Official Communique of Kabamlyan Defence Department
To: National and private military companies in the business of warships
The Kabamlyan People's Navy is looking to test and purchase naval vessels of frigate, corvette and fast attack craft classes. The purchased ships can be ships that have been retired from previous service or freshly produced ones. The Naval Reform Committee has decided on the following requirements for the warships and the available funds for their purchase:
Frigates (5 billion US dollars)
- A speed of at least 25 knots
An operational range of 7000 km
Relatively modern or modern air and surface radar and sonar
At least one gun of at least 100 mm in caliber or At least two guns of at least 40 mm in caliber
At least one anti-submarine missile launcher
At least one surface-to-air missile launcher
At least four anti-ship missile launchers
Preferred to have a small caliber anti-air cannon but can be ignored if anti-air missile capability is sufficient enough
Corvettes (3 billion US dollars)
- A speed of at least 25 knots
An operational range of 6000 km
Relatively modern or modern air and surface radar and sonar
At least one gun of at least 40 mm in caliber
At least one anti-submarine missile launcher
At least three surface-to-air missile launchers
At least one anti-ship missile launcher
At least one small caliber anti-air cannon
Fast Attack Crafts (2 billion US dollars)
- A speed of at least 30 knots
An operational range of 1000 km
Relatively modern or modern air and surface radar and sonar
At least one gun of at least 40 mm in caliber
At least one torpedo launcher
At least one surface-to-air missile launcher
At least four anti-ship missile launchers
At least one small caliber anti-air cannon
Note: The above specifications should act as guide lines for offering nations/companies and can be altered depending on the offer.
Additional requirements of the deal as required by the Naval Reform Committee
- 1. Countries/companies may partake in offering of just one warship class or multiple
2. The purchase will be paid to the offering party in a time period of ten (10) consecutive years
3. The purchase will include a training program to sufficient number of Kabamlyan servicemen who can then train the crews of the next warships
4. If required, the purchase will also include licenses for munitions manufacturing or a deal for the Kabamlyan People's Navy to purchase munitions from the offering party
5. Before the purchase, a trial period of one month will take place. In case of an already existing ship, the offering party will demonstrate the vessel's capabilities on Kabamlyan waters before the purchase is made. If the ships have to be manufactured, the Kabamlyan People's Navy will pay for a one piece prototype run, after which the ship will undergo the same demonstration as an existing vessel. The trial period does not guarantee a purchase by the Kabamlyan People's Navy
6. If the ship(s) need to be manufactured, a local Kabamlyan production is preferred with manufacturing lead by the Kabamlyan State Dockyards. Foreign manufacturing is acceptable in special circumstances
7. The decision of purchase will be made by Chief-of-Naval-Equipment Admiral Dmitri Fyodorov and the head of Kabamlyan State Dockyards Mr. Vladimir Sokoloff, both of which also act as the head members of the Naval Reform Committee
