After much deliberation, the Procurements Office of the Kazirstani Commissariat of Defense has selected the Z.M.I. Justinian-Class Aircraft Carrier to be the first aircraft carrier and flagship of the Kazirstani People's Navy. After extensive research, we found the Justinian-Class Carrier to be superior to the comparable Halcyon Shipyards Gallant-Class Fleet Carrier. Therefore, the contract for the carrier's construction has been awarded to Z.M.I.. Congratulations.

However, for the Justinian-Class to effectively operate as part of the Kazirstani People's Navy, it will require significant modifications. The most important of these modifications is a complete redesign and strengthening of the forward hull to allow for the craft to break arctic pack ice, a necessity if the craft is to patrol and defend Kazirstan's extensive, ice covered coastlines. Additional modifications include the complete removal of the catapult and all related systems, all weapon systems, all electronic equipment, and the reactor. All of these components are to be replaced with domestically designed and produced systems.

As our government is committed first and foremost to protecting and promoting domestic industry and workers, we conducted studies exploring the viability of a domestically designed and produced aircraft carrier. Unfortunately, it was found that none of our shipyards were capable of handling a construction project on the scale of an aircraft carrier. Therefore, we turned to foreign contractors for the construction of the majority of the ship, while several major components are to be produced locally.

As a condition of this offer, should you choose to accept it, we wish to have a team Kazirstani experts oversee and direct construction of the vessel to ensure that all hull modifications are carried out to our specifications and that the vessel will be compatible with all of our domestic systems.

In conclusion, we are asking for a price estimate for a Justinian-Class Aircraft Carrier with the following modifications:

Our nation relies heavily on sea trade and the combination of warships we are placing an order for should be most effect in convoy escort and coastal patrol. The strike aircraft have the necessary range to act as interceptors of bombers far from our coastline, dog fights being unlikely with the distances involved. They will also perform double duty in a maritime strike role if an enemy sends surface raiders against our shipping. A large number of your drones patrolling off our coast will prevent any surface raiders from approaching undetected as well as prevent piracy and aid the coast guard in search and rescue. We have found your Sea Viper to be the best weapon in its class. Our order for the systems selected is attached below:

Clarification of requested modifications and variants

We would like to order 9 Hegemony-class with the all-electric option due to the relative short range convoy work we intend for them. The other 6 will be ordered with nuclear propulsion. We will order with 2x64 cell vls, 16x thor/brahmos vls, 2x vls micaVL, and 2x palma ciws.

We would like to substitute the 127mm gun on the Berserker with a smaller lighter 76mm and a small vls module. A common 127mm(5”/54 mk45) mount weighs 47,425ibs, a 5.5ton low radar cross section mount for the 76mm super rapido with no deck penetration is on the market. The substitution would free up enough weight for a 32,680ib 8 cell mk48 vls for sea sparrow to be mounted at rear of 76mm. This combination saves 4,170ibs of weight and frees up a little volume under the deck as it allows the corvette to provide some air defense for the convoys.

We would like to develop alternative seekers for the AIM-300. While the existing seeker will fill nearly all our needs, our standard doctrine desires a variety of variants in seekers to complicate an adversary developing counter measures. We would happily share any new seeker designs we developed with your company to enhance your product line. In order to facilitate this we have an attached request for a research center.
