for equipment of the projected Marine Corps except with recommending Landing Ships and Amphibious Transport Docks - most modern Helicopter Carriers fill both the roles of ATDs and HCs.

With that being said, SDY trades only in a very specific few DPRs for our vessels - unfortunately, the Beag-class Aircraft Carrier is usually not amongst them. However, we are wiling to strike you a deal, namely, that we build these vessels for you, in Our Ladia, with Our Ladian, preferably your, workers and materials whenever technically possible (the reactors, for example, would have to come from the Free Lands) and we both profit from it. Additionally, we would be willing to take in a few of your engineers in order to train them in maintaining a nuclear-powered vessel.
Please tell me, what you think. I do believe, that this could be the start of a fruitful business partnership between SDY and Sercu Shipwrights.

Would our nuclear division be able to at least produce the parts of the reactor that need regular maintenance? The requesting nation is quite adamant in that we must at least possess the capability to produce commonly needed parts.
Though your offer to train our engineers is most kind, the council declines. You see, we have quite a bit of experience designing merchant marine nuclear reactors. We have built some 43 nuclear vessels before. Of that 43, we used 6 different nuclear reactors. Sercu has plenty of experience with nuclear civilian vessels. Our problem comes when making military grade nuclear reactors. They have to me much tougher then civilian ones. If two tons worth of explosives detonates somewhere on the vessel, the crew shouldn't have to worry about the reactor being damaged. That is where our ignorance lies. So thank you for the offer, but it is unneeded.
Partnerships are what lend advancements to a company is what my aunt always said. I am sure that even if this deal should fall through, that Silverport Dockyards Ltd. and Sercue Shipwrights could still find ways to mutually help each other.

The regulations in question were on my side of the "equation" regarding Our Ladia. After contacting the Sub-Protector of Akandowl, she has said this;

"It is perfectly legal to import unfueled nuclear reactors since they count as normal steam boilers. Though Our Ladia does require certain regulations for the transport of uranium dioxide, the regulations already in place by the Free Lands are acceptable. Thus I'd rather not complicate matters by introducing Our Ladian regulations. However, SDY must notify me the time, date, port, and dock number* in regards to the delivery of the uranium dioxide. That is, whenever that is decided. Have a nice day."

Of course our customer would maintain it, but pieces still need to be replaced eventually.

I do believe that this all that can be accurately discussed via telegram. I would like to invite delegates from SDY to meet with the Council in Chirio Manor, Basnan Territory so that we may discuss the finer details of the agreement. The representatives may stay at the Manor itself (Guests are always welcome.), or one of the nearby hotels.
